The surface plugging and welded cap were done on 6/28/07. We, apparently, did forget to follow up with the 407. I found the unsigned completed form, forwarded it to the responsible drilling engineer, who updated the info, and passed it on to Tim Brandenburg to sign. You should be getting the signed off form in a week or so. Hope this helps...sorry about the delays (~ 9 months from Phase 2 to Phase 3, and about 8 months from Phase 3 to 407). Could you check your files and see when this might have been done? The image file on-line shows that downhole work was done in late 2006 and that surface work would be done "after snow". From the photos, it appears the work was done well "after snow". There is no date stamp in the photos and the date stamp in the message is suspect since that was when my email system was converted to Outlook. Also look in you file as I don't see a 407 for the P&A. The statement "Attempt to repair casing to the extent necessary to place abandonment and isolation cement plugs". This statement refers to the likelihood of a swage or string mill run to allow for passage of an EZSV or alternatively an inflatable packer below the suspected casing leak/collapse at 7737'. This will be necessary to provide for cement isolation in one of the three configurations provided for in the attached wellbore schematics. 2. Cement details: The cementing program to isolate the 77-3 sand will be predicated on our ability to recover the tubing to a reasonable depth below the suspected casing leak at 7737'. Our base plan is to recover tubing to 8200' and perform a circulation squeeze to isolate the 77-3 sand at 7202-7775'. The approximate volumes of cement and the final plan will depend on our ability to achieve circulation up the backside of the 7" casing. The subject well is a shut in oil producer completed in the Hemlock formation and is beyond its economic abandonment rate. Additionally, reservoir and geologic evaluations have determined that potential does not exist for up hole economic production of hydrocarbons. The well is known to be in poor mechanical condition and apparently has collapsed production tubing and possibly collapsed casing. Both the casing and tubing have been in apparent hydraulic communication since March 2006. Several recent attempts at diagnosing and repairing these problems have been unsuccessful. There is currently 1395 psi shut in pressure on both the production tubing and the production tubing x production casing annulus. The well stands full of formation water at present. To complicate matters, this well bore penetrates the Tyonek 77-3 sand which is used as a gas storage reservoir. Previous studies of cementing records for the subject well concluded that a stage tool was placed below the 77-3 sand and cement isolation was provided during primary cementation of the production casing. Subsequent review of the records identified contradictory information in the depth of the stage tool and that the 77-3 sand was not covered by cement during primary cementation of the production casing. CBl evaluation confirms that cement was not placed over the 77-3 sand during primary cementation and Union Oil Company respectfully submits this information as a correction to the records on file with the Alaska Oil and Gas Conservation Commission. Although the 77-3 sand is believed to contain an effective permeability barrier or thins towards an effective perm barrier with the main body of the gas storage sand, Union Oil Company has significant interest in isolating this sand to minimize the potential for cross flow with adjacent formations. In order to facilitate the abandonment of this well, Union Oil Company requests variances from the following AOGCC regulations: 1. 20 MC 25.112 (1) (D): Union Oil Company seeks approval to abandon the / Hemlock formation significantly shallower than would normally be the practice as required under state regulations. The reservoir pressure in the Hemlock is approximately 2000 psi at approximately 10,600 TVD' (-3.6 ppg equiv). Based on information gathered during recent well operations and the current shut in pressures, the 7" production casing x 2 7/8" tubing annulus and the 2 7/8 tubing itself are very likely full of fill...effectively isolating the Hemlock from the remainder of the well bore. Due to the substantially higher pressure gradient (-11.8 ppg equiv) seen elsewhere in the well bore, efforts to wash over and recover the tubing to depth, if mechanically possible, run the risk of opening the Hemlock to uncontrolled lost circulation and, potentially, well control problems. Therefore, Union Oil Company requests variance of 20 MC 25.112 (1) (D) to allow the abandonment plug for the Hemlock to be more than 500' above the top Hemlock perforation. 