On its own motion, the Alaska Oil and Gas Conservation Commission ("Commission" or "AOGCC") proposed to adopt rules regulating sustained annulus pressures in Colville River Field development wells. 2. Notice of opportunity for a public hearing on the proposal was published in the Anchorage Daily News on June 30, 2003. 3. No request for a hearing was received. 4. No written comments on the proposal were received. FINDINGS 1. In considering proposed rules regulating sustained casing pressures in Colville River Field development wells, the Commission reviewed: annulus pressure surveillance requirements, annular pressure control guidelines, problem wells testing and evaluation guidelines, and well operating guidelines submitted by the operator, ConocoPhillips Alaska, Inc.; the operator's annular communications issues well list for the Colville River Field; Applied Drilling Engineering by Bourgoyne, et al.; the Halliburton Cementing Tables; an annular pressure simulator developed by Commission staff as contained in an MS Excel spreadsheet; information on well pressures provided by the operator; and the hearing record in connection with Conservation Order No. 492. 2. Annulus pressure is common in development wells. Pressures may be purposely imposed, thermally induced or the result of leaks in tubing, casing, packer or other well components. 3. Excessive annular pressure can develop in wells as a result of thermal effects. Well startup can involve significant annular pressure increases due to fluid expansion as a well heats above ambient temperature. Changing produced fluid characteristics and production mechanisms can also create thermal conditions that affect annular pressures. Conservation Order 49~> September 8, 2003 Page 2 of 4 4. For service (injection) wells, AOGCC regulations require, unless superseded by a Commission order, an operator to notify the Commission by the next working day if an injection rate, operating pressure observation, or pressure test indicates pressure communication or leakage in any casing, tubing, or packer. The operator must implement corrective action or increased surveillance, as the Commission requires (20 AAC 25.252(e) and 20 AAC 25.402(t)). 5. Unless specifically authorized by the Commission, AOGCC regulations require all producing wells capable of unassisted flow to be completed with suitable tubing and packer that effectively isolates the tubing-casing annulus from fluids being produced. Wellhead equipment must include appropriate gauges and valves on the tubing, casing-tubing annulus and casing-casing annuli to show surface pressures and control flow for the range of conditions expected (20 AAC 25.200(c) and (d)). 6. No current AOGCC regulation or Commission order for the Colville River Field establishes annular pressure management requirements for producing wells, similar to those for injection wells. However, Conservation Order No. 492 establishes such requirements for producing wells in the Prudhoe Bay Field. 7. Several practicable techniques are available to manage annular pressures including manual pressure bleeding and engineered solutions such as pressure controls and pressure relief systems. 8. Values of "burst pressure rating" and "minimum internal yield pressure" of well tubulars are numerically equal. 9. Pertinent characteristics of well construction in the Colville River Field are similar to those in the Prudhoe Bay Field. 10. Pressure in an active Colville River Field well not exceeding 45% of the burst pressure rating, or minimum internal yield pressure, of well tubulars is within, the range of pressure that will not result in failure of well integrity, uncontrolled release of fluid or pressure, or threat to human safety. 11. The operator relies on a well pressure limit waiver process to continue operating Colville River Field wells that exhibit inner annulus pressure exceeding 2000 psig with two pressure bleeds per week, or outer annulus pressure exceeding 1000 psig with two pressure bleeds per week. CONCLUSIONS 1. There is a need for regulatory oversight of the management of Colville River Field wells that exceed specific pressure thresholds, by administering rules regulating annular pressures. This methodology is consistent with similarly intended efforts by other regulatory agencies. 2. The objectives of rules regulating sustained annular pressures in Colville River Field development wells are to conserve Alaska petroleum resources and protect human safety and the environment, through proper management of annular pressures. Proper annular pressure management aims to prevent failure of well integrity, uncontrolled release of fluid or pressure, or threat to human safety. Conservation Order 49~' September 8, 2003 Page 3 of 4 3. Colville River Field annular pressure rules should recognize the variety of well completions and development well characteristics in the Colville River Field. 4. Well heating-induced annular pressure increases must be taken into account before initiating well start-up, to ensure that annular pressures at well operating temperature will not result in failure of well integrity, uncontrolled release of fluid or pressure, or threat to human safety. 5. The annular pressure rules adopted in this order are practicable and appropriate to the objectives stated in Conclusion 2. NOW THEREFORE IT IS ORDERED that Conservation Order No. 443 is amended to add the following rules: 1. The operator shall conduct and document a pressure test of tubulars and completion equipment in each development well at the time of installation or replacement that is sufficient to demonstrate that planned well operations will not result in failure of well integrity, uncontrolled release of fluid or pressure, or threat to human safety. 2. The operator shall monitor each development well daily to check for sustained pressure, except if prevented by extreme weather conditions, emergency situations, or similar unavoidable circumstances. Monitoring results shall be made available for AOGCC inspection. 