By a letter received June 4, 2019, Hilcorp Alaska, LLC (Hilcorp) requested an exception to the statewide spacing requirements of Conservation Order No. 231 (CO 231) to drill, complete, test, and produce the CLU 14 development gas well within the same governmental quarter - quarter section as a well that is, or may be capable of, producing from the same pool. 2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission (AOGCC) tentatively scheduled a public hearing for July 9,2019. On June 5, 2019, the AOGCC published notice of the opportunity for that hearing on the State of Alaska's Online Public Notice website and on the AOGCC's website, electronically transmitted the notice to all persons on the AOGCC's email distribution list and mailed printed copies of the notice to all persons on the AOGCC's mailing distribution list. On June 6, 2019, the AOGCC published the notice in the ANCHORAGE DAILY NEWS. 3. Hilcorp sent by certified mail notice of the application to all owners, landowners, and operators of all properties within 3,000 feet of the proposed CLU 14 development well and provided the notice, addresses to which the notices were delivered, and Certified Mail receipts. 4. No comments or request for hearing were received regarding Hilcorp's application. 5. The tentatively scheduled public hearing was vacated. 6. Hilcorp's application and subsequent correspondence provided sufficient information upon which to make an informed decision. FINDINGS: 1. Hilcorp is the operator and sole working interest owner of the Cannery Loop Unit, located within the Kenai Peninsula Borough, Alaska. Landowners for the governmental quarter - quarter sections that will be affected by CLU 14 are Hilcorp and the State of Alaska. 2. CLU 14 will be a development gas well drilled directionally to the east-northeast from an onshore surface location at 240 feet from the south line (FSL) and 286 feet from the east line (FEL) of Section 7, Township 5 North (T5N), Range 11 West (RI l W), Seward Meridian (S.M.). The top of the producing interval location will lie about 931 feet FSL and 2,114 feet FEL of Section 8, T5N, RI l W, S.M. The bottom -hole location will lie about 2,199 feet FSL and 2,055 feet FEL of Section 8, T5N, RI IW, S.M. CO 776 July 17, 2019 Page 2 of 3 3. The surface location for CLU 14 lies on Hilcorp's fee lease ADL 60569. A non-productive portion of the well will pass through private property. The top -of -productive interval and bottom -hole locations will lie within Hilcorp's fee lease ADL 60568. The productive intervals will lie more than 1,500' from property lines where ownership or landownership changes. 4. CLU 14 will target reservoirs within the Sterling Undefined Gas Pool and the Beluga Gas Pool. 5. The Sterling Undefined Gas Pool is governed by statewide spacing regulations. No wells with the Cannery Loop Unit currently produce from, or are capable of producing from, this pool. 6. The Beluga Gas Pool within the Cannery Loop Unit is governed by CO 231. CLU 14 will be located within the same governmental quarter -quarter section as development gas wells CLU 08, CLU 09, and CLU 13 that are, or may be capable of, producing from the Beluga Gas Pool. 7. The well path and bottom -hole location for CLU 14 were chosen—based on reservoir mapping and modeling results—to ensure greater ultimate recovery by extracting gas that cannot be efficiently produced by existing wells. CONCLUSIONS: 1. CLU 14 will not violate statewide spacing requirements for the Sterling Undefined Gas Pool. 2. CLU 14 will violate the spacing requirements of CO 231 for the Beluga Gas Pool. 3. An exception to the well spacing provisions of CO 231 is necessary to allow the drilling, completion, testing, and regular production of the CLU 14 development gas well within the Beluga Gas Pool in order to maximize resource recovery. 