Per your request in our June 29 mee%~ng, li~ted below are the
proposed 13-3/8" casing setting depths for the wells we dis-
cussed.
DS 3-21 13-3/8" shoe @ 2900
DS 14-31 13-3/8" shoe @ 3500
DS 14-32 13-3/8".shoe @ 2900
DS 14-35 13-3/8" shoe @ 3500
DS 14~i~P/~ 13-3/8" shoe @ 3200
DS 14-B 13-3/8" .shoe @ 3200
These depths are the planned casing points for the wells indicat-
ed. However, as additional formation information is acquired, it
may be necessary to revise some of tile depths. Any changes in
the original plan will be indicated on the Permit to Drill.

Dear Mr. VanDusen:
The Alaska Oil an~ Gas Conservation CommissiOn has recentlY checked
the records of wells completed since January 1, 1979. This review
has revealed that the digitized data for certain logs run in a well
is not on file with the Commission.
The Oil and Gas Regulations require'the operator to file, within
30 days after completion, suspension, or abandonment of a drilling
well, the digitized data, if available, for copying, for all logs
run in the well except velocity surveys, experimental logs and dip-
meter surveys. We would request that you check your records to
see if the data has been submitted to the Commission and, if not,
that you comply with the regulation with regard to the following
wells,

Enclosed please find the Completion Reports for the following wells:
A-2, A-3, B-4 and C-8. Although these Kuparuk wells have been per-
~forated, production test data has not been obtained; this information
will be forwarded to your office when available.
Also enclosed are Completion Reports for the following wells- DS 12-12,
OS 14-19, DS 14-20, DS 16-4, DS 16-5, DS 17-7, DS 17-8 and DS 17-9.
Production test information is not applicable for these wells since
they have not yet been perforated but will be submitted to your office
when we obtain the information. Previously unreported information such
as locations for bottom hole, producing interval and geological forma-
tions have been added to the updated Completion Reports.
DS 14-9A and West Sak #18 have been plugged~and.abandoned. An updated
Completion RePort with Drilling Histories for these wells is enclosed.
Information regarding West Sak #18 is of a'confi'dential nature and we
would appreciate securely storing the report where it will receive
minimum exposure.
The.,initial Gyroscopic Survey for DS 16-1 was unacceptable and a rerun
is presently being authorized by our engineering staff. An updated
Completion Report for this well will be sent to your office subsequent
to our receiving an acceptable survey.
The remainder of the requested information - an overdue Completion
Report on DS 16-14 and an incomplete Completion Report for DS 12-11
was sent to your office August 27, 1981 and was apparently enroute at
the time of your September 2, 1981 letter to this department.
Also included are completion Gyroscopic Surveys for DS 12-12, DS 17-7
and DS 17-9.

overdue, with completion,~ abandonment., or suspension dates

The first list is of those wells for which an incomplete Completion
Peport was filed, with the comment that the location~ at the
top of the producing interval and at the total depth were "~o
be submitted" or "N/A." The~ccmpletion dates go back to January 9.
The second list is of those, wells for which available information
indicates the wells have been cc~pleted, but the 30 day filing
period has passed withou~ a Completion RepOrt having been
submitted.
We need to be brought up-to-date on directional survey problems
that may be responsible for these late filings, or have the
required directional sur~y~ and reports submitted to us.

Witness Cement Plug Set-
ting in ARCO'S D.S.I~-9-A
for Well Suspension
Sec. 9, T10N, R14E,

Wednesday March 18, 1981~ I arrived at ARCO'S D.S. 14-9A at 8:30
pm where I met Larry Hill Arco drilling foreman and discussed the
upcoming cement plugs to be set.
The first plug was set at .12,003' to 11,700'. The bottom of the
plug is at the top of the fish left in the hole. The plug con-
sisted of 28 bbls. of 15.8 ppg class G cement with 12 bbls. of
spacer fluid ahead of the cement and 8 bbls. behind.
After spotting the plug, the D.P. was poh and a 9 5/8" Hallibur-
ton EZ drill cement retainer was RIN to 11,500'. The EZ drill
was set and sheared out of with 25,000 lbs. of pull. The D.P.
was then lowered and 50,000 lbs. was set on EZ drill indicating
the EZ drill was set properly.
The D.P. was unstung from the retainer and a 100 sk. cement
plug - 15.8 ppg - plug was placed on top of it. The crew then
began laying down the D.P.
The top 2400' of the casing will be left with diesel oil in it, a
xmas tree will be installed and the rig moved off.
Arco plans to reenter this well at a later date after a study is
completed on the hole problem that was encountered.
In summary, I witnessed the cement plug setting in the supension
of Arco's D.S. 9-A.

