Cancelled or Expired Permit Action

This memo will remain at the front of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
reddlls and or muitilaterals in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to ddll.
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (weiibore segment) Ddlling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Dear Sirs:
Grand Banks Energy Company wishes to withdraw its permit to drill the Epperson
Knob Unit No. 1 (Permit No. 84-124) as granted by the Alaska Oil and Gas
Conservation Commission (AOGCC). By Grand Banks withdrawal of its drilling
permit, I understand that the AOGCC can then approve the application of
Alaskan Crude Corporation to receive the drilling permit on the subject well.
Also, I understand that approval by the commission of withdrawal of the permit
to drill constitutes the release of Grand Banks Energy Company's bonding
obligation.

Enclosed is the approved application for permit to drill the
above referenced well.
If coring is conducted, a one cubic inch chid from each foot of
recovered core is required. Samples of Well'cuttings, a minimum
of four tablespoons, and a mud log are required. An inclination
survey is requ{red as per 20'AAC 25.050(b)(5). If available, a
tape containing the digitized log information shall be submitted
on all logs for copying except experimental logs, velocity
surveys and dipmeter surveys.
l~ny rivers in Alaska and their drainage systems have been
classified as important for the spawning or migration of
anadromous fish. Operations in these areas are subject to
AS 16.05.870 and the regulations promulgated thereunder (Title 5,
Alaska Administrative Code). Prior to commencing operations you
may be contacted by the Habitat Coordinator's Office Department
of Fish and Game. '
Pollution of any waters of the State is prohib~.ted by AS 46,
Chapter 3, Article 7 and the regulations promulgated thereunder
(Title 18, Alaska Administrative Code, Chapter 70) and by the
Federal Water Pollution Control Act, as amended. Prior ko
commencing operations you may be contacted by a representative of
the Department of Environmental Conservation.

To aid us in scheduling field work, please notify this office 24
hours prior to commencing installation of the blowout prevention
equipment so that a representative of the Commission may be
present to witness testing of the equipment before the surface
casing shoe is drilled. Where a diverter system is required,
please also notify this office 24 hours prior to commencing
equipment installation so that the Commission may witness testing
before drilling below the shoe of the conductor pipe.
In the event of suspension or abandonment, please give this
office adequate advance notification so that we may have a
witness present.

Non-Deviated Hole
I. Conductor Pipe
1. Drill 17 1/2" hole to 250 feet.
2. Set 13 3/8" casing as described in Section 21. Cement casing as
per attached cementing program. WOC 12 hours.
3. Cut-off casing. Install 13 3/8" slip-on type wellhead w/2 screwed
outlets--1 side bull-plugged and other side w/2"x4" nipples, 2"-5000 psi
working pressure full opening valve and bull plug.
4. Install Blow-out Prevention Equipment as per attached schematics.
5. Pressure test 414km~s, wellhead, and ~casing to 1500 psi.
II. Surface Casing
1. Drill 12 1/4" hole to 3,000 feet.
2. Set 9 5/8" casing as per Section 21.
3. Cement 9 5/8" casing as per attached cementing program. WOC 12 hours.
4. Set slips on 9 5/8" casing. Cut-off 9 5/8" casing. Install 11"-
5000 p~i working pressure flanges.
5. Ihstall BOP equipment as per attached schematics.
6. Pressure test BOP, kill lines, blow lines, wellhead, and 9 5/8" casing
to 3000 psi.
III. Production Casing
1. Drill out float equipment and 50 feet of new formation. Pressure test
to perform Leak-off Test.
2. Drill 8 1/2" hole to 11,500 feet.

IV. Blow-out Prevention
1. Blow-out prevention drills will be practiced on a periodic time
schedule and noted on tour sheets. An adequate supply of weight-up
mud material will be on location at all times.
2. Normal procedures will be used to handle any kicks. Drilling crews.
will be familiar with the wait and weigh method and driller's method
of controlling a kick.
3. Gas kicks and water flows are expected from depths of 4,000 feet to
10',000 feet.
4. Below 10,000 feet, lost cirqmlation may occur. If so, an intermediate
string of 7" casing will be run and cemented above the lost circulation
zones.
5.Attached are Blow-out Prevention Equipment Schematics which will be used.
