IT APPEARING THAT: Docket CO-14-034 Conservation Order No. 713 Kuparuk River Field Kuparuk River Unit Undefined Torok Oil Pool Kuparuk River Unit Moraine-1 Well North Slope Borough, Alaska January 26, 2015 1. By letter received December 10, 2014, ConocoPhillips Alaska, Inc. (CPAI) requested an exception to the spacing provisions of 20 AAC 25.055(a)(3) to drill the Kuparuk River Unit (KRU) Moraine-1 well to the Undefined Torok Oil Pool within the same governmental quarter section as wells that are drilling to, or may be capable of producing from, the same pool. 2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission (AOGCC) tentatively scheduled a public hearing for January 20, 2015. On December 15, 2014, the AOGCC published notice of the opportunity for that hearing on the State of Alaska's Online Public Notice website and on the AOGCC's website, electronically transmitted the notice to all persons on the AOGCC's email distribution list, and mailed printed copies of the notice to all persons on the AOGCC's mailing distribution list. On December 16, 2014, the notice was published in the ALASKA DISPATCH NEWS. 3. Pursuant to 20 AAC 25.055(d)(1), CPAI sent by certified mail notice of the application to all owners, landowners, and operators of all properties within 1,000 feet of the proposed KRU Moraine-1 well, i.e., CPAI, BP Exploration Alaska Inc., Chevron USA Inc., ExxonMobil Alaska Production Inc., and the State of Alaska. CPAI provided the AOGCC the notice, date of mailing, addresses to which the notice was sent, and copies of the certified mail return receipts. 4. Neither comments on the application nor a request for hearing were received. 5. Because CPAI provided sufficient information upon which to make an informed decision, the request can be resolved without a hearing. CO 713 January 26, 2015 Page 2 of 3 6. The tentatively scheduled public hearing was vacated on January 16, 2015. FINDINGS: 1. CPAI is a working interest owner in, and operator of, the KRU that is located in the North Slope Borough, Alaska. 2. KRU Moraine-1 is a proposed deviated well with an onshore surface location of 4,620 feet from the north line and 4,367 feet from the east line of Section 12, Township 12 North, Range 7 East, Umiat Meridian (U.M). The onshore bottom -hole location is approximately 4,296 feet from the north line and 4,186 feet from the east line of Section 12, Township 12 North, Range 7 East, U.M. 3. The well is located within State of Alaska oil and gas lease ADL 25528. 4. KRU Moraine-1 well will target the oil-bearing Moraine sandstone within the Undefined Torok Oil Pool. CPAI plans to acquire convention cores, logs and PVT oil samples prior to plugging and abandoning the well. 5. The Moraine-1 well will be drilled to the same governmental quarter section as the KRU 3S-620 development oil well, a grass roots horizontal producer that is currently being drilled and is intended to test the performance of the Undefined Torok Oil Pool. 6. The planned bottom -hole location of KRU Moraine-1 well will be less than 1,000 feet from the KRU 3S-620 development oil well. 7. CPAI plans to locate the deviated KRU Moraine-1 well near the KRU 3S-620 well within the same undefined oil pool in order to confidently compare dynamic flow data from the horizontal producer KRU 3S-620 with saturation profile information obtained from the Moraine-1. PVT analysis will be used to determine phase behavior and to predict oil compositional changes during long-term production. PVT results combined with reservoir properties obtained through core and well -log analyses will guide future reservoir delineation plans and help optimize production performance. 8. The AOGCC received no comments, objections or protests in response to the public notice regarding the proposed exception to the spacing requirements of 20 AAC 25.055 for KRU Moraine-1 or to the notification sent by CPAI to all known owners, landowners, and operators within 1,000 feet of KRU Moraine-1. CONCLUSIONS: 1. An exception to the well spacing provisions of 20 AAC 25.055(a)(3) is necessary to allow the drilling of KRU Moraine-1. 2. Drilling KRU Moraine-1 near the horizontal producer KRU 3S-620 development oil well will allow confident comparison of dynamic flow data from the KRU 3S-620 with saturation profile information obtained from KRU Moraine-l. 3. A spacing exception to the well spacing provisions of 20 AAC 25.055(a)(3) for the KRU Moraine-1 is consistent with sound engineering and geoscience principles and will not result in waste or jeopardize correlative rights of adjoining or nearby owners. CO 713 January 26, 2015 Page 3 of 3 NOW THEREFORE IT IS ORDERED: CPAI's December 10, 2014 application for an order granting an exception to the well spacing provisions of 20 AAC 25.055(a)(3) to allow the drilling of the KRU Moraine-1 well is approved. Because CPAI has not presented sufficient evidence to support the grant of a spacing exception for purposes of production, this approval does not allow completion of the well for regular production or injection of fluids. CPAI may proceed as long as it complies with the terms of all lease agreements, applicable Alaska laws, and all other legal requirements. If the AOGCC denies reconsideration, upon denial, this order or decision and the denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration, UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for reconsideration was filed. If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision on reconsideration. As provided in AS 31.05.080(b), "[t]he questions reviewed on appeal are limited to the questions presented to the AOGCC by the application for reconsideration." In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00 p.m. on the next day that does not fall on a weekend or state holiday. The Well will be drilled within the same governmental quarter section as well 3S-620. The Well will be drilled as a vertical well having the following locations: Surface Location: 4620.3' FNL, 4367.6' FEL, Sec 12, T12N, R7E, UM; Target Location: 4296.4' FNL, 4186.3' FEL, Sec 12, T12N, R7E, UM; Bottomhole Location: 4296.4' FNL, 4186.3' FEL, Sec 12, T12N, R7E, UM. The Well is located in ADL 025528 which is owned by CPAI (55.402367%), BP Exploration (Alaska) Inc. (39.282233%) Chevron USA Inc (4.950600%) ExxonMobil Alaska Production Inc. (0.36480%). Exhibit I shows the location of the Well and all other adjoining governmental quarter sections. Well 3S-620 will be a grass roots rotary horizontal producer to test the performance of the Moraine formation. Well Moraine 1 will be drilled from an ice pad location to acquire core, logs and fluid samples and will be plugged & abandoned after completion of its data acquisition objectives. The primary objective of well Moraine 1 is to acquire data to delineate the Moraine reservoir. Well 3S- 620 and core acquisition well Moraine 1 are expected to be spud in Jan-15.
