leases in Alaska.
ITEM 1: Classification of Service Wells: Gas injection, water injection, steam injection, air injection, salt water disposal, water
supply for injection, observation, injection for in-situ combustion.
ITEM 5: Indicate which elevation is used as reference (where not otherwise shown) for depth measurements given in other
spaces on this form and in any attachments.
ITEM 16 AND 24: If this well is completed for separate production from more than one interval (multiple completion), so state in
item 16, and in item 24 show the producing intervals for only the interval reported in item 27. Submit a separate form for each
additional interval to be separately produced, showing the data pertinent to such interval.
ITEM 21: Indicate whether from ground level (GL) or other elevation (DF, KB, etc.).

This memo' is written as an attachment to form 10-403 to provide description of activity to prepare well 16-10
for the sidetracking operations to follow. Due to the Christmas Holidays coming up, it is hoped that this
Sundry permit can be approved by 12/22/99. Nabors 9ES is expected to move on 16-10 in very early
January,2000 to sidetrack to a different bottom hole location.
Planned Pre-Riq Operations
No P&A operations may be conducted until an approved Sundry Permit is received
from the AOGCC.
1. Drift tubing, RU coil and P&A existing perforations with Class G cement at 15.8 ppg to place TOC at
9,710'MD. (Note: top perf at 9728').Tag and test to meet AOGCC requirements.
2. Test the 9 5/8" mandrel packoff and tubing hanger (through test port) to 5000 psi. If the 9 5/8" packoff
tests, completely back out and check each lock down screw for breakage (check one at a time).
3. Test the 9-5/8" casing (down to the packer) to 3000 psi.
4. Confirm that the well remains dead with a full column of 8.5 ppg seawater then punch the 4-1/2" tubing
near 9190' and cut the 4-1/2" production tubing near 9185' (above PBR and production packer).
5. Set a BPV in preparation of the rig move. Assure annuli are freeze protected to near 2000'.

]. MtRU. ND tree, NU and test BOPE. Circulate out freeze protect fluid and circulate well to clean seawater.

PU Bit and Stabs for 7" 29# and 9-5/8" 47#. RIH to tag/dress P&A cement to 9750' or as necessary to
place KOP within the Sag River formation. Pressure test 9-5/8" and 7" liner to 4000 psi.
6. RIH with bottom trip whipstock for 7" 29# casing. Whipstock sidetrack at +/-9728'(is in perfs).
Drill 6" horizontal hole from 9728' to 14215' in Zone 4 and Sag River formation. Run
MWD/GR/Res+PWD real time LWD. No other logs are planned.
Run 4-1/2" 12.6# L80 IBT-Mod production liner and cement
9. Pressure test casing strings to 4000 psi{¢_~
]0. Pedorate approx. 1500' of the horizontal well with Schlumberger high power guns.
! ]. Run 4-1/2" 12.6#, L80, NSCT production/injection tubing. Set packer near 9500'.
]2. Freeze protect permafrost zone thru single GLM.
]3. Set BPV, ND BOPE, NU and test tree. RDMO.
Well Control Considerations
Pore pressure is estimated at 4,500 psi (9.8 ppg EMW) due to injection. P&A operations will isolate the
original wellbore from bottom hole pressures. The expectation is that the shutdown of injection will reduce
zone pressure prior to rig arrival so that mud weight above 8.4 ppg will not be necessary.

DS 16-10 Perforating Operations:
ARCO Alaska_, Inc. perforated DS 16-10 at selected intervals in the Sag River
and Shublick formations of the Prudhoe Bay Unit on 9/6/92. The intervals
perforated were the following: 9728' - 9751' and 9766' - 9792' MD
(Reference Log: SWS-BHCS dated 10/27/80). Injection fluids were in the
wellbore during perforating operations. All wireline work was done through
a 5000 psi WP BOP/Lubricator tested to 1.2 times the maximum expected
surface pressure.
A short summary of the work is given below:
Began perforating operations on 9/6/92. RU perforating unit,
pressure tested BOP's and lubricator to 3000 psi, okay. RIH and
perforated 9766' - 9792' MD at 4 SPF, POOH, and confirmed all shots
fired. RIH and perforated 9728' - 9751' MD at 4 $PF, POOH, and
confirmed all shots fired. (ref: SWS-BHC$ of 10/27/80). Rigged down
and secured well.

ARCO Alaska, Inc. proposes to perforate seawater injector DS 16-10i at
selected intervals within the Ivishak Sand of the Prudhoe Bay Unit. All wireline
work will be done through a 5000 psi WP BOP/Lubricator, tested to 1.2 times
the maximum expected surface pressure. The SSSV will be installed at the
conclusion of the perforating and clean-up operation,
The well is currently injecting seawater. Seawater will be in the wellbore
during perforating operations. These perforations are in the Sag River and
Shublik waterflood zones. The reservoir pressure at the perforation depths is
approximately 3700 psi.

