Subsequently, effective December 1, 2000, CIRI sold all its oil, gas and associated substances in the above subject lands to Marathon Alaska Production LLC. On February 01, 2013, BLM approved the 100% Record Title Interest transfer in the above subject lands from Marathon Alaska Production LLC to Hilcorp Alaska, LLC (Hilcorp). The lands listed below have been removed and segregated out of federal lease A028056 into a new lease, AA093821 according to the Conformity to Survey Decision dated February 23, 2010. Hilcorp is the 100% owner of the oil, gas, and associated substances of lease AA093821. The BLM no longer administers leases if the federal mineral interest is less that 100%. Therefore, as of the date of this decision, the administration of lease AA093821 is hereby waived and transferred to Hilcorp. Lands segregated from A028056 into AA093821. Hilcorp, as lessee and operator, must continue to report all production from wells associated with lease AA093821, listed in the attached Appendix 1, to the Office of Natural Resource Revenue (ONRR), as allocated for each PA. Hilcorp is also required to provide courtesy copies of the following to the BLM: • Permits to Drill, approved by the Alaska Oil and Gas Conservation Commission (AOGCC), for any new well drilled on lease AA093821; • All Well Completion/Recompletion Reports; • All notifications of well shut-in/resumption of production for wells associated with lease AA093821. As of the date of this Decision and the Waiver of Administration of lease AA093821, Hilcorp assumes any and all liabilities and obligations that may be outstanding for: • The proper plug and abandonment of all existing wells; • Reclamation of the lease area; • Restoration of any lands or surface waters adversely affected by lease operations after the abandonment or cessation of oil and gas operations on the lease. This decision may be appealed to the Interior Board of Land Appeals, Office of the Secretary, in accordance with the regulations contained in the enclosed 43 CFR, Part 4 and Form 1842-1. If an appeal is taken, the notice of appeal must be filed in this office (at the above address) within 30 days from receipt of this decision. The appellant has the burden of showing that the decision appealed from is in error. Failure to file the notice of appeal with the Bureau of Land Management within the time allowed will result in dismissal of the appeal. In order to avoid dismissal of the appeal, there must be strict compliance with the regulations. As indicated in the table, Marathon anticipates a measured program of P&A activities, averaging three -to -five well abandonments per year. Marathon has already begun such a program with its offshore wells, beginning with the Spark Platform wells in 2009. All of the onshore wells on the list are within active oil and gas leases that are regularly visited and inspected. Marathon anticipates updating plans for its inactive wells in the appropriate annual Plan of Development for each property. Any and all forward activities are subject to funding approval. Please also note that your June 22 letter erroneously referenced "KU 41-08". We believe that your June 22 letter reference to well "KU 41-08" was a typo and is intended to refer to Well KU 41-18. The well was recompleted in July, 1975, as a dual Pool'3-Pool 4 gas well with Pool 4 producing through the long string tubing. Upon placing the well on production, the long string sanded up and was shut-in. It is planned to clean out the sand fill opposite the Pool 4 perforations from 4028' to 4156' with 1 1/4" pipe run inside the 2 3/8" long string using a hydraulic workover unit. The Pool 4 perforations will then be given a hydroxy-aluminum treatment to remedy the sand production and the well will be placed on production. SU~RY OF RESULTS' The water shut-off in the B-3 sand interval was not successful. The ~ater production from this interval.increased from the rate prior to workover ~f S0-100 BWPD to 300-500 BWPD and the B-3 interval has been shut-in. The new completion in the A-8 sand was successful in establishing a producing rate of 8.3 mmcf/d during September. SUbDL~RY OF WORKOVER: The B-3 perforations from 4240' to 4271' was squeezed with 45 sacks of cement to a standing pressure of 2000 psi. To isolate the B-3 sand from the Underlying water saturated B-4 sand, per- forations ~ere made at 4340'-4341' A retainer.was set .at 4290' but the perforations would not bre~k down at 2000 psi surface pressure. The B-3 sand was reperforated from 4240'-4255' but ~vas not tested. After re-running the production tubing the B-3 sand produced 300-500 BWPD ~vith little gas and would not flow. The flow rate prior to the workover was 3.1 mmcf/d and 50-100 BWPD in April, 1974. Either the water production is from the B-3 sand or the pressure test of the WSO perforations at 4340'-4341' was not. sufficient to find the channel to the B-4 sand. Hindsight indicates a DST of the WSO perforations should have been run. The A-8 sand of Pool 3 was perforated from 3915'-3925'. A DST of this interval produced S.85 mmcf/d with r.o water or sand against a 885 psi surface pressure. The ~September average producing rate was 8.3 mmcf/d with no sand or water production. Unseated pkr & pulled 38 ~ts 2-7/8" tbg._ Well kicked. Circ out gas bubble & increased mud weight to 83#/ft3. Completed pulling 132 its 2-7/8" tbg w/jewelry & pkr. Recovered wireline tools that were stuck in 2-3/8" nipple below pkr. Changed to 3-1/2" dp rams. -Rigged to pick up & run bit & csg scraper on 3-1/2" dp. Picked up 3-1/2" dp & ran bit & csg scraper to top of plug @ 4272'. Plug noted in previous records @ 4290', but located plug top @ 4272', 18': high. Rotated on plug w/20,O00#. Drilled off very slow indicating plug to be good. Circ hole clean & until mud was free of gas. POH. Due to failure of 3-1/2" pipe rams & the non-availability of replacements, set retrievable BP @ 2367'. POH, removed 8" 900 BOP's, ordered new BOP's. Installed & tested Land and Marine BOP's 6" SlS00. Tested mud system. Retrieved BP @ 2367'. RIH to 4231'. Released from plug. Circ& conditioned mud. Pulled & laid down BP. Ran Howco RTTS tool. Set @ 4196'. Pressd below w/650# & above RTTS, across old sqzd perfs w/1400#. (Just below frac pressure w/83# mud). No bleed off after 45 minutes. Prep to pull & lay down drill pipe. Unable to establish location of any fluid entry (reported @ 5000 gal/day rate). Laid down drill pipe and collars. Set Howco EZ drill BP on wireline at top of plug @ 4272', drill pipe measure- ments.
