The following summarizes the procedure required to prepare E-28 for sidetracking and is submitted as an attachment to Form 10-403. A schematic diagram of this proposed completion is attached. 1. A Tubing Integrity Test will be performed. 2. A whipstock drift will be done. 3. Service coil will be used to set a cast iron bridge plug (CIBP) at approx. 10,200' MD. This plug will be pressure tested with AOGCC witness. 4. Service coil will be used to set a mechanical whipstock anchor at approx. 10,140' MD. The orientation of this anchor will be confirmed by running a memory inclinometer via service coil. 5. Drilling coil will be used to install the whipstock and mill the window. 6. The 2 7/8" sidetrack liner will be cemented to at least 200 ft above the window to provide additional isolation. Steps 3 and 4, setting the CIBP and whipstock anchor, are scheduled for July 24, 1999. Step 5, setting the whipstock and milling the window, is scheduled to be performed by the drilling coil on August 1, 1999, pending approval of the Permit to Drill. Chatterton, Chairman Oil and Gas Conservation Commission State of Alaska 3001 Porcupine Drive Anchorage, AK. 99501 RES ~ I_S_FI GEOL---~~ /SR G~ STANDARD ALASKA P~ODUCTION Dear Mr. Chatterton: Standard Alaska Production Company is requesting administrative approval, as outlined in Conservation Order No. 213, Rule 2, to waive productivity profile requirements for new high angle wells E-25 and E-28~ Both wells were drilled with "inverted" high angle wellbores (see Attachment). At present we are closely monitoring the production behavior of wells E-25 and E-28. While we believe it is possible to run a coiled tubing conveyed suite of production logs for these wellbore geometries, we do not believe at present that the value of the information obtained justifies the Costs and risks involved. While 1210 and 755 gross feet of perforations are open, only 94 and 93 vertical feet of the reservoir is exposed to E-25 and E-28 wellbores respectively. In the future, if production characteristics change sufficiently to warrant some kind of remedial work, it is likely that we would obtain these production logs. If you require further information to support these requests, please do not hesitate to contact J. T. Brown at (907) 564-4629. Very truly yours, T. N. Item 5: Indicate which elevation is used as reference (where not otherwise shown) for depth measurements given in other spaces on this form and in any attachments. Item 16 and 24: If this well is completed for separate production from more than one interval (multiple completion), so state in item 16, and in item 24 show the producing intervals for only the interval reported in item 27. Submit a separate form for each additional interval to be separately produced, showing the data pertinent to such interval. Item 21: Indicate whether from ground level (GL) or other elevation (DF, KB, etc.). Item 23: Attached supplemental records for this well should show the details of any multiple stage cement- ing and the location of the cementing tool. The drilling fluid program will consist of an 8.5-9.5 ppg spud mud in the 17-1/2" hole, a 9.0-9.7 ppg water base mud in the 12-1/4" hole and a 9.0 ppg oil base mud in the 8-1/2" hole. Drill 17-1/2" hole to 2700' and cement 13-3/8" L-80/S-95 Buttress casing to surface. Install blowout prevention equipment consisting of 5000 psi W.P. pipe rams, blind rams and annular preventer. Maximum possible bottom hole pressure is 4390 psi at 8800' TVDss based on original reservoir pressure. Maximum possible surface pressure is 3300 psi based on a gas column to surface from 8600' TVDss and an oil column to 8800' TVDss. Drill 12-1/4" hole to KOP #1 at 5150'. Kick off and build 2.5"/100' to an angle of 49°. Maintain 49° hole angle to K0P #2 at 9583' MD (8502' TVD BKB). Kick off and build 2.5"/100' while turning 5"/100' to the right. Build angle to 9-5/8" casing point at 9709' MD (8582' TVD BKB) which is 10 ft. above the Sadlerochit Sandstone. Run 9-5/8" 47# L-80 mixed string of Buttress and NSCC to within 5' of the 12-1/4" TD and cement in two stages: First stage using Class G cement sufficient to fill 90% annular volume to the 13-3/8" shoe. The second .stage to be downsqueezed in the 13-3/8" x 9-5/8" annulus followed by nonfreezing fluid. Change over to oil base mud. Directionally drill 8-1/2" hole building to an angle of 92" at the target (11313' MD, 9063' TVD BKB). Maintain an 92" hole angle from 11212' MD to TD, which will be approximately 12,303' MD (9028' TVD BKB). Log 8-1/2" hole with MW/) tools while drilling. Run 5-1/2" liner from 250' inside 9-5/8" casing shoe to TD and cement using Class G cement. Rotate and reciprocate liner during cementing. Clean out to 5-1/2" float equipment. Test casing and lap to 3000 psi. Displace mud with NaC1 completion fluid. Run and retrieve drillpipe conveyed cased hole logs. Run and retrieve perforating guns on drill pipe or tubing. Run 9-5/8" production packer on internal plastic coated tubing with gas lift mandrels and a sliding sleeve. Set packer 120' above top of liner. A subsurface safety valve with dual control lines will be placed 50' below base of permafrost. Install and test Xmas tree. Displace tubing to diesel through sliding sleeve. Set and test packer.
