The AOGCC reviews the monthly gas disposition reports to determine if the Operator is acting in accordance with good oil field engineering practices and conservation purposes. At its discretion, the Commission will either authorize the flaring or classify the flaring as waste. For each Gathering Center 3 event where gas was flared or vented less than one hour in September 2001, please provide the following additional information: (a) a brief description of the activity underway or problem troubleshooting associated with the flared volumes; and (b) a brief description of the action(s) taken to minimize the flared gas volume. In addition, please provide additional details/clarification on the 9/23/01 gas release from the C-35 slot. If well C-35 was shut in and its flowline was packed with dead crude, please explain why a ./ gas release occurred from the divert valve. Please provide a schematic which indicates the location of the divert valve. What future plans does BP have to prevent the seals on divert valves from leaking? We look forward to a written response by the end of the business day, Tuesday, January 15, 2002: Should you have any questions with respect to our information request, please contact me at 793-1231.
