A spool piece on the DS14 gaslift header had external corrosion and needed to be replaced. In order to isolate the line required depressuring the gaslift header on the BOA side of the field. We minimized the volume flared by isolating the gaslift header between FS1 and FS2 (ie, we did not fully depressure the header all the way to FS2). The total volume flared was 14865 MSCF and occurred intermittently (between Jan 10 -13) over 20 hrs and 28 minutes. Two events occurred at FS3 on April 26 and 27. The April 26 water wash on turbine 1804 went as planned. Total flaring duration was 3 hours and 40 minutes. Total volume flared was 1,378 MSCF. During restart of turbine 1803 following the April 27 water wash, turbine 1804 shut down due to instrumentation problems. Turbine 1804 required seven restart attempts to bring it on line and load it up and turbine 1803 required 3 restarts. The total flaring duration for cool down, spin drying, purging and restart was 10 hours and 30 minutes. Total volume flared during the April 27 event was 48,527 MSCF. The two FS2 water washing events occurred on April 20 and April 22. Both FS2 water washes went according to plan. The April 20 event lasted 4 hours and 27 minutes. Total volume flared was 917 MSCF. The April 22 event lasted 2 hours and 30 minutes. Total volume flared was 504 MSCF. Another extended flaring event occurred at GC2 on April 17 when CGF lost the front end boosters due to false control indication. GPB shut in 1,200 MMSCFPD of rate to get all facilities out of flare. GC2 was in flare for 1 hour and 10 minutes due to the CGF booster shut down. Total volume flared at GC2 during this event was 1,403 MSCF. Monday, July 31, 2006 REPORT NO: 06 -0367 BPXA FLARE REPORT PRUDHOE BAY Page 1 of 1 PBU FIELD SHUT DOWN - EXCESSIVE FLARING EVENT (FS -1, FS -2 C -2 & GC -3) SEPTEMBER NOVEMBER August & September 2006 the PBU field was shut down for an oil pipeline that was either cracked or corroded. The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down. A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources for each month. Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place of the current report. The database will be revised and procedures handled properly to correct this gas disposition excessive flaring event. This page will be entered into each Gas Disposition Facility folder for the 2 months of excessive flaring until this situation is corrected. Wednesday, September 06, 2006 Page 1 of 1 PBU FIELD SHUT DOWN EXCESSIVE FLARING EVENT (FS -1, FS- 217GC -2 & GC -3) AUGUST NOVEMBER August & September 2006 the PBU field was shut down for an oil pipeline that was either cracked or corroded. The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down. A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources for each month. Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place of the current report. The database will be revised and procedures handled properly to correct this gas disposition excessive flaring event.