3. The operator shall notify the AOGCC within three working days after the operator identifies a well as having (a) sustained inner annulus pressure that exceeds 2000 psig or (b) sustained outer annulus pressure that exceeds 1000 psig. 4. The AOGCC may require the operator to submit in an Application for Sundry Approvals (FOrm 10-403) a proposal for corrective action or increased surveillance for any development well having sustained pressure that exceeds a limit set out in paragraph 3 of this rule. The AOGCC may approve the operator's proposal or may require other corrective action or surveillance. The AOGCC may require that corrective action be verified by mechanical integrity testing or other AOGCC approved diagnostic tests. The operator shall give AOGCC sufficient notice of the testing schedule to allow AOGCC to witness the tests. 5. If the operator identifies sustained pressure in the inner annulus of a development well that exceeds 45% of the burst pressure rating of the well's production casing for inner annulus pressure, or sustained pressure in the outer annulus that exceeds 45% of the burst pressure rating of the well's surface casing for outer annulus pressure, the operator shall notify the AOGCC within three working days and take corrective action. Unless well conditions require the operator to take emergency corrective action before AOGCC approval can be obtained, the operator shall submit in an Application for Sundry Approvals (Form 10- 403) a proposal ibr corrective action. The AOGCC may approve the operator's proposal or may require other corrective action. The AOGCC may also require that corrective action be verified by mechanical integrity testing or other AOGCC approved diagnostic tests. The operator shall give AOGCC sufficient notice of the testing schedule to allow AOGCC to witness the tests. Conservation Order 49} September 8, 2003 Page 4 of 4 6. Except as otherwise approved by the AOGCC under paragraph 4 or 5 of these rules, before a shut-in well is placed in service, any annulus pressure must be relieved to a sufficient degree (a) that the inner annulus pressure at operating temperature will be below 2000 psig and (b) that the outer annulus pressure at operating temperature will be below 1000 psig. However, a well that is subject to paragraph 3, but not paragraph 5, of these rules may reach an annulus pressure at operating temperature that is described in the operator's notification to the AOGCC under paragraph 3, unless the AOGCC prescribes a different limit. 7. For purposes of these rules, "inner annulus" means the space in a well between tubing and production casing; "outer annulus" means the space in a well between production casing and surface casing; "sustained pressure" means pressure that (a) is measurable at the casing head of an annulus, (b) is not caused solely by temperature fluctuations, and (c) is not pressure that has been applied intentionally. Where a request for rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs fi'om the date on which the request is deemed denied (i.e., 10~h day after the application for rehearing was filed). However, insufficient operational disturbance exists to warrant Waivered or Troubled Well status. This well can be operated within standard operational guidelines, but should continue to be monitored on an increased basis so as to identify any change in well status. The "Problem" status can be used when the annular communication evaluation has been completed and it has been agreed that the well needs increased monitoring for any reason. Producing wells 2K -09, 2K -16, 2V -12, and 2X -10 all have minor IAxOA communication but fall under the explanation above and were thus moved to "problem well" status. These are wells that operate within our WOG and' do not have sustained casing pressures. In reference to Conservation order 494, the definition of sustained casing pressures being IA pressure greater than 2000psi and OA pressure greater than 1000psi that is measurable at the casing head. When a well exhibits IAxOA communication, it first would be classified as suspect. Once we determine the communication is minor and the well can continue to operate within our WOG, it will be moved to "Problem well" status. This places a flag on the well so the drillsite operator will continue to monitor casing pressures on a daily basis. For example, if a producer has minor IA x OA communication but does not have a SCP of over 1000psi on the OA nor does it require 2 bleeds per week, it would be a "problem well." If the bleeds become more frequent, or the OA pressure stays above 1000psi, or rapidly tracks the IA following a bleed, then we would perform diagnostics and prep for a waiver. Do you still agree with this? The other wells in question; 1B -18, 1R -20, 3 -11 have TxIA Communication although they also do not have sustained IA pressures greater than 2000psi. These wells will remain in our suspect category until the TxIA communication has been repaired. If the communication can not be fixed, the well will remain SI and moved into the Trouble well category. In conclusion, I determined that the wells reported on our Weekly SCP Report according to Conservation Order 494 would have the following: Sustained Casing Pressure over 1000psi on the OA, 2000psi on the IA Wells that required more than 2 bleeds per week to remain below 1000psi on the OA, 2000psi on the IA Wells that had rapid TxIA or IAxOA communication New wells that appear to have TxIA or IAxOA and have not been monitored for a sufficient amount of time to determine the problem or if the pressure is sustained. Any well in our Suspect category that did not have sustained casing pressure and was able to operate within our guidelines should not be reported in our weekly report. I haven't completely reconciled everything yet, but wanted to provide some feedback with regard to information I presently have. I have responded to an email that asked if the weekly report would satisfy the 3 day notification requirement or if an individual notice for a particular well would be necessary. That response indicated that a specific notice is necessary when