System flaring began at 1304 hours and ended at 1437 hours. Two attempts were made to restart the 1801 machine, the first failed to sequence due to a low differential pressure on the IP seal oil system and the second was caused by high vibration on the STV compressor. Three attempts were required to get the standby machine, 1802, online. The first two attempts failed to sequence due to errant high balance line flow indication on the STV, the third attempt was successful, the unit was loaded, and flaring ended after 93 minutes. The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down. A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources for each month. Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place of the current report. The database will be revised and procedures handled properly to correct this gas disposition excessive flaring event. This page will be entered into each Gas Disposition Facility folder for the 2 months of excessive flaring until this situation is corrected. Attempts to start the backup compressor (1802) as a contingency were unsuccessful due to a valve limit switch problem. The online compressor (1801) shutdown for an undetermined reason during the time operations was trying to start 1802. This resulted in parallel troubleshooting efforts to try to get one machine started. STV /IP compressor 1801 was successfully restarted after cycling the power to the control unit. BER August & September 2006 the PBU field was shut down for an oil pipeline that was either cracked or corroded. The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down. A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources for each month. Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place of the current report. The database will be revised and procedures handled properly to correct this gas disposition excessive flaring event. This page will be entered into each Gas Disposition Facility folder for the 2 months of excessive flaring until this situation is corrected.
