Each of these wells was found to have a void in the conductor. These voids were filled with corrosion inhibitor, engineered to prevent water from entering the annular space. As per previous agreement with the AOGCC, this letter and spreadsheet serves as notification that the treatments took place and meets the requirements of form 10 -404, Report of Sundry Operations. The cement was pumped September 8 2010 and the corrosion inhibitor /sealant was pumped December 21, 22 23rd, •tn , 2010. The attached spreadsheet presents the well name, top of cement depth prior to filling, and volumes used on each conductor. The test went well with two failures observed. The upper Kelly Valve and the outside kill line valve failed to hold their pressure test and were replaced and retested. All other equipment I observed had the appearance of regular maintenance. This rig has one of the better procedures for testing the BoPE and I observed a methodical search for the failed components. I ARCO seeks authorization to inject drilling wastes fi.om the 4 3/4" hole section of wells lQ-21 and 2X-17 into the annulus of a well at either 3Hor 3,F pad. The4 3/4" section ofthe lQ-21 and 2X- 17 wells will be drilled by either Nordic # 1 or a ~il'edtubing unit (CTU). Although annuli are available for injection purposes on the 1Q and 2X pads, neither Nordic # 1 nor the CTU have the ability to grind and inject cuttings for annular disposal purposes. This waiver is requested to cover ARCO s ddlling operations on wells 1 Q-21 and 2X-17. The waiver being requested is to Section (d), Part (4) of 20 AAC 25.080, which limits the annular disposal of ddlling waste, to ddlling operations on the same drill pad as the annulus_ being injected into. ARCO requests the AOGCC grant permission to allow 'drilling waste' (as defined in Section (g)) from the 1Q-21 and 2X-17 ddlling operations, be injected into the annulus being used at that time by Parker #245 on ddll site 3H or 1F. Presently, aClass II injection well is available for injection in the Kuparuk River Unit. This well can be used to handle those wastes generated while drilling 1Q-21 and 2X-17 which fall under the Class II classification. Maximum anticipated surface pressure while Parker 245 drills the intermediate hole is calculated using a surface casing leak-off of 13.5 ppg EMW and a gas gradient of 0.11 psi/ft. This shows that formation breakdown would occur before a surface pressure of 2,198 psi could be reached. ARCO Alaska, Inc. will test the Parker BOP equipment to 3000 psi. Maximum anticipated surface pressure while Nordic 1 drills the production hole is calculated using an intermediate casing leak-off of 14.5 ppg EMW and a gas gradient of 0.11 psi/ft. This shows that formation breakdown would occur when a surface pressure of 3,811 psi is reached. ARCO Alaska, Inc. will test the Nordic BOP equipment to 5000 psi. The nearest existing well to 1F-17 is 1F-18. As designed, the minimum distance between the two wells would be 15.3' @ 500' MD. Drilling Area Risks: The 1 F-17 area is marked by very high reservoir pressures with little or no opportunity for reduction prior to drilling. For this reason Parker 245 will drill and set surface and intermediate casing only, with the intermediate shoe +100' TVD above the top Kuparuk. For cost reasons, Nordic 1 will move over the well later and drill out to TD, set and cement a liner, and run the 3-1/2" completion. There is very little risk of lost circulation with this casing design, and the offset wells indicate 12.7 ppg mud will be sufficient to safely drill, trip pipe and cement. The 7-5/8" casing shoe will be tested to an equivalent mud weight of 12.5 ppg upon drilling out of the surface casing. The 5-1/2" casing shoe will be tested to an equivalent mud weight of 13.5 ppg upon drilling out of the intermediate casing. *Spud mud should be adjusted to a FV between 50-80 sec/qt to drill gravel beds. ANNULAR PUMPING OPERATIONS Well KRU 1F-17 Incidental fluids developed from drilling operations will be hauled to the nearest permitted disposal well or will be pumped down the surface/production casing annulus of an existing well. That annulus will be left with a non-freezing fluid during any extended shut down (> 4 hr) in pumping operations. The 1F-17 surface/production casing annulus will be filled with diesel after setting the production casing and prior to the drilling rig moving off of the well. If isolation is required per regulations on significant hydrocarbons, the annulus will later be sealed with cement from the surface shoe to the base of the permafrost, with Arctic pack fluid or diesel from the base of the permafrost to the surface, if the surface shoe is within 200' TVD of the top of the hydrocarbons. Alternatively, if the hydrocarbons are far below the shoe then sufficient cement volume will be pumped during the production cement job to cover the formation. When Nordic 1 drills out of the intermediate casing to TD, their drilling solids will be hauled to CC-2A. Drilling waste fluids will be hauled to the nearest permitted disposal well, or to Parker 245 to be disposed by annular pumping into the permitted annulus Parker is connected to at that time. The permitted well will be within the Kuparuk River Unit. It is requested that 1F-17 be permitted for annular pumping occurring as a result of the drilling project on DS 1F, per proposed regulations 20 AAC 25.080. Any zones containing significant hydrocarbons will be isolated prior to initiating any annular pumping. There will be no USDW's open below the shoe or potable/industrial water wells within one mile of the receiving zone. Please reference the enclosed directional drilling plan for other formation markers in this well. A list of all publicly recorded wells within 1/4 mile of the disposal operation is included in this permit application. Surface casing will be set in the Cretaceous shales below the base of the West Sak Sands. These 300-500' thick shales are part of the Colville Group and are known to provide vertical barriers to fluid flow. The 1F surface casing shoes will be set +_200' vertical below the base of the West Sak into the heart of the shales. The maximum volume of fluids pumped down the annulus of this well will not exceed 35,000 bbls without the specified permission of the AOGCC. Fluid densities will range from diesel to a maximum of 12.0 ppg for drilling wastes. Using 12.0 ppg fluid and the rig's specified maximum pumping pressure of 1500 psi, the maximum pressure at the surface casing shoe is estimated by: Max Shoe Pressure = (12.0 ppg) * (0.052) * (Surf.
