Cancelled or Expired Permit Action

This memo will remain at the front of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
redrills and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (wellbore segment) Drilling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

The Alaska Department of Environmental Conservation ~ADEC) has received and completed
its re:,iew of ,,'our August 9. 1993 letter, with enclosures, requesting approval for ciosure of
BP Exploration {.Alaska} Inc. Drilling Waste Disposal Facilities on the North Slope. These
sites have been reviewed in accordance with the ADEC Interim Site Assessment Guidance
,.:or Inactive Drilling Waste Sites. June !991. This correspondence describes our review
~rocedures. puts forward the department's findings, and takes action on the r~auests.
Currentiv. the second draft of Alaska's new Solid Waste Re.oulations. 18.AAC 60. are under
review, and this second draft contains a chapter on Inactive Reserve Pit closures. The
closure criteria in this proposed regulation parallels the closure criteria in the 1991 Guidance
Document. Closure under the 199! Guidance Document should constitute closure under the
proposed Solid Waste Regulations' if they are adopted as current drafted.
The Review Procedure
The qualitative risk screening procedure required in the above referenced document
determines whether a site presents negligible levels of risk. or if it is a significant risk
generator. A decision scheme is then employed to establish {'1') whether or not there is a

basis of concern, and (2) whether or not a waste site is likeiv to present significant risk to
human or environmental receptors.
The first step in this screenin~ criteria is estabiishin*_ a basis of concern:
"If the waste site has released contaminants or there are mechanism for r)otential releases and
there are receptors nearbv, then. there mav be cause for concern, and the waste site should
be studied further." and "If there is no' release of contamination or no mezhanisms for
potential releases and there are no rezer~rors nearby, then there is not a basis for concern and
the waste site shouid be considered ciosed."
The zriteria that are measured at a waste site to satisfy the above logical arguments are'
Evidence of release of chemica! contamination at the waste site in excess of Alaska
Water Quality Standards for ene or more target comr)ounds, or
Mechanism for potential release, and
Proximity of the waste site to biolo_,2icai receptors.
If either of the first two criteria and the last criteria are met. there is a basis for concern, and
before proceeding with Step 2. a corrective action plan shall be prepared for the site which
shall identify alternative wavs to correct or mitigate the basis of concern, prevent its
.recurrence. and select a preferred approach. Corrective action alternatives shall be described
at a conceprual level, and the selection of a preferred approach shall be based on balancing
protectiveness with implementability and cost-effectiveness.
The second step determines whether contamination at a waste site present a risk to receptors
that is significam. If risk is found not to be significant, it is considered to be "negligible."
The finding o.__r"'-.s_ignificant risk is based on the likelihood of exposure and the likel~ho-od of
adverse consequences of exposure'
"For risk to be considered significant, the receptors must be vulnerable to exposure, and the
consequences of exposure must be 'adverse' to human or animal health or the environment."
and. conversely, "If exposure is unlikely or the consequences of exposure are not 'adverse.'
then the risk is negligible.

If risk at a waste site is si~nficiant, then corrective action should be taken. The criteria that
are evaluated at a waste site to satisfv the lo~icai armaments above are ,.x,,o_ure .criteria and
consecluence criteria.
Exposure Criteria:
Recer)tor exposure is considered to be likely when:
Contaminant reiease mechanisms are iud~ed s:.gnificant . or
Containment migration is judged significant.
One or more contaminants are envirommentaily persistent.
If exposure is found to be unlikeiv, a finding of negligible :risk is made on the basis of
absence of a likely exvosure item and the action ¢ian is evaiuated under the Imr~act/Benefit

If any one of the exposure criteria are met. a finding is made that exposure is likely.

