In answer to your question below, on or about June 19th the Plant ESD testing was in progress. When the
facility was restarted the process flare flow increased by apprax 26 MSCFD. Troubleshooting began same time
later. Ultimately the source was discovered on the 6th of Oct. The Fuel Gas Scrubber vent to flare valve
ROV-9Q6Q was found to be leaking by. The valve was stroked and reseated fully closed. The purge gas has
returned to a normal operating range approx 246 MSCFD as indicated on Fl-EF2451.

August after a couple years hovering near 15 MMcf. I'd appreciate an explanation here as

CPF2 had a planned emergency shut down (ESD) on 20 July, 2005. While
the monthly pilot purge gas volume was 15.8 MMscf in July, it jumped up
to 22.7 MMscf in August and 24.6 MMscf in September after the plant was
restarted. We noticed this increase and thoroughly inspected the plant
for misaligned valves to the closed hydrocarbon drain (CHD) and flare
system to determine the source of the increased rate. we discovered
that the first stage suction scrubber vent to flare was leaking. This
is a V-ball and, apparently when it closed, it went past the stop which
resulted in an approximate 100 Mscf per day leak. The valve has been
readjusted and sealed tight.
On October 7th, we were working on the CF3D isolation procedure and found
that the fuel gas scrubber liquid dump to the closed hydrocarbon drain
was stuck in 100 open position. We changed the level set point, and
the valve closed. This lowered the flare rate by approximately 200 Mscf

per day.
The pilot purge gas volumes in October should be consistent with those
before the July 20th ESD.

CPF2 had a planned emergency shut down (ESD) on 20 July, 2005. While
the monthly pilot purge gas volume was 15.8 MMscf in July, it jumped up
to 22.7 MMscf in August and 24.6 MMscf in September after the plant was
restarted. We noticed this increase and thoroughly inspected the plant
for misaligned valves to the closed hydrocarbon drain (CHD) and flare
system to determine the source of the increased rate. We discovered
that the first stage suction scrubber vent to flare was leaking. This
is a V-ball and, apparently when it closed, it went past the stop which
resulted in an approximate 100 Mscf per day leak. The valve has been
readjusted and sealed tight.
On October 7th, we were working on the CHD isolation procedure and found
that the fuel gas scrubber liquid dump to the closed hydrocarbon drain
was stuck in 100 open position. We changed the level set point, and
the valve closed. This lowered the flare rate by approximately 200 Mscf

The pilot purge gas volumes in October should be consistent with those
before the July 20th ESD.

A' GCL shutdown due to high discharge temp. (TSHH
7076A) on the 1st stage discharge. TSHH 7076A is
a shutdown alarm. The high discharge temp alarm
never came in on the GE MARK IV panel. Trends of
the 1st stage discharge temperature did not show
abnormal temp. When the gaslift compressor
shutdown there was a problem with the heat recovery
unit. The seal damper would not stroke-this
prevented a quick restart.
