On July 14, 2014, Hilcorp requested a spacing exception for the drilling, testing and production of the Paxton-7
well. After the public notice and comment period closed, AOGCC vacated the September 9, 2014 hearing. On
September 18, 2014, AOGCC issued Conservation Order No. 701. Pursuant to Rule 3A, a spacing exception is no longer
required for this well. See attached map.
As such, Hilcorp respectfully withdraws its spacing exception application and requests AOGCC take whatever action may
be necessary to allow Pax-7 to be drilled, tested and completed.

Re: Docket # CO-14-023. The application of Hilcorp Alaska, LLC (Hilcorp) for an exception to the
spacing requirements of 20 AAC 25.055(a)(4) to test and produce the Paxton No. 7 well within the

Hilcorp, by letter received July 14, 2014, requests the Alaska Oil and Gas Conservation Commission
(AOGCC) issue an order allowing testing and production of development gas well Paxton No. 7 in the
Undefined Tyonek and Beluga Gas Pools within 3000' of, another well that is, or may be capable of,
producing from the same pool.

The AOGCC has tentatively scheduled a public hearing on this application for September 9, 2014, at 2:00
p.m. at 333 W. 7`" Ave., Ste 100, Anchorage, Alaska 99501. To request that the tentatively scheduled
hearing be held, a written request must be filed with the AOGCC no later than 4:30 p.m. on August 1,
2014.
If a request for a hearing is not timely filed, the AOGCC may consider the issuance of an order without a
hearing. To learn if the AOGCC will hold the hearing, call 793-1221 after July 15, 2014.
In addition, written comments regarding this application may be submitted to the AOGCC, at 333 W. 7`h

RE: Application for spacing exception per 20 AAC 25.055(a) (4) to test and produce
the Paxton #7 within the Ninilchik Unit Undefined Tyonek and Beluga Pools
Dear Commissioner Foerster:
Pursuant to 20 AAC 25.055(a)(4), Hilcorp Alaska, LLC ("Hilcorp"), as Operator of the
Ninilchik Unit, requests permission to test and produce the Paxton # 7 well in the
Undefined Tyonek and Beluga Pools within 3,000 feet of other wells capable of
producing from the same pool.
To date, no special Pool Rules have been established within the Ninilchik Unit.
Therefore, statewide spacing regulation 20 AAC 25.055(a)(4) is controlling. This
regulation provides:
(a)(4) If gas has been discovered, the drilling unit for the pool is a
governmental section; not more than one well may be drilled to and
completed in that pool on any governmental section; a well may not be
drilled or completed closer than 3,000 feet to any well drilling to or
capable of producing from the same pool.
The location of Paxton #7 and its relationship to adjoining properties and wells is
depicted in Exhibit A.1 A confidential plat (well data) is provided in Exhibit B.
(a)(2) For a well drilling for gas, a wellbore may be open to test or
regular production within 1,500 feet of a property line only if the owner is
the same and the landowner is the same on both sides of the line.

Based on confidential geological and engineering data available to Hilcorp, it is apparent
that both the Undefined Tyonek and Beluga Pools are particularly discontinuous and
unpredictable and that they drain small areas. The existing wells in the Paxton -Susan

Dionne area indicate that the majority of the Beluga and Tyonek fluvial sandstone
reservoirs drain less than 250 acres or—1,860-ft radius and cannot be efficiently
produced from existing wells.2 Note that over 70 percent of the sands drain less than the
currently governing spacing of a 3,000 foot radius. In order to prevent waste and
maximize gas recovery from both the Undefined Tyonek and Beluga Pools, we therefore
request a spacing exception.
Hilcorp, as sole unit operator, will account for all testing and production of Paxton #7 as
required by the Ninilchik Unit Agreement. As a result, the correlative rights of all
affected owners, landowners and operators will be protected by approval of the requested
short duration test and spacing exception.
At the date of this mailing, a copy of this application was sent by certified mail to the all
affected owners and landowners within 3000 feet of Paxton #7's anticipated productive
interval. No other affected operators exist. Also enclosed is an affidavit stating the
undersigned is acquainted with the facts and verifying that all facts asserted herein are
true.

I, DAVID W. DUFFY, Landman, Hilcorp Alaska, LLC, do hereby verify the following:
I am acquainted with Hilcorp Alaska, LLC's application for a spacing application
to the Alaska Oil and Gas Conservation Commission for the Paxton #7 well
pursuant to 20 AAC 25.055(a)(4).
I assert all facts outlined in the above -referenced application are true. I further
assert the requested spacing exception is necessary to expand existing unit
production of natural gas from the Undefined Tyonek and Beluga Pools.
I have reviewed the plat attached to said application and it correctly portrays the
pertinent and required data for the Commission to take action on this request.

Please find attached Hilcorp's spacing exception application for the Ninilchik Unit Paxton No. 7 well (PAX-7). If AOGCC
issues an order approving our proposed pool rules for the Ninilchik Unit, this application will become unnecessary — and
we will withdraw it.
The original hardcopy will be sent to you via regular mail. A copy of the signed application and certified mailing receipts
is attached.
Please give me a call if you have any questions or would like to schedule a technical meeting.
NOTE: I am currently working on yet another spacing exception application for the Ninilchik Unit — Paxton No 8. 1
expect to have it done tomorrow. After that, we'll be focusing on new drilling projects at Cannery Loop and Deep Creek.