Consequence Criteria: Adverse consequences of exposure to contaminants from reserve pits
are considered to be likely when:
~a.I The durat,,on or frequency of exposure is sufficient to cause adverse health and
environmental effects. This is evaluated bv revie:ving human and wildlife use patterns at a
given waste site. waste site accessibility, and ground and surface water uses. and either;
(b) The quantity or concentration of one or more contaminants exceeds r)ertinent
federal or state water duality criteria or standards protecting health and/or the environment.
Measured contaminant concentrations in the water will be compared with health and
environmental standards and criteria for each target contaminant, to identif3' exceeclances.
When only human populations are at risk, health criteria are used. When only populations at
risk are nonhuman te.o fish. wildlife veeetationl environmental criteria and standards are
used. or:
(c) One or more contaminants exhibit high acute toxicity. The NIOSH toxicity rating
system I'NIOSH 1974~ will be used to identifv contaminants highly toxic to mammals. This

information will be used to dete,,rrnine whether a target comr~ound eyd~ibits acute high
toxicity.
If the duration and frequency of exposure is insufficient to cause adverse effects, there is no
need to evaluate the other two conseouence criteria, and a finding of negligible risk is made.
If the duration and frequency term is sufficient, but neither of the other two consequence
criteria are met. a finding of negligible risk is made. The action plan is then evaluated under
the Impact/Benefit Evaluation ster~.
If the duration and freouencv of exposure is dete,,:mined to be sufficient to cause adverse
,,,Iec,s and e/her of the other t,.vo conseauence criteria are satisfied, then a findin~ is made
that adverse conseouences are iikeiv, and the risk at a waste site is said to be siznificant. If
the screening indicates mat risk is significant, then the responsible part3.' shall proceed with
implementations of corrective actions.

The decision to grant closure approvai on these sites has been based { I~. on a review of the
submitted inactive drillin_ waste site assessment documents listed below by the ADEC-PCRO
Solid Waste. Water Quail. ry. and Contaminated Site Staff. and (2'~ site visits bx' PCRO staff
during July of 1993 along-with the resultant recommended remedial actions by ADEC
undertaken at a certain number of these sites.

t991 Guidance. zsxain remote sites exhibited metal concentrations and hydrocarbons in the
reserve put surface waters and down2radient waters in excess of the Alaska Drinkin~ Water
Standards and Alaska Water Quality Criteria {AWQC). While there is a basis for concern
for those sites where exceedances occurred, there is aiso notable risk. and any corrective
action warranted at these remote sites would not be reauired, realizing that the impact of the
corrective action would be much greater than the benefits received. These sites~for the most
part have revegetated, and any corrective action measures implemented would-impact the
established plant species at these sites. These sites are Closed As Is. There are certain sites
where corrective action is warranted, however, and Conditional Closure is granted, provided
the corrective action stipulations described are completed to the department's satisfaction.

These closure approvals are sui~ject to the following terms and conditions'
FULL SITE CLOSURE:
The approval granted bv this letter is for the inactive drilling xvaste sites only. as required
under 18 AAC 60.500 {d~. Closure for the pad as a whole must be coordinated between the
owner:operator and the appropriate state tADNR, ADF&G. AOGCC'I. or federal (BLM)
agency. Additionally, should anv contamination from historic spills be found on the pad
outside the drilling waste site {reserve pit area}, notification needs to be made to the
ADEC'PCRO Contaminated Sites Section (2714399).

Should additional information concermn~ environmental conditions at the facility make
further actions necessary to protect human health or the environment, the Department

causing or permirting the discharge of oil or other hazardous substances is rec~uired by law to
immediateiv contain and clean-ur) the discharge. ~'AS 46.04.020: 46.09.020].

If amendments to this closure approval are necessary to meet the requirements of any new
laws or regulations, the facility owner,' operator must submit an application for amendment to

In reference to the subject well, the Alaska Department of Fish and Game
requests the following wildlife stipulations be attached to the permit to drill.
1. Prior to the beginning of dril!i.ng, a ring dike will be constructed around
the drilling area to contain any spills that might occur.
~. 2.' PriOr to beginning of d~'illing, a sump of sufficient size to contain all
waste .fluids will be cOnstructed.
3. Prior to abandonment of the site, the sump must be cleared of all oil,
and covered.
The operator must dispose of all refuse waste debris,, garbage, pallet
board, visqueem, barrels, etc,, in an acceptable manner.

Further to your letter of July 11, 1968, as requested, we
enclose a sketch map on a scale of 1:51,500 showing the topography
in the vicinity of our proposed Sag Delta No. I well. This map is
based on an unpublished U.S.G.S. chart and our own reconnaissance
of the area and is, we believe, the most up-to-date information
currently available on the distribution of the mud flats and dis-
tributaries on the Sagavanirktok River Delta.
