The following are PNRA's designated contacts for reporting responsibilities to the Commission: 1) Completion Report Vern Johnson, Senior Staff Drilling Engineer (20 AAC 25.070) 907.343.2111 vern.johnsonepxd.com We anticipate having resolution of the Oooguruk - Kuparuk well spacing prior to the end of the requested extension. This resolution of well spacing will likely require a submittal of a new permit to drill request, as the bottom hole location will likely change by greater than 500' in distance. If you have any questions or require further information, please contact Vern Johnson at 907.343.2111. In the course of that review, I have prepared a list of the permits issued to date for the Oooguruk project. I realize that Pioneer has encountered drilling difficulties that have resulted in halting operations on some of the wells. Also, halting operations was planned due to the seasonal drilling restriction for some of the Kuparuk wells. Would you or one of the engineers complete the following table for the ODS wells? I have included the information I have available. It is possible that I have not seen all the paperwork that has been filed. I am particularly interested in wells that have been spudded and then operations halted. I expect that we will exchange a few messages to get things all filled out. My review is only part of what occurs at the Commission. The review will start with Steve Davies the geologist and as Joe can attest, he is most thorough. I do have one request that will help my review. Could you send copies of the daily reports for the surface hole sections or at least the operational details? The only details I really don't need and do remove if I get them is cost information. Thanks in advance. The plan would be as below and is similar to the next couple wells: 1. MIRU Nabors 19AC over pre - installed 16" conductor casing. 2. Nipple up and function test the 21 -1/4" diverter system prior to spud. (Notify the AOGCC Field Inspectors 48 hours prior to diverter function test). 3. MU 12 -1/4" Directional Drilling, MWD /LWD assembly. Drill surface hole to the casing point at —3683' MD / 2995' TVDrkb, making wiper trips as necessary. Circulate and condition the hole to run casing. POOH. 4. Run and cement the 9 -5/8 ", 40# surface casing — a Port Collar will be run based on hole conditions at Company Rep discretion. Displace the cement with seawater. 5. Ensure floats are holding. WOC if needed. 2/1/2008 Page 2 of 2 6. RIH with enough drill collars and HWDP to displace a volume equivalent to the pipe displacement of -2100' of 2 -7/8" tubing. Note: This is to remove the seawater from the upper part of the 9 -5/8" casing and allow for the installation of a 2 -7/8" tubing circulation string. 7. ND Diverter and NU wellhead. 8. RIH with enough 2 -7/8" tubing to allow for the circulation of diesel freeze protection fluid to -2000' TVDrkb. 9. Land the tubing and RILDS. Install TWC. 10. NU Tree and test. 11. Pull TWC. Circulate diesel freeze protection fluid to freeze protect the well to -2000' TVDrkb 12. Temporarily suspend the well. RDMO to slot 35 to drill the surface hole for that well. Note: With the conductors on 7' centers, the well will be temporarily suspended due to the need to batch drill the surface casing strings. Batch drilling of the surface casing strings will aid in avoiding a welibore collision along with reducing the hazards associated with a wellbore collision, should one occur. We are currently at TD of the well at 3683' MD and performing a wiper trip prior to pulling out of the hole and running our casing. Please let me know if there is anything else you need or if you have any questions or comments. james James Franks Drilling Engineer Pioneer Natural Resources Alaska 907 - 343 -2179 Statement of Confidentiality: This message may contain information that is privileged or confidential. Commission 333 West 7 Avenue, Suite #100 Anchorage Anchorage, AK 99501 RE: Application for Permit to Drill ODSK -35 Surface Location: 2955' FSL, 1111.8' FEL, Sec 11, T13N, R7E, UM X = 469886.6, Y = 6031070.76, ASP4 Pioneer Natural Resources Alaska, Inc. (PNRA) hereby applies for a Permit to Drill a production well from the Oooguruk Drill Site (ODS) located within the Oooguruk Unit. The well is designed to be a production well in the Oooguruk- Kuparuk formation. PNRA requests the permit to drill based on Pool Rules turned in, but yet to be approved. As indicated in the attachments, the drilling program will entail drilling a directional 12'/4' surface hole to approximately 2,825' MD / 2,806' TVDrkb, where surface casing will be set. An 8 -3/4" directional wellbore will be drilled into and set at the top of the Oooguruk - Kuparuk interval at approximately 9,578' MD / 6,108' TVDrkb. The horizontal production interval will be drilled to 14,790' MD / 6,189' TVDrkb, the final TD of the well. The proposed casing program will utilize 9%" surface casing, 7" intermediate casing and 4 %2" slotted liner production casing. The completion will utilize 3 %2" x 2 7/8" tubing and an ESP. It is planned to batch set a series of surface casing strings from ODS Slot 36 to slot 31 to mitigate the risk of wellbore collision and to allow to run Magnetic Ranging tools to further aid in reducing the wellbore placement uncertainty. As such, PNRA plans to drill the surface casing string for this well and then temporarily suspend the well to continue to batch drill the next slot. After testing BOPE, pick up the drilling assembly and RIH to the float collar. Circulate to consistent mud weight and rheology. 2. Shut in with the pipe rams and test the casing to the required test pressure. Record the volume of mud required and the corresponding pressures in /a bbl increments. When the design pressure is reached shut in the well and record the shut in pressure for 30 minutes. 