1. Cook Inlet Energy, LLC (CIE), by letter received April 14, 2015, requested an exception
to the spacing requirements of 20 AAC 25.055(a)(4) to drill and complete development
gas well North Fork Unit No. 14-26 closer than 3,000 feet to, and within the same
governmental section as, wells that are, or may be capable of, producing from the same
pool.
2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission
(AOGCC) tentatively scheduled a public hearing for May 28, 2015. On April 14, 2015,
the AOGCC published notice of the opportunity for that hearing on the State of Alaska's
Online Public Notice website and on the AOGCC's website, electronically transmitted
the notice to all persons on the AOGCC's email distribution list, and mailed printed
copies of the Notice of Public Hearing to all persons on the AOGCC's mailing
distribution list. On April 16, 2015, the notice was published in the ALASKA DISPATCH
NEWS.
3. Pursuant to 20 AAC 25.055(d)(1), CIE sent, by certified mail, notice of the application to
all owners, landowners, and operators of all properties within a 3,000-foot radius of the
North Fork Unit No. 14-26 well. CIE provided the AOGCC with a copy of the notice,
date of mailing, Certified Mail Domestic Return Receipts, and addresses to which the
notice was sent.
4. No protest to the application or request for hearing was received.
5. Because CIE provided sufficient information upon which to make an informed decision,
the request can be resolved without a hearing.
6. The tentatively scheduled public hearing was vacated on May 20, 2015.

FINDINGS:
1. CIE owns and operates the North Fork Field and the North Fork Unit No. 14-26
development gas well, which are located in Kenai Peninsula Borough, Alaska.
2. North Fork Unit No. 14-26 will be an onshore, deviated well with a surface location 587'
from the south line and 1,693' from the east line of Section 26, T4S, R14W, Seward
Meridian (S.M.). The top of the productive interval is expected to lie about 1,015' from
the south line and 930' from the west line of Section 26, T4S, R14W, S.M. The bottom -
hole is also projected to be about 1,015' from the south line and 930' from the west line
of Section 26, T4S, R14W, S.M.
3. North Fork Unit No. 14-26 will be located within State of Alaska lease ADL-391211.
The State of Alaska is the landowner and CIE is the owner for lease ADL-391211. The
nearest property line where ownership or landownership changes lies more than 3,100' to
the northwest.
4. CIE proposes to drill and complete North Fork Unit No. 14-26 as a development gas well
in reservoir sandstone beds assigned to the North Fork Undefined Gas Pool. North Fork
Unit No. 14-26 will open this gas pool within the same governmental section as, and
within 3,000' of, wells that are, or may be capable of, producing from the same pool.
5. North Fork Unit No. 14-26 will be drilled directionally from an existing drilling pad to a
structurally advantageous location to access fluvial sandstone reservoirs containing
reserves that cannot be efficiently produced from existing wells. At CIE's selected
location, these reservoirs are expected to be slightly lower structurally and better
developed than in existing wells.
6. On April 14, 2015, CIE sent the application for exception by certified mail to all affected
owners, landowners, and operators within 3,000' of the anticipated productive reservoirs
within North Fork Unit No. 14-26—i.e., the State of Alaska and CIE. CIE provided
addresses and Certified Mail Domestic Return Receipts to the AOGCC as proof that the
application was mailed to all affected owners, landowners, and operators.
7. The AOGCC received no comments, objections, or protests in response to the public
notice regarding the proposed North Fork Unit No. 14-26 well or to the notifications sent
by CIE and to all affected owners, landowners, and operators within 3,000' of North Fork
Unit No. 14-26.
CONCLUSIONS:
1. An exception to the well spacing provisions of 20 AAC 25.055(a)(4) is necessary to
allow drilling and completion of the North Fork Unit No. 14-26 development gas well at
a location that will maximize resource recovery.
2. An exception to the well spacing provisions of 20 AAC 25.055(a)(4) for CIE's North
Fork Unit No. 14-26 well is consistent with sound engineering and geoscience principles
and will not result in waste or jeopardize correlative rights.

NOW THEREFORE IT IS ORDERED:
CIE's application for an order granting an exception to the well spacing provisions of 20 AAC
25.055(a)(4) to allow drilling and completion of CIE's North Fork Unit No. 14-26 development
gas well within the North Fork Undefined Gas Pool is hereby approved as long as CIE complies
with the terms of all lease agreements, Alaska law, and all other legal requirements.

RECONSIDERATION AND APPEAL NOTICE
As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the
matter determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must
set out the respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act
on it within 10-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the
denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date
on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration,
UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for
reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be
filed within 33 days after the date on which >he AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision
on reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00
p.m. on the next day that does not fall on a weekend or state holiday.

CIE, by letter received April 14, 2015, requests the Alaska Oil and Gas Conservation
Commission (AOGCC) issue an order under 20 AAC 25.055(a)(4) allowing drilling and
completion of onshore location from the existing North Fork Pad.

The AOGCC has tentatively scheduled a public hearing on this application for May 28, 2015, at
9:00 a.m. at 333 W. 71" Ave., Anchorage, Alaska 99501. To request that the tentatively
scheduled hearing be held, a written request must be filed with the AOGCC no later than 4:30
p.m. on May 2, 2015.
If a request for a hearing is not timely filed, the AOGCC may consider the issuance of an order
without a hearing. To learn if the AOGCC will hold the hearing, call 793-1221 after May 7,
2015.
In addition, written comments regarding this application may be submitted to the AOGCC, at

Cook Inlet Energy, LLC (CIE) hereby applies for an exception under 20 AAC 25.055(d) to the
well spacing requirements in 20 AAC 25.055(a)(4). Specifically, CIE requests approval to drill a
gas development well, NFU #14-26, into a governmental section which contains other gas wells
producing or capable of producing from the same pool.
CIE proposes to drill the NFU #14-26 Well from an onshore location from the existing North Fork
Pad, located within Section 26, T. 4 S., R. 14 W., S.M., 614 feet from the south line and 1,698 feet
from the east line. The NFU #14-26 Well will have a bottomhole location within Section 26, T. 4
S., R. 14 W., S.M., 1,015 feet from the south line and 930 feet from the west line. The top of the
Tyonek productive zone is anticipated to fall in the same location as the bottomhole, roughly 1,015
feet from the south line and 930 feet from the west line of Section 26. CIE is planning to test and
potentially produce from zones within Section 26, T. 4 S., R. 14 W., S.M.
The attached Exhibit A lists the Landowners, Owners, and Operators within 3,000 feet of the NFU
#14-26 Well and their contact information.
The attached Exhibit B is a plat showing the location of NFU #14-26 and all other completed wells
on the property, at a scale which complies with 20 AAC 25.055(d)(2).
The attached Exhibit C is the Notice provided to Landowners, Owners and Operators by certified
mail.
The attached Exhibit D is an affidavit from Mr. Tim Jones, Registered Professional Landman #
84167 and Senior Landman for CIE, verifying the plat and facts contained herein.
