This review has revealed that the digitized data for certain logs run in a well is not on file with the Commission. The Oil and Gas Regulations require'the operator to file, within 30 days after completion, suspension, or abandonment of a drilling well, the digitized data, if available, for copying, for all logs run in the well except velocity surveys, experimental logs and dip- meter surveys. We would request that you check your records to see if the data has been submitted to the Commission and, if not, that you comply with the regulation with regard to the following wells, W. Although these Kuparuk wells have been per- ~forated, production test data has not been obtained; this information will be forwarded to your office when available. Also enclosed are Completion Reports for the following wells- DS 12-12, OS 14-19, DS 14-20, DS 16-4, DS 16-5, DS 17-7, DS 17-8 and DS 17-9. Production test information is not applicable for these wells since they have not yet been perforated but will be submitted to your office when we obtain the information. Previously unreported information such as locations for bottom hole, producing interval and geological forma- tions have been added to the updated Completion Reports. DS 14-9A and West Sak #18 have been plugged~and.abandoned. An updated Completion RePort with Drilling Histories for these wells is enclosed. Information regarding West Sak #18 is of a'confi'dential nature and we would appreciate securely storing the report where it will receive minimum exposure. The.,initial Gyroscopic Survey for DS 16-1 was unacceptable and a rerun is presently being authorized by our engineering staff. An updated Completion Report for this well will be sent to your office subsequent to our receiving an acceptable survey. The remainder of the requested information - an overdue Completion Report on DS 16-14 and an incomplete Completion Report for DS 12-11 was sent to your office August 27, 1981 and was apparently enroute at the time of your September 2, 1981 letter to this department. Wednesday March 18, 1981~ I arrived at ARCO'S D.S. 14-9A at 8:30 pm where I met Larry Hill Arco drilling foreman and discussed the upcoming cement plugs to be set. The first plug was set at .12,003' to 11,700'. The bottom of the plug is at the top of the fish left in the hole. The plug con- sisted of 28 bbls. of 15.8 ppg class G cement with 12 bbls. of spacer fluid ahead of the cement and 8 bbls. behind. After spotting the plug, the D.P. was poh and a 9 5/8" Hallibur- ton EZ drill cement retainer was RIN to 11,500'. The EZ drill was set and sheared out of with 25,000 lbs. of pull. The D.P. was then lowered and 50,000 lbs. was set on EZ drill indicating the EZ drill was set properly. The D.P. was unstung from the retainer and a 100 sk. cement plug - 15.8 ppg - plug was placed on top of it. The crew then began laying down the D.P. The top 2400' of the casing will be left with diesel oil in it, a xmas tree will be installed and the rig moved off. Arco plans to reenter this well at a later date after a study is completed on the hole problem that was encountered. Record on IADC report. {The acceptable lower limit is 45 seconds closing time and 1200 psi remaining pressure.) 13-5/8" BOP STACK TEST Fill BOP stack and manifold with Arctic Diesel or Calcium.Chloride Solution. Check that all hold down screws are fully retracted. Predetermine depth plug will seat & mark running joint. Run test plug on drill pip~ and seat in wellhead. Run?~n lock down screws in head. Close annular preventer and chokes and bypass valves on manifold. Test all components to 250 psi and hold for 10 minutes. Increase pressure to 3000 psi and hold for 10 minutes. Bleed pressure to 500 psi. Close top set of pipe rams and open annular preventer./ Increase pressure to 5000 psi and hold for 10 minutes. Bleed pressure to 500 psi. Close bottom se~ of pipe rams and valves directly upstream of chokes, then open top set of pipe rams and chokes. Increase pressure to 5000 psi and hold for 10 minutes. Test remaining untested manifold valves(if any) with 5000 psi upstream of valve and zero pressu downstream. Back off runni.ng joint and pull out of hole. Close blind rams and test to 5000 psi for 10 mi Bleed pressure off all equipment open blind rams. Make sure manifold & lines are full of Arctic Diesel and all valves are set in drilling position. 12.
