Supervisor FROM: Guy Cook SUBJECT: Shut In Well Petroleum Inspector North Trading Bay Unit SPR -07 Spurr Platform - Hilcorp Alaska LLC - PTD 1690260 9/6/2021: 1 traveled to Hilcorp's North Trading Bay Unit Spurr Platform for suspended well inspections. Tom Buchholz was Hilcorp's representative for the inspections. The platform has 9 wells all listed in AOGCC records as suspended. The wellheads on the Spurr have no maintenance performed on them to prevent failures regarding integrity of the wellhead or the platform itself. There is no greasing/servicing of the valves planned in the future for any of the wells. SPR -07 location was verified by the platform well room map and label on the tree. The wellhead is in fair/poor condition with rust and paint falling off. The valves work as they should, and the gauges work as well. No signs of leaks. The cellar is very rusty and is littered with paint chips from the wellheads and surrounding painted surfaces. Pressures: Tubing = 0 psi; Inner Annulus = 2 psi; Outer Annulus = 15 psi. f The surrounding surface was rusty and covered in paint chips that have fallen off the wellheads and the walls/ceiling. The platform is rusting away with little to no maintenance to prevent it from happening. No signs of hydrocarbons seen. I requested the area around the wells and the surrounding area to be cleaned up so the cellar and 4 floor could be seen easier for inspections and for general safety concerns. Inspection Supervisor Notes: NTBU SPR -07 meets neither AOGCC shut in nor J'� suspended regulatory requirements.' The following was added to the well history notes in 2017 by AOGCC Sr. Geologist Steve Davies: "Although listed as a shut-in oil well, this well is neither shut-in nor suspended. It has one cement plug across the surface casing shoe (at 1342' MD) that extends from about 1861' to 2267' MD. Perforations in five intervals within the G -Zone and Hemlock from 8390' to 8750' MD are still open to the wellbore. (MRO) Subject: Marathon Spurr well question Good morning, I spoke with you about a week ago regarding Marathon's Spurr wells, and you had asked that I send an email so you could chase down an answer. Marathon had planned to abandon the Spurr wells (SPR -01, SPR -02, SPR -03, SPR -04, SPR -06, SPR -07, SPR -08, and SPR -09) in 2012; however, the impending purchase of Marathon assets by Hilcorp this year means that Marathon no longer intends to abandon the wells in order that Hilcorp can evaluate them after the transfer is complete. I don't have a lot of details, but Marathon had correspondence with AOGCC ("from Winton at AOGCC") that they did not need to file 10- 403 sundries to request variance for suspension plugging due to their plans to abandon. In light of the Hilcorp purchase and that Marathon no longer intends to abandon the wells, does Marathon need to file at this time to request a variance for suspension plugging? Trading Bay Unit SPR -07 (SPR -07). Re- view of Commission SPR -07 well records indicates that the well's condition does not meet Commission requirements for suspended wells, enumerated at 20 AAC 25.110. Please be advised that AOGCC classifies SPR -07 as a development (DEV) well with shut in (SI) status. This sundry documents the suspended well inspection performed on October 20, 2010. SPR -7's casing pressures are tracked on a monthly bases. This data is used to monitor the plug and wellbore integrity. Presently, the SPR -7 casing pressures range from 9 psi on the outer annulus to 3 psi on the inner annulus. Marathon is currently working to resolve ownership issues related to the Spurr Platform and its associated wells. Marathon hopes that a resolution, to this situation, can be reached in time to facilitate the abandonment of SPR -7 in the 2012 / 2013 time frame. As indicated in the table, Marathon anticipates a measured program of P&A activities, averaging three -to -five well abandonments per year. Marathon has already begun such a program with its offshore wells, beginning with the Spark Platform wells in 2009. All of the onshore wells on the list are within active oil and gas leases that are regularly visited and inspected. Marathon anticipates updating plans for its inactive wells in the appropriate annual Plan of Development for each property. Any and all forward activities are subject to funding approval. Please also note that your June 22 letter erroneously referenced "KU 41-08". We believe that your June 22 letter reference to well "KU 41-08" was a typo and is intended to refer to Well KU 41-18. Commission approval to use FIW will be granted when the respective application for sundry approvals (form 10-403) for each well is received, assuming all other proposed operations are in order. The objective of this work remains unchanged: to set a cement plug to secure the wellbore until such time that the well is recompleted or abandoned. However, obstacles prevent us from placing the cement plug at the perforated interval as included in the initial proposal. After well loads up, inject lift gas to pressure casing to 500 psi. 2. RU to pump down tubing. PT lines to 2500 psi. Pump 250 barrels of IW while monitoring casing pressure to check pressure integrity of tubing and establish injection rate. Do not exceed 1500 psi. Monitor well for pressure buildup. 