IT APPEARING THAT:
1. By letter received on August 16, 2021, Hilcorp Alaska, LLC, (Hilcorp) requested the Alaska
Oil and Gas Conservation Commission (AOGCC) revise Conservation Order 790 (CO 790),
granting a spacing exception to allow Hilcorp to complete, test, and produce shallower
formations in the Whiskey Gulch No. 1 well (Whiskey Gulch 1) in the Whiskey Gulch
Undefined Gas Pool. Whiskey Gulch 1 was completed in August 2021 to a total depth of
10,271’ MD.
2. Pursuant to 20 AAC 25.540, the AOGCC tentatively scheduled a public hearing for
September 22, 2021. On August 18, 2021, the AOGCC published notice of the opportunity
for that hearing on the State of Alaska’s Online Public Notice website and on the AOGCC’s
website, electronically transmitted the notice to all persons on the AOGCC’s email distribution
list and mailed printed copies of the notice to all persons on the AOGCC’s mailing distribution
list. On August 19, 2021, the AOGCC published the notice in the Anchorage Daily News.
3. Hilcorp sent, by certified mail, notice of the application to all owners, landowners, and
operators of all properties within 3,000 feet of the entire Whiskey Gulch 1 wellpath within the
Undefined Gas Pool, and provided the notice, addresses to which the notices were delivered,
and certified mail receipts to AOGCC.
4. No comments were received by the AOGCC related to this revision of CO 790.
5. No request for a public hearing was received. The tentatively scheduled public hearing was
vacated on September 16, 2021.
6. Hilcorp’s application for revision provided sufficient information upon which to make an
informed decision on its request.

FINDINGS:
1. Hilcorp is the operator for the Whiskey Gulch 1 well located within the Kenai Peninsula
Borough, Alaska, and is the 100% working interest owner of Alaska Department of Natural
Resources State Lease Tract 001, ADL 0392666. Mineral landowners for the properties
within 3,000’ of the entire Whiskey Gulch 1 wellbore include the State of Alaska, the
University of Alaska, and numerous private parties. The Whiskey Gulch 1 Pad is located on
privately owned property (Kenai Peninsula Borough Parcel 16508321). The surface location
for Whiskey Gulch 1 and the bottom-hole location all lie within Alaska State Lease
ADL0392666:
Surface Hole Location (SHL): 1553’ FSL, 1515’ FEL, Sec. 23, T04S, R15W, SM, AK
Bottom-Hole Location (BHL): 1047’ FNL, 1022’ FWL, Sec. 25, T04S, R15W, SM, AK
2. On June 10, 2021, AOGCC issued CO 790 granting Hilcorp a spacing exception to drill,
complete, test, and produce Whiskey Gulch 1. Prior to the issuance of the spacing exception,
10 mineral rights landowners were contacted within a 3,000’ ellipse around the Top
Production Horizon for a potential gas depth of 6,089’ MD. This revision to CO 790 is
required because the correlative rights of 27 additional mineral rights landowners were
implicated by Hilcorp’s change to expand the original request to allow perforating in
shallower gas horizons.
3. The Whiskey Gulch Undefined Gas Pool includes all gas sands encountered up to the surface
casing shoe located in the Tertiary-age Lower Sterling, Beluga, and Tyonek formations.
4. This spacing exception is necessary because Whiskey Gulch 1 will target unproven oil/gas
reserves within the pool that cannot be reached by conforming to applicable statewide spacing
regulations because of the discontinuous and lenticular nature of the sands and their most
prospective location on the top of the subsurface structure.
5. If operated as required, the completion, testing, and production of the Whiskey Gulch 1 well
will not cause waste or result in an increased risk of fluid movement into freshwater.
CONCLUSIONS:
1. A revision to the well spacing CO 790 is necessary to allow the completion, testing, and
production of the Whiskey Gulch Undefined Gas Pool in the Whiskey Gulch 1 well in order
to maximize ultimate recovery by developing shallower targets in the well beneath the surface
casing shoe.
2. Granting this amendment to the well spacing provisions of 20 AAC 25.055 for Whiskey
Gulch 1 will not result in waste or jeopardize correlative rights of adjoining or nearby owners,
is based on sound engineering and geoscience principles, and will not result in an increased
risk of fluid movement into freshwater.

