CGF lost complete electrical power due to a ground fault on the T4 electrical transmission line. Backup emergency power generation failed to start. This resulted in the loss of instrument air and normal process control and an emergency complete facility shutdown and blowdown was initiated. Approximately 3400 MMSCF (120 wells) was shutin at the FS's and GC's. Flaring occurred until the incoming pressure to CGF decreased to normal operating conditions. CGF flared for 2 hrs, 0 mins and the total flared was 24,700 MSCF. FS1 flared intermittently from 01:25 to 08:23 hrs (203 minutes total flaring) and the total flared was 38,181 MSCF. GC1 flared intermittently from 01:18 to 16:26 hrs (138 minutes total flaring) and the total flared was 7,953 MSCF. GC2 flared for 50 mins and the total flared was 3,889 MSCF. GC3 flared for 58 minutes and the total flared was 4,028 MSCF. A second extended flaring event occurred at CGF on July 1, 2005 during plant restart. The power supplies for the LPS compressors needed to be replaced. The plan was to replace the power supply on one machine and then the other. During the first replacement, the waste heat recovery unit on the second compressor failed which caused the process temperature to cool. This in turn degraded the performace of the LP/IP compression systems resulting in the intermittent flaring. The replacement power supply was powered up and heat was returned to the process and flaring stopped. GC1 flared intermittently between 03:07 to 18:45. Total flare time was 8 hrs, 24 minutes and the total flared was 1,750 MSCF. If you require additional information, please don't hesitate to call me. An engineering inspection determined that the equipment must be shut down for repair. The GHX plant was shutdown at 21:00 on December 21. The GC1 plant stayed on line with limited production at ~50 mbpd and a gas rate of 1045 mmscfd the normal through put is approximately 100 mbpd and 2.5 bcfpd. This shut down resulted in a lack of IP/LP available gas for compressors K-105 and K-107 which resulted in back pressure in V-136 which is relieving to the LP system resulting in a clean vertical flare of approximately 6 mmscfd. All potential and controllable options to reduce flare volume have been taken into consideration and acted upon. There are two crews working 24 hours a day to repair the vessel as soon as possible. This requires a safe out and entry into the vessel to inspect the welds that make up the water boot to the vessel. We will not know the duration of the incident until the vessel has been entered and inspected.
