At 1500 hrs on 4/27/01, the CGF backup battery power supply failed. This in turn caused loss of the main AC power. The emergency generators started, but were unable to engage and supply power to the facility. The loss of AC power caused the loss of instrument air to the plant which caused the safety valves in the facility to close (which is their normal fail-safe position) and all of the compressors to shutdown. At that time, the Flow Stations and Gathering Centers were shipping ~8.1 BCF to CGF. When the CGF shutdown, CCP could only handle ~3.4 BCF, so we had to shutin ~4.7 BCF. Since this was over 1/2 of the gas from the field, it took nearly 1 1/2 hrs to get all of the facilities out of flare. At 1400 hrs, the decision was made to completely shutdown the FSl Annex (at that point, we had already shutin ~3.2 BCF from the field, and shutting down the rest of the Annex reduced the rate an additiona1500 MM). Here is a summary of the flared volumes, flare time, and an explanation for each facility: CCP: 408 MSCF, 10 mins, lost Tandem 1876 when CGF shutdown CGF: 16,454 MSCF, 30 mins, full facility SD, flared from all compressors, boosters, LTS, stabilizer, and refrigeration trains (19 flare reports were filled out itemizing each component) FSIA: 9,157 MSCF, 85 mins, flared off the Annex, started full Annex shutdown at 1 hr into flare event; 3,158 MSCF, 35 mins, flared offthe slugcatchers FS2: 1,000 MSCF, flared 30 mins off HP separators; 670 MSCF, 67 mins, flared off slugcatchers FS3: 0 MSCF, they were able to cut production quickly enough to avoid flaring GC1: 10,087 MSCF, 83 mins, flared from HP and slugcatchers (including 1,444 MSCF of black smoke flare (26 mins.)) GC2: 9,167 MSCF, 88 mins, flared from HP and slugcatchers GC3: 7,552 MSCF, 87 mins, flared from HP and slugcatchers (including 2,951 MSCF of black smoke flare (50 mins.)) We had finished waterwashing the CGF booster compressors (an annual event to improve efficiency), and were in the process of testing the booster flow and pressures. The swing in rate caused CCP low stage T/C 1813 to shutdown at 08:45 am. We began reducing gas going to the CGF/CCP from the field. The WOA reduced gas by 300 MM and the EOA reduced gas by 200 MM. It took exactly 60 minutes for flaring to cease at GC1 and GC2. No other reportable flaring (>1 hr) occurred as a result of this incident.
