Supervisor FROM: Jeff Jones, SUBJECT: Petroleum Inspector DATE: December 9, 2000 Safety Valve Tests Prudhoe Bay Field BPX / X-Pad Saturday, December 9, 2000: I traveled to BPX's X Pad in the Prudhoe Bay Field to witness Safety Valve System tests. Merv Liddelow, BPX representative in charge of the testing, performed the tests in a safe and proficient manner. Of the 26 wells tested, 3 fa[lures w.ere .. witnessed. Well X-14A's SSV failed to close and well X-19B's pilot was frozen and the SSV failed to close. Mr. Liddelow indicated to me on 12/10/00 that these items have been corrected and successfully re-tested. The AOGCC test reports are attached for reference. I conducted 26 well house inspections concurrent with the SVS tests. A slight crude oil leak was noted on a wellhead flange of well X-19B. Mr. Liddelow indicated he would have this item addressed. No other exceptions were noted. SUMMARY: I witnessed SV$ tests and conducted well house inspections on BPX's X Pad. 26 wells, 53 components tested, 3 failures. 26 well houses inspected. The CCL is used by itself to tie in with. The 5 1/2" Camco Sliding sleeve creates a restriction to small to go through with the tubing patch so tying in must be done above the sliding sleeve. The well was opened up to the atmospheric tank and was allowed to flow for approximately 24 hours prior to the test. The well was shut in when the inspector arrived; after one hour it had a build-up of about 10 lbs. The well was then opened up and the tubing pressure immediately bled to 0 psig. The well was then opened to the gas meter for a series of 3 - 30 minute gas rates. The Inspector concluded that well X-15 was not capable of unassisted flow of hydrocarbons. The Commission hereby authorizes removal of the subsurface safety valve from BPX's PBU well X-15 (PTD 80-074) on the condition that the low-pressure sensor and surface safety valve must be maintained in good condition; and, if for any reason, the well again becomes capable of unassisted flow of hydrocarbons, the subsurface safety valve must be reinstalled and maintained in good working condition. Maximum possible surface pressure is 3330 psi based on a gas column to surface from 8600' TVDss and an oil column to 8800' TVD. Directionally drill 12 1/4" hole to 8640'+ TVD. Run 9 5/8" 47# L-80 Buttress casing to 8640' TVD and cement first stage with 1270 cu.ft, cement. Cement second stage through D.V. packer collar at 2600'+ with 130 cu.ft. Permafrost C cement. 9 5/8" casing will be hung at surface, the 9 5/8" x 13 3/8" annulus will be Arctic Packed. Drill 8 1/2" hole to T.D. at 9480'~TVD.
