According to the sundry, a 404 should have been submitted. When the only work being done is the removal of the abandonment marker, a 404 is all that is required. It is not necessary to submit a 404.. Additional paperwork will not serve a purpose. Please also note that the P8~A date for this well remains 3/27180. I have made these corrections on my copy. Cali or message with any questions. Supervisor Alaska Oil and Gas Conservation Commission DATE: January 17, 2009 FROM: Jeff Jones Petroleum Inspector SUBJECT: Surface Abandonment PBU NOM-1 RD BPXA PTD #180-037 January 17, 2009: I traveled to BPXA's PBU NOM-1 RD well location to inspect the casing cut off and abandonment of this well. Mike Shoemake was the BPXA representative at the site today. This well has 20" x 13 3/8" casing strings at surface which have been cut off at 4 feet below original grade, verified by survey. I noted that both strings of casing were full of hard cement at surFace. A 3/8" thick marker plate was then seal welded to the outermost 20" conductor with the required information bead welded onto it. BPXA will be removing this pad and the excavation was not filled at this time. Summary: I inspected the surface cement plug, casing cut off depth, and the P&A marker plate on BPXA's PBU NOM-1 RD well and found all to be in compliance with AOGCC regulation 20 AAC 25.120. Ft Class G In March of 1980, the well was P & A'd with the following cement in the 9-5/8" production casing: 9765' - 8613' Set cement plug in 3 stages with total. of 600 cu ft Class G cement 2417' - 2200' Set 84 cu. Ft Permafrost cement plug The 9-5/8" production casing was then cut and recovered to 150', leaving the 13-3/8" surface casing. A 13-3/8" bridge plug was set at 145' and filled to surface using 98 cu. Ft of permafrost cement. The 20" and 13-3/8" casing was cut 4 ft below top of cellar and a marker post was installed. This series of downhole plugs and cement were in compliance with State regulations for plugging and abandonment requirements. The procedure below outlines the steps to cut the 20" and 13-3/8" casing strings 4' below the original tundra surface and a subsurface marker plate installed. According to the record, cement should be at surface in the 13-3/8" casing. The cement is supported by a retainer set at 145'. I will look for the sundry. Have the Inspector notified if anything unusual is identified when the well is exposed. The Inspector should be notified after any cut is completed and photos should be taken before excavation and before and after cutoff. Is other work similar to this planned for the winter season? There needs to be a 2 mile ice road build to access the pad for West End Nomination, so January 1st is the best estimate I have at this time. If the casing needs to be cut, more equipment will need to be mobilized and this work would happen about a week after the gravel removal. This well was P & A'd in 1980 in compliance with state regulations. However, since the pad around West End Nomination will be reclaimed this year, the wellhead marker will be removed and 12/18/2008 West End Nomination Well Abadonment Page 2 of 2 • the casing may need to be cut below tundra level to a minimum of 4'. The 10-403 is asking permission to cut the casing below tundra level if needed. The gravel around the wellhead should occur around January 1, 2009. The plug was proceeded by 10 bbl~s of water, followed by 190 cu./ft of 14.8 ppg, Class "GN Cement with 10 lbs. ~er sack Gelsonite (lost circulation additive.), followed by 3 bbls water. Cement was displaced with 152 bbls of 9.2 ppg drilling mud and placed fr(~n 9,765t to 9385m.
