CPF 3 FLARE EVENT - MARCH 24, 2004
On 3/24/04 at 1220 the "B" Gas Lift Compressor (GLC) tripped causing the plant to go to flare. The
trip was quickly diagnosed determining that a frozen instrument air line had caused the HRU stack
dampner to close. When the dampner closed the GLC tripped off line due to high exhaust pressure.
Craft resources were immediately made available to begin thawing the frozen air line. Ambient
temperatures at that time were approximately -30 deg F. The control room immediately began to close
in gas lift auto chokes and dispatch drill site operators to block in gas lift on sorted wells
without auto chokes. After the air line was thawed and while continuing to cut gas, the GLC was
restarted. The resulting ability to handle gas caused us to cease flaring at 1526. This incident
did not result in a black smoke event.

On May 19, 2005, the Commission wrote you about a release of 79
million standard cubic feet of gas due to the failure of a gas lift line in the
Kuparuk River Unit. The Commission noted that this release of gas constitutes
waste under 20 AAC 25.235(d), The Commission further proposed imposition
of a penalty under AS 31.05.150(e) in the amount of $135,090. '
In your written response dated June 3, 2005, you stated that
ConocoPhillips Alaska, Inc., had chosen not to request an informal review or a
hearing concerning the Commission's proposed action but that you "would
welcome reconsideration of it."

Pursuant to its authority to reconsider proposed actions, the
Commission decided to reconsider this proposed penalty. Our further
consideration of all relevant facts has convinced us that the failure of the gas
lift line as a result of unusual wind-induced vibration was not an occurrence
tha ConocòPhillips Alaska, Inc., could reasonably have anticipated or
p vented and that ConocoPhillips' detection of and response to the occurrence
