Final Closure Approval of 25 Inactive Facilities
The Alaska Deeartrnent of Enviroru-nentai Conse~'ation f ADEC) has evaluated ,/our
co~eseondence, dated Februap: !9 1992. requesting closure of 29 .Zanoco Production Company
iAmoco) inactive rese~'e pit disposal £acilities. Surface evaiuations were performed at the sites
in ! 989 and 1990. -Fxis correspondence describes our review procedures, puts fo~vard the
De=m'rment's findings, and takes action upon the closure request.
The 29 facilities ~vere assessed by .Amoco pr/or to the issuance of the ADEC Interim Site
Assessment Guidance for Inactive Dditing Waste Sites. June lO0l. The nesv Alaska Solid Waste
Regulations. 18 A_z.C 60. became effective January 28. 1996 and contains a chapter on inactive
rese~'e pit closures Il 8 .-kAC 60.440). The closure criteria in the new regulations parallel the
closure criteria in the 1991 guidance document, and the review procedures require a discussion of
the risk screening assessment as required in the 1991 document. Briefly, the significance of risk
to local receptors is evaluated through study of contaminant release, exposure criteria, and
conseauence criteria.
The 1989-I 990 Awnoco assessment program included acquisition of numerous (I0-30)
shallow cores xvithin and adjacent to each drill r~ad. sampling of the cored material at five-foot
intervals, and instailation of monitorina wells on several facilities from which shallow
g. roundwater was encountered while coring. Total petroleum hydrocarbon (TPH). BTEX. and

submitted inac:ive drilling waste site assessment document listed below by. the the .~d3EC Spill
Prevention and Re'~ponse (SP.~R¢ 'Division. and by the other appropriate state or federal
a=enc,,.s, including the Alaska Deparanent of Natural Resources - Division of Land (ADNR-
DOL) staff, the Alaska Department ofFiSh and Game (ADF&G), the U.S. Fish and Wildlife
Se:wice. the U.S. National Park Sen'ice. and the Bureau of Land Management: (2) public
response to the closure request during the ~e 30 day review process (f~ur sites excluded, as

Concern is expressed by the U.S. Fish and Wildlife Service over surface conditions at
Narmruk Creek No. I, wNch appear to be impacted by abandoned drilling-related trash and
equioment. Of particui~ concern are references in: the original assessment document to
drums, batteries, and sacks of drilling mud andJor mud additives. Recent documentation
(8/I9/96) supplied by Axnoco to the ADEC demonstrates that ~er ctean-uv was
?efformed a~ter the assessment date. and the debm was removed or disr>osed of properly.
This information has been forwarded to the U.S. Fish and Wildlife Service for review.
Tvonek State No. 1
Conce:'., is ,.xpressed r~y the Contaminated Sites Section of ADEC over potential
groundwater contamination from buried reserve pit wastes at the Tyonek State No. 1
location, especially wi~ frequent summer habitation of the site by Tyonek village residents.
Evidence from the 1990 monitoring well dam indicate substantial water quality, exceedances
with respect to c~omium, lead. barium. TPH. ~d the BTEX components.. Subsequent
anaivses from samples collected in 1991 and I993 indicate the BTEX concentrations are-.
diminishing- however, metal analyses were not reported and. TPH concentratiOns appear to
increase significantly in 1993. Final closure approval of the reserve pit may' be granted
under 1.8 AAC 60.4400)(5) "if the owner or operator demonstrates that water'pollution in
the affected water body is dimimshing". Therefore. it is requested that Amoco re-sample

methodology, are resuired srior to closure.

Barium. YPH. and BTEX concentrations in soil cores fi'om the Ahtna Inc. No. ! site (core

locations fi. 6. 12. 133 indicate driiIing waste is present at or within a five foot depth within
fine reserve pit depression. Standinz_ water oc:.urs within .the de,,r,.ss,on'- ~ ; tn' possible contact
with .fi..~,e waste. Consequently. closure of the reserve pit under i$ .-k-kC 60.4-40(j) requires
samsi~,g and analysis of surface water at the site as' specified in Tables C and D. Water
:'rom scnds on the nor-ur and south ends of the reserve pit and at backaround and down-
gradient locations should be samsted. ~ne analvtical dam. an appropriate sualimtive risk
assessment, and analysis of feasible corrective action as outlined in 18 .<-kC ~0. '.--;0(0(7-10)
are required prior to closure.
Chuitna River State
Further information is required to reach a final decision on the closure stares of the Chuitna
~,,'er State location. High concentrations of BTEX (Level A and B soil exceedances),
'T'D .
~, H and several metals in the rese~'e pit drilling waste exist at or within 5-i0 ft depths,
and may contact the large pond of standing water. Groundwater from morutoring wells
around the air identified ;'ariabte ieveis of perroieum hydrocarbons. Larze concentrations
of TPH at station MW28 (TPH= ~8 me/I) and .¥DV9 (i51'TH = !0 m~,,I) were observed in the
!995 dam. The down-gradient occurrence at MW9 suggests ',_hat TPH-derivee organics rnav
be migrating outside ',.he pit area. Groundwater metal anaivses were not included. Surface
water ~alvses from the 1993 program identified trace levels of the BTEX components:
~ievated levels of barium and lead (Pb 25 ppb) were '
= cte,e,.,ed in a 1989 surface sample.
..~,e Denarmnent requests that further sampling and analvses of the required metal and
hydrocarbon components listed in Table D (18 AAC 60.440) be performed at the site,
utilizing analytical methodology specified therein. At least one surface water sample from
location SW4. and three groundwater samples from MW9. MWl7, and MW28 are
requested. The Department recommends that you bail/purge the monitoring wells prior to
sampling, and use a field-filtration method to eliminate particulates from the groundwater
~.e. measure only the dissolved metal concentrations'>. Final closure approval of the site
should then be possible under 18 .<kC 60.4400)(5) if the contaminant levels are indeed
d~inishin~.
Final closure approval ',viii be grated after it is demonstrated to the ADEC that drilling
;vasres within :he pits are. not activeiv contaminating surface water or groundwater at the sites.

No. I site. and suspected pad contamination by historic spills at the Foggy Island Bay State No. 1
Nd the Cathedral River sites have been revorted to the ADEC Contaminated Sites Section for
review, as required under .Article 1 of the :bllowing "Terms and Conditions" section. In
addition..afl3NR reserves the right to fumner evaluate both pad and reserve pit of each site at the
time of full lease closure.
TEtCMS AND CONDITIONS
All of the above closure approvals are subject to the following terms and conditions:
Reserve Pit Facility ClOsure: The approval granted by this leuer is for the inactive drilling
waste reserve pit facili~.: only, as required under ! 8 A. AC 60.440. Closure for the pad as a
whole must be coordinated betxveen the owner/operator and the appropriate state (ADNR.
ADF&G. AOGCC), or federal I'BLM) agency. Additionaily, should any contamination from
h/stonc splits be found on: the vad outside the drilling waste site (reserve pit area),
notification needs to be made to the ADEC Contained Sites Section (269-7659).
