GHX-2 Annex system shut down because of control/instrumentation failure associated with a UPS failure. 2. Sk-18 LP compressors surging from lack of gas off third stages due to Annex shut down. Action Taken to Stop Flaring: 1. BPX reduced production rates and shut-in 52 wells equaling 1400 mmscfd. Wells were shut-in or choked back starting at 0335 hours. Moved 7 wells to other facilities. 2. Flaring was permitted to continue while GC operations personnel troubleshoot and restart Annex. Purge/Assist gas was added to flare to maintain clean burn. Action Taken to Stop Flaring: 1. Wells were choked back and shutin to reduce flare header pressure. 8 wells were were choked or shutin for a total of 80 mmscfd until flares were out. This caused all gas incoming to GC1 Annex to go zo flare. The estimated instantaneous rate to flare was -1.4 BCFT). 13eginning at 03:35 2/8/0]., BPX personnel reduced production rates and shut-ir.~ 52 wells (totaling 1.4 BCFD)feeding GCl-A,. Additionally, 7 wells were routed to other facilities. The flaring event lasted for 23 minutes, ending at 03:52 2/8/01. Tk~e estimated volume flared was 22.36 MNICF. No black smoke was noticed or reported. Thi=; report will be followed up with normal monthly disposition foams and supplemental report to AOGCC. Started intermitttent flaring from slug catchers due to high DP across contactors. Flaring from second stages and V-120 continues. 3. The Carry Over Prevention System initiated LPS flare valve opening to prevent contactor flooding/TEG carryover when gas rates exceeded the 1140 mmscfd operability limit. Action Taken to Stop Flaring: 1. Flaring was permitted to continue while GC operations personnel attempted to restart the equipment. 2. Flaring was permitted to continue while GC operations personnel attempted to restart the equipment. One restart attempted at 10:52 hrs, failed. Monday, June 25, 2001 Page 1 of 2 REPORT NO: 01-0155 BPXA FLARE REPORT PRUDHOE BAY FACILITY: GC1 DATE: 22 Jun 01 3 ~ Decision was made at 1231 hrs to start shutting in production rate to GC-1 and Annex to reduce flaring. EOA backed down boosters to increase transit gas pressure and assist in decreasing DP across contactors in an attempt to close slug catcher flare valves. Diverted Annex oil from D bank to C slug catcher to decrease gas rate to second stage. GC-1 personnel continues to trouble shoot IP compressor for restart. At 14:48 the decision was made to shut-in all production to GC-1 after verifing 12 hours minimum until next start attempt on K-108 (thermal protection procedure) ~ fl. WOA stopped bringing production rates up until wells unloaded and flaring was ceased. IP compressors would not compress gas. Trouble shooting found cause due to frozen LP discharge coolers. Original cause of IP flaring was thought to be due to low rates. Rates should have been enough to maintain flow, but were slugging, so it was thought the periolic lulls was causing the compessor to lose bite. Upon further investigation, it was decided the heavy LP gas wasn't getting to V136 and the compressor couldn't compress the lighter gas from 2nd stage. Action Taken to Stop Flaring: 1. WOA reduced production rates equaling 120 mmscfd. Wells were choked back starting at 0535 hours. 2. Flaring was permitted to continue while GC operations personnel attempted to troubleshoot problem. ALASKA 99501-3539 PHONE (907) 279-1433 FAX (907) 276-7542 December 24, 2001 The Alaska Oil and Gas Conservation Commission (AOGCC) has reviewed the BPXA Gas Disposition submission for the Gathering Center 1 facility for October 2001. The AOGCC reviews the monthly gas disposition reports to determine if the Operator is acting in accordance with good oil field engineering practices and conservation purposes. At its discretion, the Commission will either authorize the flaring or classify the flaring as waste. High ambient temperature swings resulted in flaring and required cuts in production. Ambient temperature increased by 10°F. WOA reduced production rates equaling 40 mmscfd. EOA reduced production rates equaling 125 mmscfd. Wells were shut-in or choked back starting at 1245 hours. This first event lasted 35 mins and 385 MSCF was flared. A second flare event occurred due to high gas transit line pressure caused by CGF compressor problems due to increased ambient temperature. WOA reduced production rates equaling 100 MMSCF. EOA reduced production rates equaling 25 MMSCF. Wells were choked back starting at 1430 hours. This second event lasted 1 hr, 13 mins and flared 760 MSCF. The flare valve would not reseat, so additonal production cuts up to the volumes shown above were made until the flare valve finally closed.
