GC1 annex flare knockout drum work was completed and oil rate increased
sufficiently to allow GC1 IP /LP compressors to load up at 10 :50 AM on
January 3. Total flare duration was 12.5 days. Total flare volume was
approximately 75.5 MMSCF.

On December 21 during routine corrosion inspection of the HP knock out
vessel V -9904 at GC1 -GHX a corrosion tattle tail on the boot connected
to the vessel developed a leak. An engineering inspection determined
that the equipment must be shut down for repair. The GHX plant was
shutdown at 21:00 on December 21. The GC1 plant stayed on line with
limited production at -50 mbpd and a gas rate of 1045 mmscfd the
normal through put is approximately 100 mbpd and 2.5 bcfpd. This shut
down resulted in a lack of IP /LP available gas for compressors K - 105
and K -107 which resulted in back pressure in V -136 which is relieving
to the LP system resulting in a clean vertical flare of approximately
6 mmscfd.
All potential and controllable options to reduce flare volume have
been taken into consideration and acted upon.
There are two crews working 24 hours a day to repair the vessel as
soon as possible. This requires a safe out and entry into the vessel
to inspect the welds that make up the water boot to the vessel. We
will not know the duration of the incident until the vessel has been
entered and inspected.

I got this response from the GC-1 Ops Lead regarding the GC -1 pilot purge increase: ::;
"No Flare work was done. The pilot gas was increased due to black smoke, wisping. We are currently
max scale, above 480 mscfd. We are reducing that rate down to 400 mscfd immediately. The Rover is
aware of this situation and will be monitoring. The plant will also be surveyed to see if we have any
PSV's leaking."
WHR means "waste heat recovery".

Concern is the trend (continuing increase) of pilot purge gas usage as shown on the plot we
attached. If this increasing trend is linked to something specific - e.g., the flare tip changeout -
then it would be helpful to know what the usage volume will stabilize at (most other facilities
show stabilized rate for pilot -purge gas); if there are other reasons for the increasing trend. we
would like to know what they are.
Not sure if you were involved in the discussions at FS -3 but it turned out the increasing
volumes being reported were finally attributed to leakage past PSVs and the apparent lack of
testing and maintenance of those valves. Took some investigating/reviews to get to the real
cause. We want to make sure this or similar circumstances are not the case here.
Thank you for looking into this; if you prefer, I am available to discuss directly with appropriate
facility /engineering personnel.

per month range for 2005 until October when it jumped to about 50,000

Please check this problem with the engineers on the slope.
PBU GC -1 flaring from July thru December 2005 shows a large volume
increase, an upward trend of over 10,000 mcf for the
period. Why the
large increase? Does this increase have anything to do
with flare tip
change out and if it does, what would the future target rate be for
the pilot purge at GC -1?
Looking back over the recent history (beginning April 2002
thru June
2005), it appears flaring increase 10,000 mcf in a 3 year
period and
recently there has been that much of an increase again. They had
flare tip change out last Summer.
Please provide an explanation of the increase flare for
this duration
and what BP will do to mitigate the problem leading to
larger volume
flared at GC -1.

Two extended flaring events occurred at GC1 last week. Both events
resulted from problems with GC1 process automation. The first event
began at 22:35 on February 27 and lasted for 3 hours and 13 minutes.
Total volume for this event was 4,979 MSFC. The second event began at
22:02 on March 2 and lasted for 2 hours 19 minutes, this event was
closely followed with a full plant shut down that caused a 1 hour and 52
minute flare event. Total volume for the second event series was 5,055
MSCF. After the first event, the process automation techs changed out a
bad power supply on an I/O processor. The second event resulted in a
change out of a data highway that was associated with the previously
worked on I/O processor.
An extended flare event is in progress at GC2. The event began at 0700
on March 2 when GC2 was shut down due to a leak in the oil transit line.
2 MMSCFD of stripping gas and water tank purge gas is being maintained
to keep the plant warm. We intend to maintain this condition until the
plant can be restarted. Likely duration of the shut down is unknown at
this time.