3. Bleed off pressure while taking returns to a calibrated tank and record volume recovered. 4. Drill out the shoe track. Drill 20 ft of new hole and circulate the hole clean with consistent mud weight in /out. Pull up into the casing shoe. 5. Perform a Leak Off Test: • Calculate the required test pressure to reach leak off with the actual mud weight and the estimated fracture EMW. • Plot the casing test data and the calculated leak off on appropriate scale coordinate paper. As a guide, use the data from the casing test to determine the approximate volume of mud required to reach the calculated LOT. • Shut the well in. R/U the test pump. • Bring the pump on line at 0.25 — 0.50 bpm. Maintain a constant rate. • Record the pressure for every 1 /4 of a bbl pumped. • Continue pumping until the pressure vs. volume curve breaks over indicating leak off. • Discontinue pumping and shut in the well. Record the shut in pressure in 1 minute increments for 10 minutes or until pressure shows stabilization. • Bleed off the pressure and record the volume of mud recovered. • Plot the data to determine the Leak Off Test pressure at the shoe as EMW. • Submit the test results to the Pioneer drilling engineer for distribution as required. In that well, they took a 2 ppg kick ✓ over planned mud weight - to -12.5 ppg. Prior to drilling into the Kuparuk, hold a pre - reservoir meeting to outlined hightened awareness and kick detection o Following the Kuparuk penetration, pick up off bottom, shut off the pumps and perform a flow check to verify there isn't any overpressure. ✓ Hydrates and Shallow gas • No hydrates are expected in this area. Lost Circulation /Breathing /Formation Stability • Lost circulation is not expected, but if encountered, consult the Lost Circulation Decision • Tree. • Breathing may be seen while drilling the Hue shale. Minimizing swab and surge on the formation is critical to reducing the impact of breathing in the wellbore. • A formation study was conducted by GMI which indicated mud weights >12.5 ppg to maintain hole stability across the HRZ above the Kuparuk. Should shale instability be observed, pay close attention to the cuttings returned to surface and attempt to make small changes to mud weight to regain stability. o Splintered shales - indicates the mud weight may be too low o Tabular shales - indicates the mud weight may be too high Kick Tolerance/Integrity Testing Kick Tolerance / Integrity Testing Summary Table Casing set / Interval Maximum Influx Mud Exp Pore Min LOT / FIT Volume Weight Press 9 -5/8" Surface / 8 -3/4" hole 31 bbls 10.2 3083 12.0 ppg (LOT) 7" Intermediate / 6 -1/8" hole Infinite 10.2 3083 13.5 ppg (FIT) NOTE: All LOT / FIT will be taken with a minimum of 20 -ft and a maximum of 50 -ft of new hole drilled outside of the previous casing string Hydrogen Sulfide • The Oooguruk Drill Site is not designated as an H site, however Standard Operating Procedures for H precautions should be followed at all times. The ODSN -32i and ODSN -31 are here in the office and so, so close to going out the door. I will have to add the information in your 2nd paragraph to those prior to going over to your shop and will get the information for the other 4 to you soon. Thanks for the information on the 407 and mentioning the sundry to re -enter on the ODSN -34i. Joe said that you had a comment on the LOT for the surface shoes on the wells due to a possible request for annular disposal in the future. I have always intended to take those LOT and not just to an FIT, so if I have said FIT for the surface casing shoe, I apologize for the error. Prior to the end of the unrestricted season on April 15th, we are going to everything we can to get 3 Kuparuk wells drilled. As such, we are having to make a few changes to the drilling schedule. Right now, we are likely to only be batch setting the surface casings for the ODSK -36i through ODSN -32i and deferring the ODSN -31 surface casing to later in the program. Also, due to the end of the unrestricted season, we not be able to drill the ODSN- 32i to TD this winter and will need to turn in a 407 to suspend and then a sundry to re- enter. I am attaching a snapshot of the schedule to illustrate the first few months of the plan — of course this could change at any moment... and probably will©. As I understand, these 4 wells as well as -32 and -31 will have the surface sections batch drilled and then as many K wells as possible will have the remainder of the wells drilled prior to —May 1( ?). The drilling order for the initial 4 wells will be -36, -35, -34 and -33 with the remainder likely -32 and -31. I would expect that the remaining permits will be submitted soon. In the directional portion of the permit applications, I am requesting that the traveling cylinder plot and antis collision information be included. I realize that most of the well sections are still to be drilled, however planned or designed information for proximity is acceptable. Where a given well is an injector, wells within a %4 mile radius at the top of the hydrocarbon formation(s) should be identified with the planer distance between wellbores calculated. I note for ODSN -34 that it is stated that it is likely to be a year before the rig would return to drill the remainder of the well. For that well and any Kuparuk well where it is not possible to drill the deeper sections prior to the conclusion of the winter season, a 407 with ail the necessary operations information should be submitted with the well status noted as suspended. A sundry notice will then be needed when operations are resumed. It is not necessary to file any formal paperwork on these wells after the surface casing is set and the rig has moved on. When the rig begins drilling the deeper sections on the wells, I'd appreciate an email with the projected forward schedule provided. Congratulations on beginning the drilling operations.