ARCO Alaska, Inc. requests permission to run a static bottomhole pressure survey
on section well 16-10 in lieu of a pressure transient test. Conservation Order
165, Rule 6-d requires an annual transient survey on one well in each governmental
section producing.
ARCO Alaska, Inc. prefers to continue monitoring reservoir pressure in the
downstructure Flow Station 2 area at section well 16-10. We are requesting
permission to run a static survey on the well to fulfill the requirements of
Conservation Order 165, Rule 6-d for 1983.

all types of lands and leases in Alaska.
Item 1' Classification of Service Wells: Gas injection, water injection, steam injection, air injection, salt
water disposal, water supply for injection, observation, injection for in-situ combustion.
Item 5: Indicate which elevation is used as reference(where not otherwise shown) for depth measurements
given in other spaces on this form and in any attachments.
Item 16 and 24: If this well is completed for separate production from more than one interval (multiple
completion), so state in item 16, and in item 24 show the producing intervals for only the interval reported
in item 27. Submit a separate form for each additional interval to be separately produced, showing the
data pertinent to such interval.

ARCO Alaska proposes to perforate selected intervals within the Sadlerochit Sand for
production from the Prudhoe Bay Unit. Upon perforating, the well will be flowed to the
flow station for cleanup and production. The perforated intervals will be given in a
subsequent report. All wireline work will be done through a 5000 psi WP BOP/Lubricator,
tested to working pressure. The SSSV will be installed at the conclusion of the
perforating and cleanup operation.

Fondu
Atlantic Richfield Company proposes to directionally drill this well to 10630'MD. (9597'TVD)
to produce the Sadlerochit zone. Logs will be run across selected intervals. A 13-5/8"
5000 psi RSRRA BOP stack will be installed and tested to 5000 psi. The BOP equipment will
be pressure tested each week and operationally tested each trip. A string of 5-1/2" 17#
L-80 tubing, packer and necessary provisions for subsurface safety equipment will be run.
A non-freezing fluid will be left in all uncemented annuli within the permafrost interval.
Selected intervals within the Sadlerochit to be perforated and reported on a subsequent
report, a 5000 psi WP wireline lubricator, test to working pressure, will be used on all
wireline work. The packer will be set above the Sadlerochit. The down hole safety valve
will be tested and installed upon conclusion of job. (Con't on reverse side)

(Based on data from other wells drilled into the Sadlerochit, the maximum bottom
hole pressure to be encountered is 4669 psi. If a gas bubble at bottom hole
temperature and pressure were to rise without expanding but cooling to 80°F, it
would exert 3820 psi in the BOP equipment.)

Enclosed is the approved application for permit to drill the
above referenced well.
Well samples, core chips and a ~d log are not required. A
directional survey is required. If available, a tape contain-
ing the digitized log information shall be submitted on
logs for copying except experimental logs, velocity surveys
and dipmeter surveys.
Many-rivers in Alaska and their drainage systems have been
classified as important for the spawning or migration of
anadromous fish- Operations in these areas are subject to AS
16.50.870 and the regulations promulgated thereunder (Title 5,
Alaska Administrative Code), Prior to commencing operations
you may be contacted by the Habitat Coordinator's office,
Department of Fish and Game.
Pollution of any waters of the State is prohibited by AS 46,
Chapter 3, Article 7 and the regulations promulgated thereunder
(Title 18, Alaska Administrative Code, Chapter 70) and by the
Federal Water Pollution Control Act, as amended. Prior to

commencing operations you may be contacted by a representative
of the Department of Environmental Conservation.
Pursuant to AS 38.40, Local Hire Under State Leases, the Alaska
Department of Labor is being notified of the issuance of this
permit to drill.
Since this is the first well on DS 16 please notify this office
p~igr t0_.spu~ so that a representative of the Commission
may be present to inspect the diverter system and again at a
later date, to witness testing of blowout preventor equipment
before the surface casing shoe is drilled.
In the event of suspension or abandonment, please give this
office adequate advance notification so that we may have a
witness present.

Check and fill accun:ulator reservoir to proper
level witi~ hydraulic fluid.
Assure that accumulator pressure is 3000 psi
with 1500 psi downstream of the regulator.
Observe time,then close all units simultaneousl
and record the time and pressure remaining afte
all units are closed with charging pump off.
Record on IADC report. (The acceptable lower
limit is 45 seconds closing time and 1100 psi
remaining pressure.)
13-5/8" BOP STACK TEST
Fill BOP stack and manifold with Arctic Diesel
or Calcium Chloride Solution.
Check that all hold down screws are fu'lly
retracted. Predetermine depth plug will seat
mark running joint, Run .test plug on drill pip
and seat in wellhead. Run in lebk down screws
i n head.

Close annular preventer and chokes .and bypass
valves on manifold.
Test all components to 250 psi and hold for 10
minutes.
Increase pressure to 3000 psi and hold for 10
minutes. Bleed pressure to 0 psi.
Close top set of pipe rams and open annular
preventer.

Bleed pressure to 0 psi.
Close bottom set of pipe rams and valves
directly upstream of chokes, then open top set
of pipe rams and chokes. Increase pressure to
5000 psi and hold for 10 minutes.
Test remaining untested manifold valves(if any',
with 5000 psi upstream of valve and zero press~
downstream.
Back off running joint and pull out of hole.
Close blind rams and test to 5000 psi for 10 m'
Bleed pressure off all equipment open bottom
preventer. Make sure manifold & lines are ful'
of 2rctic Diesel and all valves are set in
drilling position.
