1. GC shut down due to lPS/PlC malfunction. Extended flaring event occurred while awaiting GC
operator/maintenance to restart compressors/ plant.
Action Taken to Stop Flaring:
1. All rate was shut in to GC-3 until repairs were made to PLC. (Replaced data highway) Rate started
back to plant for compressor restart.Problems with compressor restart delayed start up. Turbine
techs called out to assist with start up.

controller) failure. After the PLC was repaired, the Operators started
reestablishing rate to the plant. One of the LPS compressors would not
restart. Flaring occurred for 1 hr, 43 mins for a total volume of 2,503 MSCF
until the LPS machine was started.

An extended flare incident occurred
on March 13, 2003 at GC3. K5500 wet gas compressor shut down due to a glitch
from PCM132A.. After 4 hours K5500 still had not restarted so 28 wells were
choked to minimum, per procedure, to reduce flare volume. Total flare time
was 6 hours and 26 minutes, total flare volume was 1152 MSCF.

Purpose
Full compliance at all times with Alaska Oil and Gas Conservation Commission Gas Flaring
Regulations.
General
The Gathering Center 3 (GC-3) and Central Control Room Operators will make every attempt to
minimize and eliminate flaring. Flaring to maintain production is not allowed.
The Control Room Operator will maintain close communications with GC-3 Operators to keep an
updated status of K-5500 and related flaring. The Control Room Operator will coordinate with
GC-3 Operators to ensure that specific actions are taken within established time guidelines. Any
required production rate changes to minimize and eliminate flaring will be coordinated with the
Eastern Operations Center (EOC) to coordinate production rate changes.
Specific Action
In the event of a shutdown of the GC-3 Wet Gas Compressor, K-5500, the following actions will
be taken to minimize flaring:
. If K-5500 shuts down, the flare gas assist valves will remain closed unless black smoke is
observed (black smoke will not nonnally appear with K-5500 flaring). A period of up to one
hour is allowed to restart the compressor or estimate the downtime for repairs. The flare rate
under this mode will be approximately 4.3 MMSCFD.
· If K-5500 has not restarted after one hour, CRC operators will decrease water rate in 10
mbwpd increments over the next four hours, by notifying F5-3 and pipe-lining water to them.
This mode of operation will reduce flaring by approximately 0.6 mmscfd (roughly 3.7
MMSCFD) and will reduce purge gas through the on-line skim tank.
· If K-5500 has not restarted after a total of four hours from when the compressor first shut
down, GC-3 water rates are reduced to 50 MBWD by shutting in high water cut wells and all
produced water is transferred from GC-3 to Flow Station 3. The online skim tank is shut
down and isolated. The produced water surge tank, and the slop oil tank are also shut down.
This eliminates all flared gas from the water handling facility and reduces flared gas volumes
to approximately 2.2 MMSCFD. This mode of operation will be used for an additional three
hours to allow further time for returning K-5500 to operation. Note: During very cold weather
or during phase weather conditions, it may be prudent to continue flaring rather than shutting
in high water cut wells. Shutting the wet wells under extreme conditions could increase the
risk of frozen piping, spills, and personnel exposure. The Offtake TL, Field OTL, GC-3 OTL,
and Operations Manager should discuss the situation before implementing this step.
· If K-5500 has not restarted after a total of seven hours from when the compressor first shut
down, all High Pressure production into GC-3 is shut down, eliminating flared gas from the
condensate associated with high-pressure production. At this point flared gas volumes are
reduced to approximately 1.8 MMSCFD. Production at the Gathering Center is now limited to
relatively dry low-pressure production with all water routed to FS-3.

. Finally, after a total of twenty-four hours from when the compressor shut down and if start-up
of K-5500 is not expected imminently, the operating mode of the facility will be reviewed and
approved by the Operations Manager.

First Determination of Cause:
1. Starting plant from a planned maintenance shutdown. Flaring occurred to the burn pit while bringing
in minimal rate to allow LPS machi~~~
2. Flaring occurred to allow depressuring C-slugcatcher to equalize inlet SDV for LDE'Ð
3. Flaring occurred off of V320 LP knockout during ~;;f vent gas blowers and K5500 LP
compressor
4. Estimated five to ten percent opacity with sporadic fifteen to thirty second puffs of black smoke. Most
likely from small valve leakage from remaining safe out (volume too small to calculate, estimated at
ten).
Action Taken to Stop Flaring:
1. Started LPS compressor 7001
2. Equalized and opened Inlet to C slugcatcher
3. Started vent gas blowers and K5500 LP compressor
4. Allowed to continue as a SID would have likely caused a bigger black smoke incident. GC3
personnel continue to look for possible leaks to the flare system.

First Determination of Cause:
1. Allowed to continue as a SID would have likely caused a bigger flaring incident. GC3 personnel
continue to look for possible leaks to the flare system. Found the flare valve on C-slug catcher
leaking.
Action Taken to Stop Flaring:
1. Took all production out of C-slugcatcher and the intermittent flaring stopped completely

After trouble shooting the compressor woúld not start. Following procedure, the assist gas was
blocked in. Flaring 4.3 mmscfd.
2. Following procedure, started decreasing water rates in 10 mbwpd over the next four hours. At 0735
shut in skim tanks. Flare rate was 3.7 mmscfd.
3. Shut in skim tanks reduced flare rate to 2.2 mmscfd.
4. All HP production was choked to minimum or shut in, reducing flare rate to 1.8 mmscfd. Ambient
was -20 so OTL decided not to shut in all wells. Wells are being cycled off and on for freeze
protection.

Today GC3's wet gas compressor (K5500) shut down unexpectedly due to "loss
of purge in the instrument cabinet". After reviewing the issues that will have to be
dealt with in order to restart K5500, we have determined that the most efficient
course of action is to replace the compressor immediately. In order to restart K5500
in its current condition we would have to open up the compressor to repair a stuck
slide valve. Repairing the stuck slide valve would take, at a minimum, as much time
as replacing the compressor with a strong likelihood of a longer duration. This
course of action will enable us to confidently return the machine to service for the
long term. We had already planned to replace the compressor in the summer of 2004 ~,
due to a slowly deteriorating vibration problem. '
We will follow the agreed procedure for minimizing flared gas during K5500
shut down events. The final step in the procedure calls for full shut down of the
plant if after 24 hours, restart of K5500 is not imminent. The current ambient
temperature is -20F, with the forecast calling for lows between -20F and -30F
through Monday. We feel that the most prudent course of action, under these
conditions, is to allow GC3 to continue to flare (approximately 2 MMSCFPD) in order
to keep the plant partially on line. Our best estimate is that K5500 should be ready
for a restart Monday afternoon.
When K5500 is back on line and the flaring event is over, I will submit a
follow up note.

Steve,
GC3's K5500 flaring event, which began at 04:16 on 11/15, ended at
14:35 on 11/19. Total flare duration was 106 hours and 19 minutes.
The total flared volume for this event was 9.874 mmscf.
During the four day flare event, technicians had to go back into
K5500 for two separate repairs, once to replace a leaking
compressor mechanical seal and again to repair an excessive lube
oil leak. The mechanical seal failure occurred during the initial
restart attempt on 11/17 and required replacement of the mechanical
seal. The oil leak was discovered prior to the second restart
attempt on 11/18 and required replacement of a compressor slide
valve "0" ring. K5500 was restarted and loaded up on 11/19 and has
been running smoothly since then..
High pressure production wells were cycled on and off periodically
during the four days to prevent flow line freeze up. Additionally,
produced water was stacked in the skim tank and the produced water
pumps brought on briefly each day to warm up injection wells and
lines.