NOW THEREFORE IT IS ORDERED:
The AOGCC grants Hilcorp’s August 16, 2021, application for a revision to the spacing exception
previously approved in CO 790 on June 10, 2021, to allow the completion, testing, and production
of the Whiskey Gulch 1 exploratory gas well within the Whiskey Gulch Undefined Gas Pool.
CO 790 will be amended as CO 790A to conform with this approval. Hilcorp may proceed and
must comply with all applicable laws and all other legal requirements.

RECONSIDERATION AND APPEAL NOTICE
As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the AOGCC
grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the matter determined by it.
If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the respect in which the order or
decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act on it within
10 days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the denial of reconsideration
are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which the AOGCC mails, OR 30
days if the AOGCC otherwise distributes, the order or decision denying reconsideration, UNLESS the denial is by inaction, in which case the
appeal MUST be filed within 40 days after the date on which the application for reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be filed within
33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision on reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in the period;
the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00 p.m. on the next day
that does not fall on a weekend or state holiday.

Dear Commissioner Price:
Hilcorp Alaska, LLC ("Hilcorp"), as sole working interest owner of the Whiskey Gulch Field,
submits this revision to the Alaska Oil and Gas Conservation Commission ("AOGCC") to revise
Conservation Order 790 ("CO 790"), allowing Hilcorp to complete, test, and produce the Whiskey
Gulch No. 1 well in the Whiskey Gulch Undefined Gas Pool and the Whiskey Gulch Undefined
Oil Pool, pursuant to 20 AAC 25.055(d).
On February 5, 2021, Hilcorp submitted to AOGCC an Application for Spacing Exception for the
Whiskey Gulch No. 1 Well to drill, test and produce the well in the Whiskey Gulch Undefined
Gas Pool within 1,500 feet of a property line where the owners and landowners are not the same
on both sides of the line, and in the Whiskey Gulch Undefined Oil Pool within 500 feet of a
property line where the owners and landowners are not the same on both sides of the line, pursuant
to 20 AAC 25.055(d). The Whiskey Gulch Undefined Oil Pool includes all potential oil zones
located in the Tyonek and Hemlock Formations and below. The Whiskey Gulch Undefined Gas
Pool includes all gas sands located in the Lower Sterling, Beluga, and Tyonek Formations. In said
application, Hilcorp submitted a well map showing the Top of the Productive Horizon ("TPH")
for gas at a depth of 6,089' NM. Hilcorp sent notice to all landowners within 3,000' of the affected
area of the wellbore, using the TPH provided.
On June 10, 2021, AOGCC issued CO 790 granting Hilcorp a spacing exception to drill, complete,
test, and produce the Whiskey Gulch No. 1 Well. The order granted approval on the basis that
notice was sent to the proper parties based on the TPH displayed on the attached map. The Whiskey
Gulch No. 1 Well spudded in August 2021 and is currently in the drilling process having an
anticipated total depth of 10,271' MD. Hilcorp believes the TPH will be encountered shallower
than anticipated at a depth of 237' MD, being the top of the Lower Sterling Formation. Hilcorp is
now requesting a revision to CO 790 to allow for completion, testing, and production of the
Whiskey Gulch No. 1 Well in the shallower formations, within the Whiskey Gulch Undefined Gas
Pool, as indicated on the attached Exhibit A. This revision will require notice to be sent to
additional owners and landowners within 3,000' of the wellbore's affected area.

In accordance with 20 AAC 25.055(d)(1), a copy of this application to revise CO 790 will be sent
via certified mail to all owners and landowners within 3,000' of Whiskey Gulch No. 1's entire
wellbore (surface down to bottomhole). The mailing list for all affected owners and landowners is
also attached (see Exhibit B). Copies of the certified mail receipts will be provided to AOGCC.
No other affected operators or working interest owners exist. There are no other changes to CO
790.

I am acquainted with Hilcorp's application to revise a spacing exception submitted to the
Alaska Oil and Gas Conservation Commision for the production of the Whiskey Gulch No.
1 well in the Whiskey Gulch Field, near Anchor Point, Alaska, pursuant to 20 AAC 25.055,
subsections (a)(1) and (a)(2)
I assert all facts outlined in the above -referenced application are true. I further assert the
requested amendment to spacing exception is necessary to explore, drill, and establish new
