Cancelled or Expired Permit Action

This memo will remain at the front of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
reddils and or multilaterais in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (weiibore segment) Ddiling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Additionally, ACC applied for permits ~o drill wells which were
issued on 7/31/87 amd 8/24/87 ~3and BRX 22-1 respectively).
In view of the very sloppy compiiance with our regulations and the
reporting, we should consider some means to obtain betzer compliance.
Possibilities include a strongly worded letter, retraction of the new
permits, issue no additional drilling permits to ACC until compliance
on existing well is obtained, or some other punitive measure.

Dear Mr. Oryall:
Enclosed is the approved application for permit to drill the
above referenced well.
The permit to drill does not indemnify you from the probable need
to obtain additional permits required by law from other
governmental agencies prior to commencing operations at the well
site.
To aid us in scheduling field work, please notify this office 24
hours prior to commencing installation of the blowout prevention
equipment so that a representative of the Commission may be
present to witness testing of the equipment before the surface
casing shoe is drilled. ¥*~ere a diverter system is required,
please also notify this office 24 hours prior to commencing
equipment installation so that the Commission may witness testing
before drilling below the shoe of the conductor pipe.

ADDENDUM TO PERMIT TO DRILL
ALASKAN CRUDE CORPORATION WELL NO. BFC 31-1
1.) Presently available data from adjacent wells indicates the
absence of abnormal pressures and we do not expect to
penetrate overpressured strata in our proposed well.
2.) Alaskan Crude Corporation hereby requests the Commission
to waive the requirements of 20 AAC 25.061. Well Site
Surveys pursuant to paragraph "C" of said regulation.
3.) Excess cement will be available on location for the
cementing of all casing to accomodate the fill up factor
needed for excess hole capacity caused by wash outs
as shown on the caliper logs.

5.) After consideration of the collapse~ rating of the 26#
7" liner listed on our application we have decided to
change the casin~' program to specify 29#, 7" liner
instead.

1.) Drive 30", 133# conductor to 100'+/-. Install 30" Bell
Nipple and Flow line.

3.) Perform as built survey of wellbore. Install 20" diverter
system as shown on attached illustration. Notify AOGCC and test

4.) Drill out shoe of 20" casing. Dri/ll 12 1/4" hole to
700'
KOP. Directionally drill 12 1/4" hol~to 2500' +/-. Log hole.
Open hole to 17 1/2"- Run and cementrl3 3/8" 68# casing. Land
casing and install 20" API 5000 PSI wp x 13 5/8" API 5000 PSI wp
casing head and install 5000 PSI wp BOPE consisting of RSRRA as
per attached illustration. Notify AOGCC and test BOPE.
5.) Drill out shoe of 13 3/8" casing and run leak off test.
Directionally drill 12 1/4" hole to 10109 +/-. Log hole. Run
and cement 9 5/8" 47# casing. Final cement volumes to be
determined from caliper log. ~ ~,~ ro~?
6.) Drill out 9 5/8" casing shoe and perform leak off test.
Drill 8 1/2" hole to 11,709' +/-. Log hole. Run and cement 7"
26# liner.
7.) Test liner lap. Run drill stem tests based on formations
encountered and according to supplemental program.
8.) Suspend or P and A well. Move out and clean up location.

This letter formally acknowledges our receipt of a completed
Designation of Operator (Form 10-411) for each of the following
two undeveloped properties:
a. State Lease ADL No. 326070
Sections 16, 17, 18, 19, 20, 21 and
360 Acres of Section 22, T13N, R10W, SM.
b. State Lease ADL No. 369211 Sections 19, 20, 29, 30, 31 and
52 acres of Section 32, T2N, R12W, SM.
These two documents attest to the desire of Cliff Burglin &
Associates (ADL No. 326070) and Cliff Burglin and Kelley Everette
(ADL No. 369211) to relinquish their roles as operators for these
properties, and to the intent of the Alaskan Crude Corporation to
accept operatorship for these properties.
Alaskan Crude Corporation has on file with the Commission a
blanket bond in good standing should a decision be made to drill
on either property. Accordingly, the transfer of operatorship is
approved.

Dear Mr. Burgl in'
I have reviewed your letter to me dated April 15, 1987 concerning directional
drilling into oil and gas lease ADL 369211 from an adjacent location. Because
the oil and gas rights under your proposed drill site currently are reserved
to the state, I disagree with your conclusion that you have the "right" to
drill at this time. However, it may be possible to authorize you to drill
from your proposed site even though the lands are unleased.
Paragraph 12 of oil and gas lease ADL 369211, ll AAC 83.145 and ll AAC 83.150
apply to existing oil and gas leases. The uplands portion of the SE 1/4 of
Section 31, T. 2 N., R. 12 W., S. M. (identified as Government Lot #1 on tile
plat attached to your letter) currently is not under oil and gas lease; all
oil and gas rights in that tract are reserved to the state. As a result of
this reservation, no party except the state currently has the right to drill
for oil and gas on the tract or to drill through the tract into an adjoining
tract.
However, the Commissioner of Natural Resources has discretion to grant
authorization to drill through Government Lot #1 to assist Burglin in its
efforts to drill into ADL 369211. I will be contacting you in tile near future
concerning the type of authorization that possibly could be granted and some
of the terms and conditions that might be included in such an authorization if
it were granted.
In your phone conversation with Mr. Bill Van Dyke you mentioned that you also
would be applying for an Exploration Incentive Credit for your proposed
well. A review of your lease indicates that you are not eligible for an
Exploration Incentive Credit.

It has recently come to Burglin et al (Burglin's) attention
that oil and gas rights reserved to the State under governmental
lot #1 located in the SE¼ of Section 31, T2N, R12W, Seward Meridian
are un]eased at this time. Burglin has recently purchased the sur-
face riLfnts to governmental lot #1 for use as a drill site. Govern-
mental lot ~1 consists of 28.6118 acres, more or less. The remainder
of Section 31 oil and gas rights are urider lease to Burglin.
Burglin has discussed this issue with Mr. Bill VanDyke of your staff.
It is clear under 11AAC 83.145 Directional Drilling Clause and
11AAC 83.150 Reservations (a) (4) and (5) that Burglin has a right
to directional].y drill from governmentallot ~1 in order to bottom-
hole and access ADL 369211.

Burglin would like to get this matter resolved as it is Burglin's
intent to construct a drill site on governmental lot #1. There
appears to be no department procedures.for this situation. Please
advise in writing-
