The corrosion inhibitor is engineered to prevent water from entering the annular space and causing external corrosion that could result in a surface casing leak to atmosphere. The attached spreadsheet represents the well name, API and PTD numbers, top of cement depth prior to filling and volumes of corrosion inhibitor used in each conductor. As per previous agreement with the AOGCC, this letter and spreadsheet serve as notification that the treatments took place and meet the requirements of form 10 -404, Report of Sundry Operations. The crew was sawing off the casing when I arrived. After the casing was sawed off and removed we saw that the 9.625" casing and the 20" and the 13.375" was full of hard cement, but the 13.375" and the 9.625" annulas was not full of cement. There was approximately 15' of dead crude between the casings. This was removed by a vacuum truck and refilled with cement. The marker plate was welded on with ali of the correct information bead welded on it. The marker plate was 3' + below tundra level. Summary: i witnessed the filling of the 13.375" X 9.625" with cement and the installation of the P&A marker plate on ARCO's L5-19. The well head is still installed on the casing, the well house is removed and no flow lines are connected: The pad and surrounding area was clean and free of debris. ! contacted Arco representative Chris Alonzo and talked with him about their plans for this well. The well has never been on production and is plugged to surface. He informed me that before freeze-up, the tree would be removed, the casing cut off and an abandonment plate welded to the casing stub. Chris will contact the inspection staff prior to commencing the final abandonment work on this well. Summary: I conducted a location inspection on Arco's Lisburne L5-19 well. Final work should be completed before freeze-up this year. BP EXPLORATION ARCO Alaska, Inc. Enclosed you will also find pertinent maps of the location, a wellbore diagram and a procedure outline for the operation. L5-19 currently has a 299 ft cement plug on top of 5" drillpipe that was stuck during the drilling of the 12-1/4" hole at 16,142' (top of fish at 15,998'). Another cement plug is set from 15,050' - 14,788', when the rathole could not be cleaned out past 15,126'. Two cement plugs are also set across the 9-5/8" shoe. A 9-5/8" bridge plug is set at 350'. The fluids currently in the wellbore are 11.7 ppg mud from 14,180'- 2200' and diesel from surface to 2200'. The remainder of the abandonment work is detailed in the attached Outline Procedure. Remove ice and fill from cellar to allow access to all wellhead equipment. Note wellhead and annulus pressures and bleed to zero if necessary. Rig up to pump through the casing head. Establish injection between the 13- 3/8" and 9-5/8". Pump 300' of cement into the annulus. Leave the TOC at 11' If an injection rate cannot be established, notify PBD. We will probably need to cut and pull the 9-5/8" casing at 175' and use one cement plug to fill the 9- 5/8" and 13-3/8" from 350'- 11' Pull the BPV. Rig up coiled tubing unit. Run in hole to EZSV bridge plug at 350'. Spot an Arctic Set cement plug from 350' to 11'. WOC overnight. Dig out around the cellar to 5' below ground level. Cut off all casing strings at least 3' below ground level. Send the wellheads to Drill Site Maintenance. The gravel pad should be 6' thick. Install a 4" x 10' post with the following information bead welded to it. If a 4" post is not readily available use a 4-1/2" x 10' pup joint. The post may be installed by cementing it into the top of the well or by welding it to a plate and welding the plate to the well. This procedure should be witnessed by AOGCC. ARCO Alaska, Inc. (a) If climate, operational or en- vironmental concerns, prudency, or other cir- cumstances prevent the continuation of the pro- gram approved on the drilling permit, or for rig substitution, the operator shall apply to the commission for approval to shut down well op- erations. The commission will, in its discretion, approve the shutdown of well operations. The letter of application must set out a full justifica- tion for the shut down and be accompanied by an Application for Sundry Approvals (Form 10-403) which sets out the proposed condi- tion of the well bore upon shutdown of well op- erations, approximate date when well opera- tions will resume, and a proposed program for securing the well during the period of shutdown. (b) The operator shall file with the com- mission, within 30 days after well shutdown, a complete well record on a Report of Sundry Well Operations (Form I0-404), including a copy of the daily reports of well operations required by 20 AAC 25.070(a)(1) and a copy of all logs run in the well as required by 20 AAC 25.071(b)(5). These wells would be used for disposal of drill solids from the cuttings reserve pits at all North Slope Drill Sites. Our L5-19 well is one of the wells that we are considering for conversion. ARCO Alaska's Engineering Group has informed us that you would like to see this well plugged as soon as possible. If you approve, we would like an additional 3 months to determine if this well fits into our plans for closing out reserve pits.