2. 20 MC 25.35 (10) (A): Due to the style and condition of the tubing hanger in the tubing head, it will be difficult to test the blind rams prior to pulling the severed tubing. A shell test and function test of the blind rams, as well as the other required pressure tests of the annular preventer and pipe rams can be performed before operations begin. Background: The subject well is a SI Hemlock producer with apparent casing and tubing leaks as well as the potential for collapsed casing and tubing. There is currently 1395 psi SITP and SICP. Attempts to abandon the well thru tubing were unsuccessful due to fill and obstruction / collapse in the tubing. There appears to be substantial fill in the tubing x production casing annulus as well. The SBHP in the Hemlock zone is substantially lower than normally pressured (-3.6 ppg equiv) and is not mechanically isolated at present. Fill has apparently bridged over the Hemlock as the well presently has SI pressure and a full column of fluid. Basic Plug and Abandonment Procedure 1. BLOWOUT CONSIDERATIONS: 1. Gas: This well has produced over 11,000 MCFD. Care must be taken at all t-'~es not to swab the well and to keep the hole full on trips. . Lost Circulation_: None anticipated, but lost circulation material (salt pills) shoUld be 'readily available at aU times. . Precautions: Any kicks should be handled by normal procedures. Rig crews should be made aware of these methods, and care must be exercised at all times. 4. Maximum Anticipated Formation Pressure: 4400 PSI. Programmed weight of 9.3 PPG will Provide 690 PSI of overbalance. . Maximum Anticipated Surface Pressur.e: 3400 PSI. .. Blowout Prevention .Equipment: Minimum of Cla~ III - 5000 PSI. . $CU 41-5 WORKOVER PROGRAM Prior to moving in the ~orkover ri~, p~l RD valve from mandrel at g08a,, and make sure that there are dummy valve~ in a~ other ga~ lift mandrels. Install the bsek pressure valve. 2. Move in and rig up the workover rig. . Remove the back pressure valve, and kill the well using workover fluid (See the attached program). 4. Install the back pressure valve, and nipple down the tree. . . e 10. Nipple up the Class 1II-5000 PSI BOP stack; and test the rams, manifold, and valves to 5000 PSI. Test the annular to 3500 PSI. The AOGCC and BLM may witness the test, and must have 24 hours prior notice. Remove the back pressure valve. Circulate the well dead. Pull out of the hole with the 2-7/8" tubing and associated production equipment (see the attached detail). NOTF.~ Right hand rotation will release the "CC" safety joint above the packer. Have a "CC" retrieving tool on the location when releasing the packer. Piek up and trip in the hole with a 6-1/8" bit, 7" casing scraper, 4-3/4" drill collars, and sufficient 3-1/2" drill pipe to clean out to PBTD at 11,362'. Circulate the well clean.' POH. Trip in the hole with a 7" retrievable packer on drill pipe set at 10,850'. Test the 7" casing above the retrievable packer to 2750 PSI for 30 minutes, and lo,ate leaks if there are any. A squeeze procedure will follow if there are any leaks. If there are squeezes, after all squeezes and clean out runs are made, make a 7" casing scraper run to PBTD. 11. Lay down the drill string. 12. 13. 14. Run the Tubing Conveyed Perforating Guns and 2-7/8" production string per the attached tubing detail. Test the tubing in the hole internally below the table to 5000 PSI. Space Out using a GR, and land the tubing with a full joint on the top. Install the baek pressure valve. Nipple down the BOPE and nipple up and test the tree to 5000 PSI. Reverse eireulate the annulus with lease crude until clean returns are obtained at the surface. 15. 16. 17. 18. 19. Rig up the wire line unit. Set the plug in the "XN" nipple below the packer, and hydraulically set the packer. Test the annulus/packer to 1500 PSI for 30 minutes. Open the sliding sleeve above the packer, and displace the tubing with nitrogen. Check fluid level with fluid level services. Close the sleeve, and test to 1500 PSI for 30 minutes. Seleetive].y perforate or reperforate as directed with 1000 PSI nitrogen cushion underbalance with six 1/2" JSPF. Flow the well until it has cleaned up and rate and pressure have stabilized. Install the back pressure valve, rig down the rig, remove the back pressure valve, and return the well to production per the Area Foreman. V. W.