a well meets the notification criteria. At the meeting and in the email of October 28, you have identified wells in one of four categories. The categories, my understanding of the categories and the number of wells in each based on your tables are: Suspect wells: 15 wells initial evaluation for problems Temporary waiver: 3 wells evaluated, problem identified, work in progress Trouble wells: 14 wells evaluated and determination made to shut in Waivered wells: 87 wells evaluated, waiver to produce in place, included in this waiver category are 17 wells with ESPs At the present time, all the submitted information is with regards to production wells. Formally, no information has been submitted on injection wells. My specific comments and /or questions are: For future reports, I would appreciate if you would include a column with the permit number of the well and to make sure the well and permit number are the correct ones. There appear to be a few sidetracked wells that are still listed as the original wells. Workovers are noted for a number of wells and I am aware that there is program presently underway. I would expect that a number of the wells will be repaired and then will be removed from the listing. I would request, that once a well is on the "list" and a repair is done that the final entry on the "list" include what repairs were accomplished. That should help close the loop and prevent a well from just disappearing from the report. 2P -431 and 2P- 451 —Don't these two Meltwater wells have sundries? I am aware that they are the subject of "extended bleeds" and the Commission is aware of the ongoing evaluation out there. 1 D -102 —A sundry is noted for this broken ESP well. Is the ending date correct ?? 1 D -105A —Same as 1 D -102. 1 D- 127 —Same as 1 D -102 regarding the ending date, I think the number should be 303 rather than 353. 1D-140—Since this is a 302 sundry, the ending date is probably correct. This well as well as some of the others here may have recently been worked over. 1F-01—There was no waiver sheet for this well in the packet you provided October 8. 1Y -06A —The waiver listed the well as 1Y -06. 2U -10 —This well is not on your list. A waiver document was included. 3F -09 —This well is not on your list. A waiver document was included. 3M -18 —This well is not on your list. I have examined the injection well list you provided on October 8 as well as the CPAI waiver documents. There are a total of 27 wells on CPAI's waiver sheet, however in all categories there are a total of 66 wells. 5 wells are in your "trouble" category and are shut in. As a first step in resolving potential injection well issues, I would like further information on the 14 wells on your waiver list that do not have sundries. I am particularly interested in the wells with any communication to the OA. Several of the waiver documents are "old ". Are the well conditions still valid? I did notice that on a number of CPAI's waiver documents that the wells are limited to water only, similar to the AOGCC sundry approvals. However, MI is allowed in several of the wells on the list. It is my understanding that if a specific sundry has been issued for a given well, the operating pressures on the well may exceed CPAI's 1000 and 2000 psi limits and are not subject to bleeding. The operator shall monitor each development well daily to check for sustained pressure, except if prevented by extreme weather conditions, emergency situations, or similar un- avoidable circumstances. Monitoring results shall be made available for AOGCC inspec- tion. The operator shall notify the AOGCC within three working days after the operator identi- fies a well as having sustained inner annulus pressure that exceeds 2000 psig, or sustained outer annulus pressure that exceeds 1000 psig. The AOGCC may require the operator to submit in an Application for Sundry Approvals (Form 10-403) a proposal for corrective action or increased surveillance for any develop- ment well having sustained pressure that exceeds a limit set out in paragraph 3 of this rule. The AOGCC may approve the operator's proposal or may require other corrective action or surveillance. The AOGCC may require that corrective action be verified by mechanical in- tegrity testing or other AOGCC approved diagnostic tests, and that the AOGCC be given sufficient notice of the testing schedule to allow AOGCC to witness the tests. If the operator identifies sustained pressure in the inner annulus of a development well that exceeds 45% of the burst pressure rating of the well's production casing for inner annulus pressure, or sustained pressure in the outer annulus that exceeds 45% of the burst pressure rating of the well's surface casing for outer annulus pressure, the operator shall notify the AOGCC within three working days and take corrective action. Unless well conditions re- quire the operator to take emergency corrective action before AOGCC approval can be ob- tained, the operator shall submit in an Application for Sundry Approvals (Form 10-403) a proposal for corrective action. The AOGCC may approve the operator's proposal or may require other corrective action. The AOGCC may also require that corrective action be verified by mechanical integrity testing or other AOGCC approved diagnostic tests, and that the AOGCC be given sufficient notice of the testing schedule to allow AOGCC to wit- ness the tests. Before a shut-in well is placed in service, any annulus pressure must be relieved to a suffi- cient degree (a) that the inner annulus pressure at operating temperature will be below 2000 psig, and (b) that the outer annulus pressure at operating temperature will be below 1000 psig. 7. For purposes of this role, "inner annulus" means the space in a well between tubing and production casing; "outer annulus" means the space in a well between production casing and surface casing; "sustained pressure" means pressure that (a) is measurable at the casing head of an annulus, (b) is not caused solely by temperature fluctuations, and (c) is not pressure that has been applied intentionally.
