Subject: 5/29 and 5/30 CPF-2 Unplanned Flare Events
Wendy,
As we discussed yesterday, CPF-2 had two unplanned flare events at the end
of May. Here is some additional information to support the written report
that will be submitted with the 10-422 form:
May 29, 2001
Beginning 2000 hrs on 05/29 CPF2 experienced a single flare event of
317 minutes and a total of 8.5 MMSCF.
No black smoke was observed during the event.
The event was precipitated by a unplanned shutdown of the C GLC due to a
vibration shutdown.
Restart of the machine could not take place immediately due to the need
to replace a failed 2" automatic purge valve that is required for the
startup sequence.
The board operator began reducing inlet gas rates through a combination
of choke adjustments and shut in wells.
The rate of flare was reduced significantly by the above actions
~50-55 MMSCFD reduction) over the course of the event, but was not
eliminated.
Restart of the turbine took longer than on site personnel initially
suspected, due primarily to problems isolating for the valve
replacement, but also due to a decision made later to cold wash the unit
while it was shut down. It was suspected at the time that a dirty
turbine may have contributed to the initial shutdown of the unit
justifying the cold wash.

The unit was restarted at ~ 0330 which eliminated the flare.
May 30, 2001
Beginning 0507 on 5/30 another flare event of 67 minutes occurred and a
total of 0.4 MMSCF.
No black smoke was observed
The event primarily occurred due to change in compressor capacity due to
ambient temperature and wind effects on turbine inlet air temperatures.
The flare was eliminated through board operator actions, but not until
the reporting threshold of 1 hour was passed.
To confirm our conversation, it may be a few months before you get to
reviewing the details of these events and this information will be kept
with the file to provide additional information for your review. If you
have questions regarding these events, please contact the CPF-2 Production
Supervisors (Steve Bradley/Glynn Jones) at 659-7502. Also, as you
requested, if you ever have questions regarding flare event reports from
Kuparuk, please contact the Facility Supervisors (see below) for additional
information or you can always contact the Kuparuk Field Environmental Dept
at 659-7242.

The Alaska Oil and Gas Conservation Commission (AOGCC) has reviewed the Phillips Alaska,
Inc. Gas Disposition submission for the Central Processing Facility # 2 for October 2001. The
AOGCC reviews the monthly gas disposition reports to determine if the Operator is acting in
accordance with good oil field engineering practices and conservation purposes. At its discretion,
the Commission will either authorize the flaring or classify the flaring as waste.
For each CPF-2 event where gas was flared or vented less than one hour in October 2001,
please provide the following additional information: (a) date(s) of flaring event(s); (b) actual
time(s) flaring occurred; (c) total time flared per event; (c) a brief description of the activity
underway or problem troubleshooting associated with the flared volumes; and (d) a brief
description of the action(s) taken to minimize the flared gas volume. In addition, please provide
an explanation as to why the CPF-2 pilot and purge volumes are approximately 75% higher than
those at CPF-1.