4. Granting an exception to the well spacing provisions of CO 231 for the CLU 14 well will not result in waste or jeopardize correlative rights of adjoining or nearby owners. NOW THEREFORE IT IS ORDERED: The AOGCC grants Hilcorp's June 4, 2019, application for an exception to the well spacing provisions of CO 231 to allow drilling, completion, testing, and regular production of the CLU 14 development gas well within the Beluga Gas Pool. RETURN RECEIPT REQUESTED Re: 2019 Plan of Development for the Cannery Loop Unit — Approval Dear Mr. Terrell: On May I, 2019, the Department of Natural Resources, Division of Oil and Gas (Division), received the proposed 2019 Plan of Development (POD) for the Cannery Loop Unit (CLU) from Hilcorp Alaska, LLC (Hilcorp). The 2019 POD is the 40th POD for the CLU. The Division notified Hilcorp by email on May 9, 2019 that the POD submittal was complete. For the 2018 POD period, Hilcorp planned to continue producing from existing wells, but did not have plans for further exploration or development of the unit during the POD period. Hilcorp reports that it did maintain production, producing 2,911 MMSCF during calendar year 2018, down from 3,675 MMSCF for calendar year 2017. For the 2019 POD period, Hilcorp plans to: • Continue production from existing wells. • Set a patch in CLU #8. Drill the CLU 414 well, targeting the Middle Beluga and Sterling sands. In its proposed POD Hilcorp stated that it was evaluating this well, but has since confirmed that it plans to drill the well. When considering a POD, the Division must consider the criteria in I I AAC 83.303(a) and (b). Accordingly, the Division considered the public interest, conservation of natural resources, prevention of economic and physical waste, protection all interested parties including the state, environmental costs and benefits, geological and engineering characteristics of reservoirs or potential hydrocarbon accumulations, prior exploration activities, plans for exploration or development, economic costs and benefits to the state, and any other relevant factors, including mitigation measures. 1 I AAC 83.303(a). (b). In approving the prior POD(s) for CLU, the Division considered the 1 1 AAC 83.303(b) criteria and found that the PODS promoted conservation of natural resources, promoted prevention of waste, and protected the parties' interests. The Division incorporates by reference those findings. The public has an interest in diligent development of the State's resources. Hilcorp maintained production in the last POD period, as planned, and will continue producing from existing wells this POD period. Continued production protects State and public interests in developing its oil and gas resources. Hilcorp's plans to drill the CLU 914 well will further explore the unit, if successful, will further develop the State's 2019 Plan of Development for the Cannery Loop Unit - Approval Page 2 of 2 oil and gas resources. Continued development as a unit conserves these natural resources and minimizes adverse impacts to the surface. Accordingly, the 2019 POD protects State and public interests and is approved through July 30, 2020. This approval is only for a general plan of development. Specific field operations require separate approval under I I AAC 83.346. Unit Plan of Operations. Cinder I I AAC 83.343, the 2020 POD is due May 1, 2020, 90 days before the 2019 POD expires. The Undefined Sterling Gas Pool is governed under statewide spacing rules under 20 AAC 25.055. There are no other wells in the Cannery Loop Unit producing from or capable of producing from the Undefined Sterling Gas Pool, therefore no spacing exception is required for completions in this pool. However when completions within the Beluga Gas Pool are performed, this spacing exception will be required under CO 231, Rule 3: Rule 3. Well Spacing: A Drilling Unit for the Beluga, Tyonek, or Tyonek "D" Gas Pool is established as the quarter -quarter subdivision of a governmental section occurring within the affected area. A spacing exception is necessary because CLU 14 will be third well open to or producing from the Beluga Gas Pool located in the NW4 SE4 and the second well located in the S W4 SE4, Section 8, Township 5 North, Range 11 West. CLU 13 and CLU 08 are located within the NW4 SE4, and CLU 09 is located within SW4 SE4, all in Section 8, Township 5 North, Range 11 West. In March 2012 when Marathon was operator of the CLU, gas was tested in the Sterling B2 in CLU 06. However, the well coned water very shortly after production began. It is suspected that the cause of the water production was due to the proximity of the perforations to the Sterling B2 gas - water -contact. Hilcorp will attempt to target the Sterling B2 