Both events resulted from problems with GC1 process automation. The first event began at 22:35 on February 27 and lasted for 3 hours and 13 minutes. Total volume for this event was 4,979 MSFC. The second event began at 22:02 on March 2 and lasted for 2 hours 19 minutes, this event was closely followed with a full plant shut down that caused a 1 hour and 52 minute flare event. Total volume for the second event series was 5,055 MSCF. After the first event, the process automation techs changed out a bad power supply on an I/O processor. The second event resulted in a change out of a data highway that was associated with the previously worked on I/O processor. /An extended flare event is in progress at G02. The event began at 0700 ✓ on March 2 when GC2 was shut down due to a leak in the oil transit line. 2 MMSCFD of stripping gas and water tank purge gas is being maintained to keep the plant warm. We intend to maintain this condition until the plant can be restarted. Likely duration of the shut down is unknown at this time. The event began at midnight on April 2 when GC2 production was initially restarted. We did not have enough rate coming into the plant to keep the LP compressor running so we flared the gas off the LP vessels and added assist gas to prevent excess emissions. This problem persisted intermittently over the next several days until we had enough rate on to generate sufficient stock tank vapors for the LP compressor to stay loaded. Cause of release appears to be external corrosion. Incident is under investigation by BP. BP apparently made a press release about this event - it sure would be nice if they would copy in when they feel it necessary to make press releases (even though the volume is Ices than our reporting threshold). The well has collapsed tubing at roughly 3900' MD. The tubing had been cut above the collapse and the well killed from there. A two way check had been set and the BOPs nippled up prior to my arrival. The pressure testing of the BOPs and choke manifold was completed without incident, all BOPs were opened and the test was joint lowered in the stack. The co. man, toolpusher, driller and I went downstairs to the accumulator unit to preform the draw down test. As we passed by the cellar area fluid was observed draining off the the rig floor, upon returning the floor we found one hand laying next to the rotary table (obviously injured) and both rotary bushings out of place. I looked down the hole and noted substantial flow, I then assisted removing the test joint and shutting the well in. Initial shut in tubing pressure was 70 psi and built to 150 psi over time. Apparently gas and oil had migrated to the surface from below the cut in the tubing and pressured up below the two way check blowing it out of the profile. After the well was killed the two way check was found laying loose on top of the tubing hanger. Monday, July 31, 2006 Page 1 of 1 PBU FIELD SHUT DOWN EXCESSIVE FLARING EVENT (FS -1, FS -2, FS -3, GC-2 GC -3) SEPTEN1BER NOVEMBER August & September 2006 the PBU field was shut down for an oil pipeline that was either cracked or corroded. The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down. A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources for each month. Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place of the current report. The database will be revised and procedures handled properly to correct this gas disposition excessive tlaring event. This page will be entered into each Gas Disposition Facility folder for the 2 months of excessive flaring until this situation is corrected. IP compressor K207 experienced a seal leak on Aug 19 and requires a new seal. The spare IP machine (K208) has a short in the motor, requiring the motor to be replaced and therefore is unavailable at this time. Due to the current circumstances at GPB, we have determined that leaving the plant partially running during the K207 maintenance is the most prudent course of action at this time. We have taken the following actions to minimize the total flare volume: 1) shut in all HP production to reduce 2nd stage gas volume 2) shut in produced water sweep gas to reduce 3rd stage gas volumes 3) added overhaul resources to ensure 24 hour per day maintenance on K207 4) leaving LPS production on line to reduce restart duration -50 - 60 mbd of oil is required to provide enough 2nd and 3rd stage gas to load up the IP and LP machines LPS production is predominately gas lifted and takes more time to kick these wells off Shutting in LPS production will require restarting K7000 and K7001 (the copus starting motor sends gas to flare) We are anticipating completion of the work and K207 restart late Tuesday - early Wednesday, Aug 23. IP compressor K207 experienced a seal leak on Aug 19 and requires a new seal. The spare IP machine (K208) has a short in the motor, requiring the motor to be replaced and therefore is unavailable at this time. Due to the current circumstances at GPB, we have determined that leaving the plant partially running during the K207 maintenance is the most prudent course of action at this time. We have taken the following actions to minimize the total flare volume: 1) shut in all HP production to reduce 2nd stage gas volume 2) shut in produced water sweep gas to reduce 3rd stage gas volumes 3) added overhaul resources to ensure 24 hour per day maintenance on K207 9/5/2006 8:02 AM U12 I' taring 4) leaving LPS production on line to reduce restart duration -50 - 60 mbd of oil is required to provide enough 2nd and 3rd stage gas to load up the IP and LP machines LPS production is predominately gas lifted and takes more time to kick these wells off Shutting in LPS production will require restarting K7000 and K7001 (the copus starting motor sends gas to flare) We are anticipating completion of the work and K207 restart late Tuesday - early Wednesday, Aug 23. Sk -18 and LP compressors shut down due Module 452 UPS work that caused a plant stop production. While bringing production rates up a small leak occurred beginning at 23:00 on October 8 and lasted 59 mins, total volume of 600 MSCF of gas was flared.