An extended flaring event occurred at GC1 from April 30 to May 7. During this period, the ambient
temperature increased from -5 to +20 deg. The GC1 LP /IP compressor bundles were originally designed
to pump a heavier mole weight gas and these machines are scheduled to be rewheeled this summer
due to their inability to handle leaner gas now coming from the reservoir. The combination of increasing
ambients and the inability of the GC1 LP /IP compressors to pump leaner gas resulted in intermittent
flaring. Gas production from GC1 has been reduced to prevent this condition from continuing.
Intermittent flaring occurred over 34 hrs and 53 minutes, total volume flared was 10,174 MSCF

Extended flaring events occurred at GPB in the last week. The events occurred at GC1 (6/21 -23),
GPMA (6/21 & 22), and FS1 (6/21).
The GC1 flare event began after a full plant shut down at (1830 6/21) caused by an automation glitch.
Due to the combination of low oil rates as the plant was coming back on and high ambient temperatures,
the IP and LP compressors failed to load up. A second automation glitch knocked the plant back down
at 2115 on 6/23. Flaring continued intermittently across both events until sufficient oil rate was brought
on to enable the LP and IP compressors to load up. Duration of intermittent flaring was 40 hours and 58
minutes, total volume flared was 15,323 MSCF.
Two extended flaring events occurred at GPMA. The first event was a shut down of the STV /IP
compressor 1801 due to bad exhaust stack temperature switch. Restart of 1801 was hampered due to a
bad fire eye. Duration of the event was 3 hours and 12 minutes of intermittent flaring. Total volume was
778 MSCF. A second event occurred at 1306 on June 22 when STV /IP compressor 1800 shut down due
to high discharge temperature which was a result of high ambient temperatures. 185 MSCF was flared
during the 61 minute intermittent event.
On June 21 at FS1, a planned depressuring of the A -HP separator, scrubber and liquid pot for blinding
occurred. Duration was 3 hours and 30 minutes, total volume flared was 128 MSCF.

Extended flaring events occurred at GC1 beginning July 15 at 00:35. In preparation for the GC1
turn - around, rate was reduced to perform a full plant ESD test. With the reduced rate, there was
insufficient oil rate to allow the IP /LP compressors to bite. Duration of the event was 5 hours and 25
minutes of intermittent flaring, total flared volume was 2,708 MSCF. The event ended when the ESD test
was performed. Following the ESD test, the plant and associated equipment required depressuring for
safe -out activities. Depressuring for safe -outs continued for 11 hours and 15 minutes, with a total
volume of 1,630 MSCF.

Shutting in LPS production will require restarting K7000 and K7001 (the copus starting motor sends gas to flare)
An extended flaring event is in progress at GC2. IP compressor K207 experienced a seal leak on Aug 19 and requires a new seal. The spare IP j
machine (K208) has a short in the motor, requiring the motor to be replaced and therefore is unavailable at this time. Due to the current
circumstances at GPB, we have determined that leaving the plant partially running during the K207 maintenance is the most prudent course of
action at this time. We have taken the following actions to minimize the total flare volume:

• FS1 event occurred on October 10th starting at 02:53 and lasted 21 hrs 6 mins, total volume flared was 7,190
MSCF. 1801 compressor unloading most of the day.
• FS3 event occurred on October 10th starting at 02:50 and lasted 2 hrs 27 mins, total volume flared was 43,942
MSCF. Field wide power outage lost 1802/03 tandem compressors and 1804 TN.
• GC1 event occurred on October 10th starting at 03:00 and lasted 4 hr 16 mins, total volume flared was 33,244
MSCF. GC shut down and lost air pressure due to power outage.
• FS1 event occurred on October 11th starting at 00:01 and lasted 23 hrs 58 mins, total volume flared was 7,150

An extended flaring event occurred at GPB on December 30, 2006.
GC1 compressor K -106 flared due to a problem with the vent valve. Flaring
occurred while operations reseated the valve. Flaring occurred from 0326 to
0726 (240 minutes) and a total of 667 MSCF was flared.
