RE: August Gas Disposition
1) Milne Point installed a new, vertical flare in late August_ This flare uses
air for assist gas instead of fuel gas so you'll see the assist gas go to zero in
the Sept report_ Pilot purge IS slightly higher with the new flare and I'm
tracking down the technical reason for that_
2) I talked with the Operations Lead Tech at Endicott regarding this flaring. He
said they were depressuring and deinventorying the facility over the 14th and 15th.
The volumes shown were flared volumes, not assist gas. The comment refers to the
need to use some assist gas to prevent black smoke during this time.
3) I've requested this programming change for the Northstar report.
Let me know if you need more information.

Subject: August Gas Disposition
Ann,
I need some question answered for Jim Regg from August reports.
*Milne pt Unit *- Why the big increase in pilot-purge gas volume for the
month, 633 mcf and other months average 350-360 mcf?
*Endicott* - The > 1 hour flared events for the August report had
"Assist gas to bleed down NGL separator Plant SD". Jim Regg wants to
know is 100% of this assist gas, 1285 mcf?
*Northstar *- Something has to be corrected for this facility reports.
They are still the most confusing reports to review_ All future reports
must be sorted by date and time. It might take some revisions to your
reports, how they sort or how they are automated. Too much time is
spent trying to follow what is going on. The events greater than 1 hour
must be listed by *date and time*. They must include duration of event,
mcf gas flared, incident description and remediation.

Northstar Flaring - August Reports
August 2004 gas disposition report showed a volume increase in > lhr events; it
appears from summary pages attached to the report that a significant part was
attributed to the LP compressor being down "because of diffuser guide vane
problems" .
I'd appreciate a brief explanation of the DGV and the specific problems
encountered. Thanks.
Jim Regg

Hi Jim,
The DGVs (diffuser guild vanes) are in the gas flow path on each of the
6 stages of our LP compressor. The DGVs provide head balancing between
the stages of the compressor_ If one fails, we get vibration shutdowns
as the stages become unevenly balanced_ In this instance, one of the DGV
positioners, the device used to move
the DGVs, failed with the DGV in the closed position. This is the normal
start position so that on subsequent start tries, the failure went
unnoticed with only
A high vibration shutdown alarm taking the unit down. The repeated start
attempts are what gave us the extended flare events. When we figured out
the problem, we replaced the positioner, added deviation alarms between
DGV demand and actual position and the machine was returned to service.
Give me a call if you need more detail_
Thanks
Steve Carboy

August 2004 gas disposition report showed a volume increase in > Ihr events; it
appears from summary pages attached to the report that a significant part was
attributed to the LP compressor being down "because
of diffuser guide vane problems"_
I'd appreciate a brief explanation of the DGV and the specific problems
encountered. Thanks.
