NORTHST AR FLARING REPORT - Februarv 2002 A majority of the flaring in February became necessary when a catastrophic failure of the A HP compressor occurred on February 7. The problem was an impeller failure, which was caused by a manufacturing defect. When this failure occurred, the B HP compression train had not yet been commissioned. This process took several days and it was February 20 before full time operations could be established. During the period that HP compression was not available, steps were taken to minimize flaring by reducing the plant throughput rate to the minimum level needed to prevent pipeline flow assurance problems.
