An extended flaring event occurred at FS2 on May 30. LPS machine 1803 shut down due to an
instrument failure indicating high level in the overhead seal oil. Flaring occurred for 1 hour and 50
minutes, total volume flared was 458 MSCF

An extended flaring event occurred at FS2 at 1943 on June 24. STV /IP compressor 1802 shut down due
to high compressor discharge temperature (related to high ambient temperatures). Several restart
attempts on both 1802 and 1801 STV /IP machines failed, so an instrument tech and a mechanic were
called out. After a significant amount of troubleshooting, an adjustment was made to the "Start Fuel Gas
Pressure" and the 1801 machine was brought on line and loaded up. Duration of the event was 3 hours
and 32 minutes, total flared volume was 986 MSCF.

An extended flaring event occurred at FS2 on July 26. The cause was the unplanned shutdown of the
STV /IP compressor, 1801, due to high discharge temperature at 1300 hours (the ambient temperature
rose from the low 50's and peaked at over 70 deg). System flaring began at 1304 hours and ended at
1437 hours. Two attempts were made to restart the 1801 machine, the first failed to sequence due to a
low differential pressure on the IP seal oil system and the second was caused by high vibration on the
STV compressor. Three attempts were required to get the standby machine, 1802, online. The first
two attempts failed to sequence due to errant high balance line flow indication on the STV, the third
attempt was successful, the unit was loaded, and flaring ended after 93 minutes. Total flared volume
was 388 MSCF.

August & September 2006 the PBU field was shut down for an oil pipeline that was either cracked or corroded.
The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down.
A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources
for each month.
Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC
makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the
status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place
of the current report. The database will be revised and procedures handled properly to correct this gas disposition
excessive flaring event.
This page will be entered into each Gas Disposition Facility folder for the 2 months of excessive flaring until this
situation is corrected. This page will be removed along with the duplicate reports when the final determination is
made.

An extended flaring event occurred at FS2 on August 4. The cause was an unplanned shutdown of
STV /IP compressor 1801 due to a hydraulic leak which leaked fluid into the control panel. Attempts to
start the backup compressor (1802) as a contingency were unsuccessful due to a valve limit switch
problem. The online compressor (1801) shutdown for an undetermined reason during the time
operations was trying to start 1802. This resulted in parallel troubleshooting efforts to try to get one
machine started. STV /IP compressor 1801 was successfully restarted after cycling the power to the
control unit. System flaring began at 0804 hours and ended at 1207 hours (243 minutes). Total flared
volume was 1012 MSCF.

Flaring events related to depressurizing common lines, pigging, shut downs,
restarts and water washing.
• FS2 event occurred on October 2nd starting at 01:00 and lasted 8 hrs
47 mins, total volume flared was 1,005 MSCF. Depressured common
line 16/17C in preparation for pigging. Line allowed to float on flare
header pressure while doing final preparation resulting in the extended
duration.
• FS3 event occurred on October 5th starting at 09:04 and lasted 1 hr 11
mins, total volume flared was 120 MSCF. 1804 tandem compressor had
2 compressor blow downs during trip and restart.
• FS3 event occurred on October 5th starting at 09:04 and lasted 1 hr 11
mins, total volume flared was 644 MSCF. 1804 tandem compressor shut
down on a speed control power fault.
• FS2 event occurred on October 6th starting at 12:57 and lasted 1 hr 33
mins, controlled blow down total volume was 194 MSCF. Water washing
1803 Frame 5 turbine
• FS2 event occurred on October 6th starting at 15:30 and lasted 1 hr 50
mins, total volume flared was 229 MSCF. 1803 gas compressor shut
down due to controls /turbine trouble.
• FS2 event occurred on October 7th starting at 08:00 and lasted 6 hrs 57
mins, controlled blow down total volume was 1,448 MSCF. Depressured
CL 16/17C for blinding.
• FS2 event occurred on October 7th starting at 09:30 and lasted 1 hr 58

PBU FIELD SHUT DOWN
EXCESSIVE FLARING EVENT
(FS- 14A-2 S -3, GC -2 & GC -3)
AUGUST SEPTEMBER (NOVE. BER
August & September 2006 the PBU field was shut down for an oil pipeline that was either cracked or corroded.
The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down.
A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources
for each month.
Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC
makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the
status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place
of the current report. The database will be revised and procedures handled properly to correct this gas disposition
excessive flaring event.
This page will be entered into each Gas Disposition Facility folder for the 2 months of excessive flaring until this
situation is corrected. This page will be removed along with the duplicate reports when the final determination is
made.
