> An extended flare incident occurred at GC-1
on February 13 - 14 , 2003. Data highway errors on the backup data highway
caused both LPS compressors to shut down instantaneously. The flaring event
began at 22:45 on 2/13 and ended at 01:15 on 2/14. This is broken into 2
flare reports to accomodate database limitations, but was one, continuous
event. All LP production was choked to minimum to reduce flaring, however
due to the -37 deg ambient, production was not shut completely in, to keep
fluids moving in the LDF's. Total flare time was 2 hours and 29 minutes.
Total flare volume was 6,788 MSCF.

An extended flare incident occurred
on February 11, 2003, during performance testing of the recently overhauled
MI turbine 19-1855. Performance testing was required to collect data for
engineering calculations of maximum firing temperatures. The appropriate
data was successfully acquired. During the testing MI 19-1855 shut down 4
times due to process stability problems. Total flare time was 9 hours and 8
minutes. Total flare volume was 29, 281 MSCF.

An extended flare incident occurred
on March 6, 2003 at GPB WOA. CGF booster 1801 shut down on a false high
bearing temperature reading. This requires cutting 800 MMSCFD to get out of
flare. Gas cuts began immediately upon losing 1801, with all 3 GC's out of
flare at just over an hour after flaring began. WOA cut 500 MMSCFD and EOA
cut an additional 500 MMSCFD.

From:
Hal Tucker, GPB Prod Optim Team Leader, 907-659-4472
An extended flare event occurred on June 30, 2003 at GC1. The Carry
OVer Protection System initiated flaring off the slug catchers when the
pressure drop across the TEG/gas contactor exceeded the operability limit.
20 MMSCFD of gas was cut, closing the slug catcher flare valves within 6
minutes. The combination of high ambient temperature and rate change caused
the skid 18 LP compressor to lose suction and shut down. Several attempts
were required to restart the LP compressor resulting in a 1 hour and 15
minute flare event. Assist gas was added to the LP gas to avoid black smoke.
Total flare volume for the 1 hour event was 1250 MSCF.
If you require additional information, please don't hesitate to call
me.

Steve
We flared for 3 hrs 58 mins starting at 12:24 on 11/5 . The volume flared
was 1,653 mscf . There was no black smoke.
The event happened during start-up of GC1 after a planned shut-down for ESD testing
and maintenance.
The event was caused by frozen LP compressor discharge coolers in skid 18.
Flaring was permitted to continue while troubleshooting the problem and thawing the
coolers.
