suction pressure condition.

1. Decreased plant feed rate to stabilize ref rig. section-Stabilized flow/ loaded refrig compressors,
loaded T /C-1805.
The 2 hrs. 40 min. covers the whole incident. We were bumping the flare off and on during that time
frame while we attempting to get the MI compressor reloaded

This note is to inform you of several flaring
incidents which occurred on May 29, 2002. CGF shutdown Boosters 1801 &
1802 to repair wiring on the governor control. This in turn caused Tandem
compressor 1885 to shutdown which caused high back pressure on the gas
transit line causing GC1 & GC2 to automatically go to flare (for reaching
their pressure safety limits). 1.1 BCFPD of gas was immediately shutin,
but the flare valve at GC1 did not reset for 2 hrs and 13 mins (5450 MSCF)
due to high pressure on the gas transit line/plant inlet HP separator and
finally the suction knockout drum. GC2 flared for 45 minutes (938 MSCF)
before their flare valve reset. Also, FS2 took A gas train down for vessel
inspection/recertification. This requires depressuring the train to
atmosphere, so the gas was sent to flare. A total of 378 MSCF was flared
intermittently over 2 hrs and 20 minutes. It takes an extended period of
time in order to completely depressure to 0 psi.

pressure also shutdown 1855 MI Compressor.

3. Both MI compressors blew down due to the speed control signal swing.
MI1805 blew down to 180 psi MI1855 blew all the way down to zero.
4. Both MI1805 and 1855 shutdown on Hi Hi suction pressure due to a signal glitch when going from

5. 1855 MI compressor shutdown on HI HI suction pressure.MI Flare valve F 431 opened to relieve

type of Shutdown.
4. Opened the plant bypass and warmed up L TS 1 and 2 to reduce flaring.
Started and loaded both MI Compressors.
5. Opened the plant bypass some more and increaced the L TS 1 and 2 tempertures and shut down
Referigerant compressor 1856 to reduce flaring and unload the plant.
6_ Compressor completed venting and the flare valve closed.
7. Unit depressured :
8. Loaded MI 2 that was on stand~by at idle. Repairs made to M11.
9. Flare valves closed after blow down and MI1 was loaded-

10. Opened plant bypass on LTS 1/2 more to reduce load.
Mlloaded. MI1 ~ on stand·by idle. Heated up stabilizers to correct MI composition.

1. L TS 3 gas to liquid exchanger failed with a crack to the atmosphere.
Deinventoried the L TS III tower bottoms liquid and the Gas to Liquid Exchanger to the burn pit
disposal. Resulting in black smoke. Black smoke report sent in by the CGF OTL.
Action Taken to Stop Flaring:
1. Blew L TS3 down to 150 psi. Closed flare valve to keep some pressure to finish the liquid deinventory.
Isolated the liqiud drains when the deinventory was completed on L TS III and the Gas to Liquid
Exchanger.

~~ U. 4957 Portatest separators vent to the bum pit disposal was found to be leaking through causing
black smoke at the bum pit. Volume indicated by meter 618.
Action Taken to Stop Flaring:
1. Intermittemt. Awaiting repairs on taps.
Adjusted facility as required.
2. Added assist gas to the bum pit disposal to mitigate the black smoke.
Local operator got the valve full closed.
The smoke and flame dissapated. When no more smoke was evident assist gas was closed.

2. Testing completed and closed flare valve.
