Turbine Compressor 1804 was being restarted after a major overhaul & controls panel upgrade. There were several frozen gas coolers that had to be thawed prior to bringing the machine online. Gas was purged through the system piping to warm up/thaw the coolers and this gas was flared. Total volume flared was 208 MSCF and flaring occurred over 1 hr, 0 mins. A PSV (pressure safety valve) in the HP gas fin fans opened for no apparent reason. It is suspected that the sensing line froze (the actual pressure was below the setpoint for the PSV). Flaring occurred from 0122 to 0201 (39 mins, 6771 MSCF) and then again from .0730 to 0835 (1 hr, 5 mins, 18959 MSCF). Additional heat was added to the cooler bay and the PSV has been repaired. CGF lost complete electrical power due to a ground fault on the T4 electrical transmission line. Backup emergency power generation failed to start. This resulted in the loss of instrument air and normal process control and an emergency complete facility shutdown and blowdown was initiated. Approximately 3400-MMSCF 0120 wells) was shutin at the FS's and GC's. Flaring occurred until the incoming pressure to CGF decreased to normal operating conditions. CGF flared for 2 hrs, 0 mins and the total flared was 24,700 MSCF. FS1 flared intermittently from 01:25 to 08:23 hrs (203 minutes total flaring) and the total flared was 38,181 MSCF. GC1 flared intermittently from 01:18 to 16:26 hrs (138 minutes total flaring) and the total flared was 7,953 MSCF. GC2 flared for 50 mins and the total flared was 3,889 MSCF. GC3 flared for 58 minutes and the total flared was 4,028 MSCF. A second extended flaring event occurred at CGF on July 1, 2005 during plant restart. Seven extended flaring events occurred betwwen 7/24 and 7/26, due to facility start-ups following the shutdown.This is a note giving you a courtesy "heads up" on the greater than one hour flare events you will be seeing in the monthly gas disposition reports prepared by the Anchorage Volume Accounting Team. * CGF experienced one extended flaring event on July 22nd during depressuring of the 60" EOA gas transit line for a valve repair.Total flared volume was 26,000 MSCF, total duration was 12 hours and 44 minutes. * FS1 experienced one extended flaring event on July 22nd during a controlled blowdown for planned maintenance.Total flared volume was 9,259 MSCF, total duration was 7 hours and 0 minutes. * CGF experienced three extended flaring events on July 23rd during equipment shut-down for planned maintenance. The first two events were due to blowdown of the 1857 tandem compressor. The total flared volume for the first event was 350 MSCF, total duration was 1 hour and 47 minutes. The total flared volume for the second event was 350 MSCF, total duration was 1 hour and 18 minutes. The third event was due to the ESD of LTS-2 for planned maintenance. The total flared volume was 2,600 MSCF, total duration was 1 hour and 0 minutes. * FS3 experienced three extended flaring events on July 23rd during a planned shut-down. Total flared volume was 3,225 MSCF, total duration was 2 hours and 30 minutes. * GC3 experienced one extended flaring event on July 24th during re-pressurization of the plant during start-up.Total flared volume was 483 MSCF, total duration was 2 hours and 19 minutes. * FS3 experienced two extended flaring events on July 24th during plant start-up. The first event was due to a valve stem leak in the inlet to the "A" oil train high pressure separator. The separator had to be depressured to secure the leak. Total flared volume was 97 MSCF, total duration was 2 hours and 30 minutes. The second event was due to the 1801 tandem compressor restart. Total flared volume was 5 MSCF, total duration was 2 hours and 10 minutes. * FS3 experienced one extended flaring event on July 25th during plant start-up. The event was caused by the 1801 tandem compressor unloading and causing the STV/IP suction scrubbers to release to the flare system. Multiple attempts were made to reload the compressor, it finally started after the production fluids and gas warmed up. The problem was exacerbated by the reduced rate and cold fluids from GC3. Total flared volume was 8,184 MSCF, total duration was 16 hours and 29 minutes. * GC3 experienced three extended flaring events during facility start-up on July 25 and July 26th The first event occurred during loading of the K-7001 LPS compressor after the shutdown. The total volume flared was 2,284 MSCF and the total event duration was 4 hours and 59 minutes. The second event was caused by the K5500 compressor shutting down during facility start-up due to a seal leak. K5500 procedures were followed to minimize flaring. Total flared volume was 3,851 MSCF, total duration for the event was 18 hours and 29 minutes.The third event was due to the use of assist gas during K-5000 seal repair. The EOA MI header system was being depressured to 500 psi in order to install external sleeves on a section of the line that had external corrosion between FS1 and FS2. MI to the entire EOA side was shutoff at CGF and the pressure bled down from 3000 psi to 1700 psi through the MI injection wells (the header did not bleed down past this point due to reaching pressure equilibrium with the reservoir). Additional depressuring down to 500 psi was accomplished by opening MI bypasses at several Drill Sites on the EOA and by venting MI at DS3. The total volume vented at DS3 was 1,200 MSCF. Venting started at 1245 and finished at 1620 hrs (3 hrs, 55 mins total). If you require additional information, please don't hesitate to call me.
