Alaska Oil and Gas Conservation Commission 333 West Seventh Avenue Anchorage, Alaska 99501-3572 Main: 907.279.1433 Fax: 907.276.7542 www.aogcc.alaska.gov September 9, 2021 Mr. Dan Marlowe Operations Manager – CI Offshore Hilcorp Alaska, LLC P.O. Box 244027 Anchorage, AK 99524-4027 RE: No-Flow Verification Granite Point State 44-14 PTD 1670620 Dear Mr. Marlowe: On June 4, 2021 an Alaska Oil and Gas Conservation Commission (AOGCC) Petroleum Inspector witnessed a no-flow test of Granite Point State 44-14 located on the Granite Point Platform in Cook Inlet. The well is operated by Hilcorp Alaska, LLC (Hilcorp). The AOGCC Inspector confirmed that the proper test equipment – as outlined in AOGCC Industry Guidance Bulletin 10- 004 – was rigged up on Granite Point State 44-14 prior to the test. The well performance was monitored for approximately 2 hours consisting of flow rate checks each preceded by 1-hour pressure build up periods. Once the well was open to flow through the test equipment, the initial gas flow rate was 1500 scf per hour dropping to 0 scf/hr within 3 minutes. There was no liquid flow to surface during the no-flow test. Granite Point State 44-14 may be produced without a subsurface safety valve as confirmed by the AOGCC Inspector at the conclusion the test. A fail-safe automatic surface safety valve system capable of preventing uncontrolled flow must be maintained in proper working condition in this well as required in 20 AAC 25.265. The subsurface safety valve must be returned to service if Granite Point State 44-14 demonstrates an ability to flow unassisted to surface. Any cleanout, perforating or other stimulation work in this well will necessitate a subsequent no-flow test. Please retain a copy of this letter on the Granite Point Platform. Sincerely, James B. Supervisor FROM: Austin McLeod SUBJECT: No Flow Test Petroleum Inspector Granite Point State 44-14 Hilcorp Alaska LLC PTD 1670620 - 6/4/2021: 1 traveled to the Granite Point platform to witness and revalidate the No -Flow status on well 44-14 after a recent workover was done and perforations were shot on 5/16/2021. The well was bled for 48 hours and shut in the morning of 6/2/2021. The platform has no means of injection. Flow meter and pressure gauges used had proper calibration certifications. The meter was tied into the producing short string. We recorded pressures every 15 -minutes and opened to the meter on the hour. No liquids were observed during the test. You (or someone from Union) can research the well files on line. All public wells can be accessed from AOGCC's website: http_/ dog .alaska.gov /og /publ (browse /seach using the permit numb 167 -0 62). According to AOGCC's no flow tracking database, Granite Point 44 -14 has a no flow determination covering the long string only dated 8/23/1990. Attached is inspection report and letter determination from my research. From what I understand, Union does not have a no flow determination covering the short string Absent well work to reinstate production (not evident from your message), GP 44 -14 should be SI immediately and Union should make arrangements to perform a no flow test, or resintall the SSSV (refer to attached policy documen "01_SafetyValveSysGuide.pdf". Contact me to make arrangements for Inspector witness (required) of the no flow test if that is how Union chooses to proceed. Field Dear Mr. Ohnimus: On August 17, 1990 Mike Minder, a representative of the Commis- sion, witnessed the no-flow test on the subject well. A review of the test data indicates that this well is no longer capable of unassisted flow of hydrocarbons to the surface. safety subsequent operations be performed that may alter the unassisted flow condition of the well, another no-flow test would be conducted to verify continued no-flow status for that well. Minder ~.~'~ Sr. Petroleum Engineer ~riday August 17, 1990: Arrived at platform 8:30 a.m. and was informed'by Bill B~0W&'r, production foreman, that the gas lift had been removed from the well at midnight but due to some equipment failures and a tubing leak in the long string, the system had not bled down. Repairs were made by 8:00 a.m., the proper valves open, and the well was being bled off through test separator to flare. There was 20 "lbs on the long string at 12:30 p.m. and the pressure was down to zero on the gage and chart by 3:30 p.m. There was only a very small flow of gas after shutting off the valve to the separator and opened a needle valve on the bleed line - no fluids were made. I reported test results to Lonnic C. Smith and we discussed procedures for completing the test. The well remained on test and was recorded on the chart as well as checking the meter and separator for any sign of fluid flow. The recorded data to be sent to the Commission. I then left the platform at 5:00 p.m. with no sign of fluid flow and less than 5 psi of gas pressure (probably coming from break out). ~ On Monday (20th) I checked with Bill Brower and was told they had continued the testing until midnight and that the well remained dead, He was sending the charts today The ch~zts were received on August 22, 1990 and indicated a slight increase from 0 to 8 psi by midnight. However, there were no fluids produced. In summary: I witnessed a portion of flow test on GPS 44-14 and later the resultant pressure charts. It is my opinion that this well is not capable of unassisted fluid flow and may be granted no-flow status. 02-00lA (Rev. 6/89) 20/ll/MEMO1.PM3 A~sxa Region April 16, 1990 Alaska Oil & Gas Conservation Commission 3001 Porcupine Dr. A~chorage, AK 99504 Attn: Ms. Elaine Johnson Dear Ms. Johnson: I have attached surface survey locations of the "Legs" and conductors for the four platforms in the Trading Bay Unit as well as t~he Union Oil-operated Monopod and Granite Point Platforms. A rise of 200' in 3 1/2" D.P. is a volume of 1.50 barrels. Measurements of the mud pit during back scuttle indicate a volume of 28.3 bbls. or a total rise of 2146'. For a fluid weighing 70 lb/cu.ft., a 2146'rise would have a hydrostatic pressure of 1047 psi. The recorded pressures do not confirm a 28 bbl. recovery. The actual recovery is therefore questionable.