3. If tubing integrity is good, proceed to STEP 4. If communication exists, proceed to STEP 5. 4. Mix and pump 20 bbls cement slurry and displace to tubing tail with 9.5 ppg NaC1 brine. WOC. PT plug to 1500 psi. RU to pump down the tubing-casing annulus. PT line to 2500 psi. Fill tubing-casing annulus with 9.5 ppg NaC1 brine by alternately pumping salt water and bleeding gas pressure. Do not exceed 1500 psi casing pressure. Monitor tubing pressure while pumping. When hOle is full, PT casing and plug to 1500 psi. Go to STEP 6. 5. Fill tubing-casing annulus with 9.5 ppg brine by alternately pumping salt water and bleeding gas pressure. Do not exceed 1500 psi casing pressure. RU to pump down tubing. PT lines to 2500 psi. Pump 250 barrels of IW to determine if casing will stand full (assuring pumped fluids are going to perfs). If okay, continue pumping salt water, mix and pump 20 bbls cement slurry and displace to tubing tail with 9.5. ppg brine. WOC. PT plug and casing to 1500 psi. 6. RU slickline. RIH w/ 2-1/2" GS pulling tool. Latch and pull packoff at 753' RIH and pull G-stop at 788' If unable to pull packoff, punch hole in t~bing just above packoff with ~inley hole puncher. RD slickline. 7. RU to pump down tubing while taking returns from casing to production. Circulate while monitoring returns for oil. If oil is recovered, circulate until clear of oil. SD 4 hours and repeat to determine if oil in the wellbore is migrating uphole. Continue procedure until wellbore is cleared of oil. 8. Remove flowline and gas lift line and install blind flanges. This matter was discussed with Messrs. H. L. Burrell, Jr., T. R. Marshall, jr,, and O. K. Gilbreth on November 10, 1969, and tentative verbal approval was given. On October 27, 1969, an emergency order was issued under Conservation File No. 84 which permitted commingling T-S %7 R.D. for a 15-day period for the purposes of testing. On October 29, 1969, the "G" sand interval in the well from 8,390' to 8,415' and from 8,440' to 8,520' was perforated through tubing with four holes per foot. The present mechani- cal condition of the well is shown on Exhibit 1 attached hereto. A number of long-term production tests of-the well were taken, both prior to and after the "G" Zone perforations were added. A graphical summary of the well test data is attached as Exhibit 2. This plot of the well tests graphically demonstrates that the "G" Zone perforations are not contributing any significant amount of production to the well. If anything, the tests indicate that pressure depletion of the Hemlock Zone is occurring. Additionally, neither the formation GOR nor the water cut has shown any significant change from what they were Mr. T. R. Marshall, Jr. -2- November ll, 1969 prior to adding the "G" Zone perforations. The Hemlock Zone in this well is tight compared to other production in the Trading Bay area. Based on the T-S %7 original hole., we know that the sands above about 8,400' in this well are too tight to be productive. It is now apparent that the "G" Zone intervals perforated are also too tight to be productive. Exhibit 3 attached hereto is a contour map of the area under consideration. You will note that T-S %7 is pro- ducing from its own fault block, which is bounded to the south and west by faults,, to the east by down dip water, and to the north by a dry hole (T-S %5); hence its condition will not affect other wells. We propose to leave the "G" Zone perforations in this well open to the well bore until such time as the well is abandoned. We believe that this will not reduce the well's Hemlock Zone recovery because the "G" Zone is essentially impermeable and, because of this, there will be no significant cross flow of fluids regardless of whether the well is in a producing or shut-in condition. Basket filled with coal. Ran 8-1/2" bit and scraper. August 4, 1969 Ran gauge ring and junk basket. Pull out and set a drillable bridge plug at 8575'. Set second bridge plug at 7940'. Washed to 6990' and pulling out at report time. August 7, 1969 Wash over shoe worn flat. Run in open ended and screwed into fish at 6882'. Lost torque, pipe parted at 6990'. Pulled out and recov- ered 3-1/2 singles, leaving 6-1/2 singles and cementing tools in hole. Run 8-1/2" bit and casing scraper to top of fish. Set cement retainer at 6950'. August 8, .1969 Stabbed into retainer at 6950'. Pressured up to 6100%. Pulled out of retainer and laid a 70 sx. Class "G" plug. Found top at 6786' ar~ drilled out with an 8-1/2" bit and scraper to 6810'. Shot 4-1/2" holes at 6805'. Set retainer at 6762'. Mixed 200 sx. of Class "G" and displaced with 585 cu. ft. water. Maximum pressure was 5000% and final pressure was 2600%. Displaced 50 cu. ft. and pulled out of retainer. Stabbed back in and pressured up to 5200%, broke back to 4200% at 8 cu. ft./min. Displaced 100 sx. Class "G" to maximum pressure of 5400%. Final pressure was 4400~.
