This note is to inform you of a flaring incident which occurred on January
23, 2002. At 09:52, GC3 started flaring
because CGF booster compressors 1801, 1802, and 1857 shutdown. At 09:56, the
flare relief valve at GC1 opened.
Booster 1802 shutdown due to an exhaust gas temperature problem. Then,
booster 1801 shutdown because of
vibration problems when 1802 shutdown. Then, booster 1857 shutdown because
of a fuel control problem. The
WOA immediately started reducing productionrates and shutin 1141 MMSCF. The
EOA immediately started
reducing production and shut in 1000 MMSCF. This gas cut was enough to lower
the gas transit header pressure
to stop flaring. GCl flared a total of 6,433 MSCF for 59 minutes, and GC3
flared a total of 7,697 MSCF for 1 hr,
8 minutes. Due to the significant amount of production (approximately 60
wells) that had to be shutin in order to
reduce the pressure enough to close the flare relief valve, the flaring
event at GC3 lasted over 1 hr. Because of the
gas piping hydraulics, the pressure at GCl was reduced sooner and they were
able to stop flaring in just under 1 hr.

First Determination of Cause:
1. High gas transit line pressure caused by CGF compressor problems due to 1885 Tandem shutdown
when 1801 & 1802 Boosters were unloaded for maintenance.
2. Sk-18 IP compressor loading problem associated with suction knockout drum high pressure.
Action Taken to Stop Flaring:
1. WOA reduced production rates equaling 350 mmscfd. EOA reduced production rates equaling 800
mmscfd. Wells were shut-in or choked back starting at 1735 hours.

First Determination of Cause:
1. Sk-18 IP compressor K-107 shut down because of a problem associated with the newly installed
discharge valve malfunction.
Action Taken to Stop Flaring:
1. This problem was actually discovered during a plant restart operation. K-107 was started as
normal during this plant re-start, and a problem was discovered as the plant rate was brought up,
and after several hours of trouble shooting effort, Le., checking for valves in wrong position, cooler
bay hydrates, etc, the problem was isolated to a newly installed discharge valve which was
inadvertently installed in the closed position
(confirmed by temperature differential and X-ray readings). A plan was formulated and valve reps,
as well as local maintenance techs, where used to remove the actuator and re-position it so that the
discharge could then function properly. During this process, we sorted highest GOR wells flowing to
GC-1 and reduced gas rate through plant to minimize gas flaring. Valve actuator was repositioned,
allowing valve to fully open, K107 began to move gas and flaring stopped.

As we discussed yesterday, an extended flare
incident occurred during field testing of the newly installed flare tip at
the GC1 Annex. The test was to determine if the flare is actually capable of
operating at its design conditions to ensure safe operations. The test
started at 08:49 and lasted until 10:03 and a total volume of 57,500 MSCF
was flared. The test was successful; ie, the flare performed up to design
specifications.

4. Ambient temperature increasing along with changing out high GOR wells
Action Taken to Stop Flaring:
1. WOA reduced production rates and choked back 4 wells equaling 34 mmscfd. Wells were shut-in or
choked back starting at 00:36 hours.
2. WOA reduced production rates and choked back 4 wells equaling 34 mmscfd. Wells were shut-in or
choked back starting at 00:51 hours.
3. No response taken as this was deemed to be of short duration. CGF would flare to help keep transit
gas line pressure from getting high.
4. WOA reduced production rates and moved two wells equaling 60 mmscfd. Wells were shut-in or
choked back starting at 0536 hours.
Continued cutting 4 more equaling another 90mm flares finally closed. Checking setpoints on annex
vessel and backpressure valve
