First Determination of Cause:
1. At approx. 0810 hrs, it was reported from Gc rover that the burn pit was producing black smoke.
This was not caused by process upset but by high ambient temps approx. 38F. Causing heavy
ends in pipe mixing with purge gas causing incomplete combustion and black smoke.
Action Taken to Stop Flaring:
1. Manually opened pv -03 -0611 Flare valve to burn pit and added assist gas to help burn cleaner.
Not enough rate so flared from C -S /C which cleared the black smoke.

PBU FIELD SHUT DOWN

SEPTEMBER NOVEMBER
August & September 2006 the PBU field was shut down for an oil pipeline that was either cracked or corroded.
The Gas Disposition Facilities at PBU had excessive flaring for the 2 months because of the field being shut down.
A determination or hearing is being considered to determine if this excessive flaring of gas is a waste of resources
for each month.
Currently the agency has entered into the Gas Disposition database the data reported by the operator until AOGCC
makes a determination of the excessive gas flared. At this time, the agency has not made a determination as to the
status for the gas flared. Once a determination or hearing is completed the signed reports will be inserted in place
of the current report. The database will be revised and procedures handled properly to correct this gas disposition
excessive flaring event.
This page will be entered into each Gas Disposition Facility folder for the 2 months of excessive flaring until this
situation is corrected. This page will be removed along with the duplicate reports when the final determination is
made.

An extended flaring event occurred at GC3 on August 23. While moving a cabinet two data highways were damaged. GC3 was only producing
minimal rate to provide produced water to FS3 during the current PBU EOA shut down. Given the expected short duration for repairs to take
place, no additional production cuts were taken at GC3. Total flaring duration was 3 hours and 8 minutes, total volume was 2,611 MSCF.

Several extended flaring events have occurred at PBU over the last 2 weeks.
At FS1 an extended, intermittent, flaring event began on August 10 and ran through Aug 16. The cause
was low oil rates during the process of shutting in GPB due to the oil transit line integrity issue. The
decision was made to try and keep minimal amounts of fluid moving in the FS to maintain facility heat in
preparation for an extended shut down. Several high GOR wells were selected to remain on line to
provide maximum gas rate at minimum oil rate. At 4 - 5 mbod, there is not enough gas to allow the
STV /IP machine to stay loaded. When the ambient temperature dropped, FS1 was able to load up their
STV /IP machine and have been able to keep it loaded. System flaring began at 1652 hours on Aug 10
and continued intermittently until midnight Aug 16, for a total duration of 6 days, 7 hours and 7 minutes.
Total flared volume was 17,703 MSCF. During this time a 15 minute common line depressuring event
occurred - this volume is not included in the STV /IP event volume.
At FS2 an extended, intermittent, flare event occurred on Aug 6. FS2 was in the process of shutting
down due to the condition of their oil transmission line and began to intermittently flare when rates
became too low to allow the STV /IP machine to stay loaded. Stripping gas for TEG conditioning was cut
as the facility was shut down and flaring stopped. Total duration was 7 hours and 30 minutes; total
volume was 146 MSCF.
FS3 experienced three planned flaring events while depressuring for multiple, maintenance activities on
Aug 12. Maintenance was performed on the DS14 AL line, C -slug catcher, and the slug catcher gas
scrubber. Total duration for the depressuring was 4 hours and 21 minutes, total volume was 1,006
MSCF. Also, at FS3 on Aug 15, the B HP gas train required depressuring to repair a tube leak. Total
flaring (open to flare to maintain depressured status) duration was 23 hours, total volume was 173
MSCF.
At GC1 two extended flare events occurred. The first event occurred when the LP compressor surged
and unloaded. It took one hour for the LP machine to reload. Total flare duration was 1:00 hour, total
volume was 1,000 MSCF. The second event began on Aug 10 when the 36" line from Pt. Mac to GC1
was shut in and depressured due to a rig off the road near the 36" line. When the line was being brought
back into service a pressure surge knocked the line off several VSM's. The line was again depressured
to allow the line to be inspected. Total duration for depressuring the 36" line was 9 hours and 15

minutes, total volume was 242 MSCF.
GC3 had two extended flaring events. Both were due to minimally increasing assist gas to ensure clean
burning flares. The first event began at 1936 on Aug 9 and lasted for 10 hours and 38 minutes. Total
volume for this event was 144 MSCF. The second event began at 1040 on Aug 14 and lasted fro 9
hours. Total volume for the second event was 750 MSCF.
CGF experienced two extended flaring events on Aug 10. The first event occurred at 1220 and was a
planned depressuring of LTS#1 to repair a valve seal leak. Depressuring took 3 hours and 4 minutes
and resulted in a total flare volume of 2,660 MSCF. The second event occurred at 1700 when MI
machine #2 shut down on low seal oil dp while swapping the MI Toad from MI #1 to MI #2. MI #2 was
depressured and secured resulting in a 1 hour and 27 minute flaring event. Total volume was 387
MSCF. The MI load was transferred back to MI #1.

I'm following up per your phone request from yesterday.
X LDF is the 24" Large Diameter Flowline for X Pad. It is the gathering line that transports all oil/water /gas from the X ✓'
Pad wells to GC3.
The gas release that occurred on October 13 was on well X -01 and was the result of a failed pressure transmitter. The
Pad and wells were shutin on 10/10 as a result of the fieldwide power outage and the LDF had been displaced (for
freeze protection) and was mostly liquid filled. When the failure occurred, the remaining gas pressure on the LDF was
flared and that volume was estimated to be 300 MSCF (see email dated 10/19). At the time, we did not
estimate /calculate the volume of gas released inside the skid, but to the best of my knowledge and understanding of
the incident, the volume released in the skid would have been in the 10 MSCF range (the majority of the gas was
flared through the main flare line and the volume leaked into the skid was a result of a failed pressure sensing line).

An extended gas flaring event occurred at GC3 plant on December 27. The GC3 Plant shutdown due to
a bad PLC card in the LPS section. Well pads were S/D and flaring off slugcatchers continued
intermittently from 02:15 until 07:21.
PLC card was replaced. Equipment was restarted at 07:30 hours. The total flared volume was 2.34
MMSCF.