farther up on structure. In addition to the Sterling targets, there are numerous sands within the Beluga formation that the CLU 14 will also target. The CLU 08 and CLU 09 wells have been very successful in the Beluga formation, but there is suspected to be a lot of bypassed Beluga pay. The style of completion in each well has vastly limited Hilcorp's ability to perforate/test new Beluga sands. The CLU -14 well will be run with -newer, more advanced, wireline logs, as well as completed with a slightly larger diameter, monobore wellbore. This will provide Hilcorp with the ability to test undeveloped Beluga sands, as well as maximize recoveries in existing producing sands from the CLU 14 well. Hilcorp is the sole working interest owner of the affected oil. and gas leases and the Cannery Loop Unit. The only affected landowners within the applicable quarter -quarter sections of CLU 14's anticipated productive interval are the State of Alaska and Hilcorp. Hilcorp believes that the correlative rights of all owners and landowners within the Beluga Gas Pool will be protected by the Cannery Loop Unit Agreement and its corresponding Participating Areas. In accordance with 20 AAC 25.005, Hilcorp will submit an application for a Permit to Drill the CLU 14 well to AOGCC for approval, prior to the commencement of drilling. Drilling operations for CLU 14 are expected to commence approximately July 17th, 2019. The CLU 14 well will be targeting both the Undefined Sterling Gas Pool and the Beluga Gas Pool. The Undefined Sterling Gas Pool is governed under statewide spacing rules under 20 AAC 25.055. There are no other wells in the Cannery Loop Unit producing from or capable of producing from the Undefined Sterling Gas Pool, therefore no spacing exception is required for completions in this pool. However when completions within the Beluga Gas Pool are performed, this spacing exception will be required under CO 231, Rule 3: Rule 3. Well Spacing: A Drilling Unit for the Beluga, Tyonek, or Tyonek "D" Gas Pool is established as the quarter -quarter subdivision of a governmental section occurring within the affected area. A spacing exception is necessary because CLU 14 will be third well open to or producing from the Beluga Gas Pool located in the NW4 SE4 and the second well located in the S W4 SE4, Section 8, Township 5 North, Range 11 West. CLU 13 and CLU 08 are located within the NW4 SE4, and CLU 09 is located within SW4 SE4, all in Section 8, Township 5 North, Range I 1 West. The CLU 14 well will be drilled from the CLU No. 1 Pad located within the Cannery Loop Unit, and will be drilled into Hilcorp own leases, a private lease, and State leases ADL 3914790 and ADL 324602 (see Attachment 1). The anticipated productive intervals are located on a Hilcorp owned lease. In March 2012 when Marathon was operator of the CLU, gas was tested in the Sterling B2 in CLU 06. However, the well coned water very shortly after production began. It is suspected that the cause of the water production was due to the proximity of the perforations to the Sterling B2 gas - water -contact. Hilcorp will attempt to target the Sterling B2 farther up on structure. In addition to the Sterling targets, there are numerous sands within the Beluga formation that the CLU 14 will also target. The CLU 08 and CLU 09 wells have been very successful in the Beluga formation, but there is suspected to be a lot of bypassed Beluga pay. The style of completion in each well has vastly limited Hilcorp's ability to perforate/test new Beluga sands. The CLU -14 well will be run with newer, more advanced, wireline logs, as well as completed with a slightly larger diameter, monobore wellbore. This will provide Hilcorp with the ability to test undeveloped Beluga sands, as well as maximize recoveries in existing producing sands from the CLU 14 well. Hilcorp is the sole working interest owner of the affected oil and gas leases and the Cannery Loop Unit. The only affected landowners within the applicable quarter -quarter sections of CLU 14's anticipated productive interval are the State of Alaska and Hilcorp. Hilcorp believes that the correlative rights of all owners and landowners within the Beluga Gas Pool will be protected by the Cannery Loop Unit Agreement and its corresponding Participating Areas.
