To: Foerster, Catherine P (DOA) Subject: Gwyder Bay State 2A (181-016) Cathy, Per your request, I have reviewed the subject well file for compliance with the plugging regulations in effect when work was completed. ~~~-~~ ~,, ~, r GB St #2 (180-076) and GB S~t~#_2~A were drilled in 1Q 1981. #2A was a redrill. So far as I can determine, the well was effectively plugged downhole in compliance with the in effect regulations. The deep plugging actually meets current regulations. According to the file, the well was actually suspended 4/13/81, although our records show the well to have been P&Aed on that date. The surface plug was set in the production casing and the well head left attached. The wellhead was removed and the well actually abandoned 4/14/87. It does not appear that any additional work was done other than removal of the wellhead and welding on of a plate and the marker post. Casings were cutoff 3' below original grade. A work summary is included and there are no comments of anything unusual discovered during the work. Location clearance was approved in October 1987. Two items I did note were that 2000' of diesel 0195 bbls) was left in the 9-5/8" production casing for freeze protection and the 9-5/8" x 13-3/8" annulus was freeze protected with arctic pack. In this regard, this well is not dissimilar to several of the Exxon wells in PTU. The new regulations regarding suspension, overall plugging and location clearance were effective 4/2/86. The final work abandonment work was accomplished about 1 year after the regulations were effective. In doing the work, I also discovered that there is another well co-located with GB St #2A. It is another redrilled well, Kup Delta State 51-2 170-034 . Thi - - ( ) swell and the original penetration Kup Delta State 51 1 (170 018) were also effectively plugged downhole. However, no other plugs were set in the wellbore. The weighted water based drilling mud was allowed to freeze. The file contains the record of a meeting and discussion between the Committee and the Operator where it was determined that additional work would not be required. Box 100360 Anchorage, Alaska 99510-0360 November 3, 2004 Reference: Issuance of Permanent Closure Approval for drilling waste reserve pits at production pads DS lC and DS IB and exploration drilling sites East Ugnu #1, West Sak 9, West Sak 16, and Gwydyr Bay State 2/2A (includes Kuparuk Delta 51-1) all located in the Kuparuk River Unit Dear Mr. Kanady: The Alaska Department of Environmental Conservation (ADEC) has completed review and public notice for permanent closure approval of the inactive reserve pits at the above referenced production pads and exploration drilling sites located in the Kuparuk River Unit. The closure applications and corrective action plans provided the required information describing the history and conditions of the reserve pits, results of required water sampling, and an assessment of the potential risks posed by the drilling waste to human health and the environment. All sites were inspected by ADEC after completion of the corrective actions to confirm the work was completed in accordance with the approved plans. At production sites, all drilling waste was excavated from the pits for disposal by deep underground injection. The pits were tested for the presence of hydrocarbon sheening and trace metals before and after waste excavation. At these sites, the pits are closed as open impoundments. Trace amounts of residual hydrocarbon sheen may remain in some pits. Trace amounts of residual sheening is not considered a risk. The reserve pits at exploration sites West Sak 9, GwydYf Bay.State 2/2A and East Ugnu #1 were capped with the drilling waste in place. At West Sak 16, the drilling waste was excavated from the shallow pit and the pit backfilled. ADEC has determined that excavated or capped pits at these sites do not present a material or probable risk to the public health or the environment. Public notice requesting comments on closure approval was published September 29 and 30, 2004. in the Anchorage Daily News and posted on the ADEC web site September 29th 2004. No public comments objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. As the attached pictures indicate, the pad area is graded and compacted, the reserve pit and flare pit have water-filled depressions in them, and there is metal debris along the beach north of the pad. Therefore, I recommend that the Commission not grant location clearance until the items listed above have been corrected and verified with another inspection.. I filled out an AOGCC surface abandonment report, and took pictures of the location which are attached. In summary, I conducted the location clearance inspection at Conoco Gwydyr Bay State No. 2A well. It is my reco~endation that location clearance not be granted mntil cleanup and verification have been conducted. Attachments ,. Continue to dig gravel and cement out of cellar w/back hoe and jack hammer. Unbolted tbg. spool from 9 5/8" csg. spool and removed tbg. spool, drlg. spool, adapter flange and two 4" gate valves. Cut off 9 5/8" seal neck and weld abandonment marker on top of 9 5/8" csg hanger. All wellhead equipment and cellar box material were recovered to a depth of 3 feet below pad level as required by AOGCC. Abandonment marker is 8' 6" in total length. The well was drilled in 1981 as a sidetrack of the Gwydyr Bay 2 well. Abandonment of the well has been previously deferred because the future of the unit was questionable; at this time, however, Conoco would prefer to abandon the subject well. As the well is currently plugged-back to the surface the final aban- donment will involve; 1. Removal of all wellhead equipment. 2. Recovery of casing to a depth of at least three feet below the pad level. 3. Installation of a marker post that will be welded to the top of the caSing and extend four to six feet above the pad level. 4. Removal of all materials, supplies, structures and instal- lations from the location. 5. Fill and grade the cellar location. 6. Leave the location in a clean and graded condition. The afore mentioned work will be completed by using Rolligon units. They will travel from Deadhorse, along the shoreline, to the pad location, operating under their Winter Tundra Travel Permit. Gwyder Bay #1 - Suspended well and location As the attached pictures show the location is clean and level. The P & A marker is in place and all information is ~bead welded and correct. A small area on the north side of the pad where a small pit w~s backfilled is rough, but it is my opinion that more damage would be' done to the area than goOd if equipment was moved in and an attempt w~s made to level the area. I recommend to the Commission that this location be accepted for suspension. Gwyder Bay #2A - Suspended well ,and Iocaton AS the attached pictures show, this location is level. There is a small amount of trash -- wire, pipe thread protectors and boards that need to be removed. There is some small oily spots at the northwest end of the pad. These have t© be removed. The x-mas tree needs a plug in the top valve. ':'' ' 02-00IA(Rev.10/79) It is my recommenda.tion to the Commission that this location be accepted for suspension when above work is completed. Milne Point #1- Suspended well and location .: As th.e attached pictures show this location is very rough. I was informed by Jim that a gravel pad was to be built over this area in the near future. As the picture shows the area has been surveyed and staked for gravel fill. The cellar is ~F"~I of oil and water and I F-quested that this be remover~ mmediately. Jim said he~ -lld send a · vacuum truck to pull the oil and water out. The 48" pipe, used as a "shot hole" for velocity surveys, was cut-off at tundra level, capped, and then covered with gravel. Conoco is requesting an extension of time for leaving the shallow waste pi ts open. The pi ts will be filled in by June 1982. I wa s not present. April 11, 1981: I witnessed the EZ drill set at 9,530' and ~g'~ed w/5o'000 lbs.. The upper perforations were 9,561 '-9,571' and 9,642'-9,654'. The upper perforations were squeezed through the EZ drill with 225 sacks Class "G" cement. A 75 sack plug of Class "G# cement was placed on top of the EZ drill set at 9,530'. The first attempt to pressure test the 9 5/8" casing from the surface to the cement cap above the EZ drill failed; the FO that was set at approximately 2,500' was opened by the packer while coming out of the hole. The drill pipe was run back in the hole with a closing tool and the FO was closed. April 12,_ 1981: The 9 5/8" casing was pressure tested, from the su~ace to the cement cap above the EZ drill, to 3,000 psi from 1~25 am to 1~55 am with no leak off.