Due to unstable and deteriorating hole conditions from 11,308 to 13,590MD,
effective immediately. We would like to temporarily suspend 14-9A with
the inten!~ion of side tracking the old hole below the 9-5/8" casing shoe
at a later date.
Suspend as follows'
(1) Trip in with open ended drill pipe to top of fish at_+ 12,000'.
Condition mud. Spot plug No. 1, a balanced plug from 12,000 to
11,700. (Estimated requirements are 125 sx Class "G" cement
with .75% D65, .2% D13, .2% D46 mixed @ 15.8 ppg (Vol. based on
a 9" + average hole size). Precede cement with 12 bbls spacer
lO-O1--~d at 13.2' ppg and 5 bbls spacer 1001 mixed .at 13.2
ppg behind cement.}
(2) Pick up slowly out .of the slurry to ll,500'. Spot plug No. 2, a
balanced plug from 11,500 to ll,lO0'. (Estimated requirements are
300 sx Class cement with .75% D65, .2% D13, .2% D46 mixed at
15.8 ppg (Volume based on a 15" averaqe hole size in open hole and
200.' of cement above the 9-5/8" casing shoe.) Precede cement with
15 bbls spacer lOO1 mixed, at 13.2 ppg and 3 bbls spacer 1001
mixed at 13.2 ppg. behind cement.)
(3) POH, stand back 9000' drill pipe, lay down remaining drill pipe.
(4)
Pick up 9-5/8" retainer, trip !'~,,on drill pipe and set at 9000'.
Unsting and spot 100 sx Class~ cement with .75% D65, .2% D13,
.2% D46 mixed at 15.8 ppg on top of retainer. Precede cement
with 8 bbls spacer 1001 mixed at 13.2 ppg and 2 bbls spacer 1001
mixed at 13.2 ppg behind cement.
(5) Pick up out of slurry plug to 7000'. Lay down drill pipe, circ-
ulate and condition mud. POH to 2500', lay down drill pipe.

Monday January_ 5, 1981: I departed my home at 7:40 am for an
8:20 showup and scheduled 9:20 am departure via Wien flight tl
for Deadhorse. However, the flight, which originated in
Seattle, was delayed due to fog. We departed Anchorage at 2:20
pm and arrived in Deadhorse at 4:00 pm. Weather: -4°F, low
overcast, light wind.
Tue.p.da.y January 6, !98.~!: BOPE tests began at 5:00 am and were
completed at II:00 am. BOPE Inspection report is attached.
BOPE tests on rco's Kuparuk C-4 were completed during the
afternoon, the subject of a separate report.

of blowout preventer equipment before surface casing shoe is

Atlantic Richfield Company proposes to di~ectionally drill this well to 13 67"
to produce the Sadlerochit zone. Logs will be run across selected intervals. A 13-5/8"
5000 psi RSRRA BOP stack will be used. The BOP equipment will be pressure tested each
week and operationally tested each trip. A string of 5-1/2" 17# L-80 tubing, packer
and necessary provisions for subsurface safety equipment will be run. A non-freezing
fluid will be left in all uncemented annuli within the permafrost interval. Selected
intervals within.the Sadlerochit to be perforated and reported on a subsequent report.
A 5000 psi WP wireline lubricator, tested to working pressure, will be used on all wire-
line work. The packer will be set above the Sadlerochit. The downhole safety valve will be
tested and installed upon conclusion of job. The 13-5/8" 5000 psi RSRRA BOP stack will

Ch_cK and fill accu~::ulator reservoir to proper
level with hydraulic fluid.
Assure that accumulator pressure is 3000 psi
with 1500 psi downstream of the regulator.
Observe time,then close all units simultaneously
and record the time and pressure remaining after
all units are closed YHth charging pump off.
Record on IADC report. {The acceptable lower
limit is 45 seconds closing time and 1200 psi
remaining pressure.)
13-5/8" BOP STACK TEST
Fill BOP stack and manifold with Arctic Diesel
or Calcium.Chloride Solution.
Check that all hold down screws are fully
retracted. Predetermine depth plug will seat &
mark running joint. Run test plug on drill pip~
and seat in wellhead. Run?~n lock down screws
in head.
Close annular preventer and chokes and bypass
valves on manifold.
Test all components to 250 psi and hold for 10
minutes.
Increase pressure to 3000 psi and hold for 10
minutes. Bleed pressure to 500 psi.
Close top set of pipe rams and open annular
preventer./
Increase pressure to 5000 psi and hold for 10
minutes. Bleed pressure to 500 psi.
Close bottom se~ of pipe rams and valves
directly upstream of chokes, then open top set
of pipe rams and chokes. Increase pressure to
5000 psi and hold for 10 minutes.
Test remaining untested manifold valves(if any)
with 5000 psi upstream of valve and zero pressu
downstream.
Back off runni.ng joint and pull out of hole.
Close blind rams and test to 5000 psi for 10 mi
Bleed pressure off all equipment open blind
rams. Make sure manifold & lines are full
of Arctic Diesel and all valves are set in
drilling position.
12. Test standpipe valves to 5000 psi.
13. Test Kelly cocks and inside BOP to 5000 psi
with Koomey pump.
