'C' Gas lift compressor was brought online after planned maintenance. After plant conditions had stabilized from bringing shut in wells back on, it was noticed that a small continuous volume of gas was flaring. PLANNED UNPLANNED ACTION TAKEN TO ELIMINATE CAUSE All available operators proceeded to check the gas source PSV's and pressure control valves In the facility. When the STV compressor PSV was found to be the source, it was blocked in and put on the Safety Defeated Log. The PSV valve shop was notified to Unplanned repair the PSV. 1. Thank you for researching and clarifying this. Pursuant to your question, we have done considerable research. In the end, our conclusion is that the volumes reported in the November gas disposition report for CPF1 are correct. During November and December CPF1 was utilizing the East Main Flare. It is typically in standby service, as a result it is uncommon for the nuances associated with its long -term use to show up in our gas reporting. This flare is not a smokeless design, and must be supplied with more assist gas to meet applicable air quality requirements. Since the East Flare was in service all of November and most of December the effect on gas accounting was more readily evident. The overall volume of gas reported for November is consistent with typical use, and the distribution of assist gas and pilot and purge for the months of November and December is consistent with what we would expect to see based on East Flare service. Pilot and purge for these months is significantly lower than usual, while assist is significantly higher. Assist gas fulfills the function of pilot and purge as well as assist, so there is a concurrent reduction in pilot and purge volumes when assist gas is used. It appears the question regarding the pilot and purge volume attributable to how the gas is categorized for reporting, rather than a data error. Please let me know if you have any questions.
