The Gas Disposition Reports (10-422) were submitted monthly as required with excessive flaring events reported, however, gas volumes allocated to individual wells have been inaccurate since field production started in November 2000. ConocoPhillips has submitted revised reports to cover inaccurate allocation on the Monthly Gas Disposition Reports. In lieu of AOGCC approval of each individual revised report, this letter hereby approves and authorizes the flaring for all events as reported in the corrected reports for the period from November 2000 through January 2005 in the Colville River field. A cyclone device inside the vessel had become damaged and resulted in excessive vibration and noises in the vessel and skid. The production rate was immediately decreased to a point where the conditions improved. A strategy was developed to keep oil moving through the 34.5 mile pipeline given the concerns of paraffin buildup with ambient temperatures by building a 6" by-pass line around the separator and continuing to produce at a very low rate. The risks of handling the gas without the HP inlet separator through the compressor trains lof3 12/8/2003 1:33 PM [Fwd: [Fwd: Pre-Notification of Potential Flaring Event]] are too great; therefore, the team decided to flare the gas, though no black smoke is anticipated. We anticipate flaring the gas for 24 - 48 hours and possibly longer if something else delays our mechanical evaluation and repair inside the vessel. We believe flaring the gas is the safest option at this point given our current operational constraint and line congealing/freezing concerns. At about 7:40 am I left a message on your recorder and the North Slope Inspector's paging system about the issue. Jeff Jones, AOGCC NS Inspector, and I discussed the scenario above and he agreed to get in touch with you to call me, but asked whether I had left a message at the main AOGCC number for the person on duty. Later I left a message on the AOGCC recorder for emergencies and Went on called me back. Went on and I discussed the scenario above and he agreed with our plan to flare stating that as long as we report this event monthly as required no action should be taken by AOGCC and it's not AOGCC's policy to inhibit these types of decisions related mechical repairs. CPA will be reporting the flare event as required monthly and a copy of this e-mail will be included as explanation.
