An extended flare event occurred beginning at 20:15 on May I, 2004 at
FS2. The 1802 (LM1500) STV/IP turbine experienced an unplanned shut down
and failed to restart due to excessive vibrations. Following a borescope
inspection, it was determined that the turbine had damaged blades and
required replacement. Work is in progress to remove the FS3 spare LM1500
and re-install it at FS2. To eliminate flaring, the FS has to be
completely shut down. After discussing the issues surrounding a full
plant shut down, it was decided to keep the FS on line until the
replacement LM1500 is installed. To minimize flaring, assist gas will be
reduced to the minimum amount required to maintain compliance with our
Title V air quality permit, and HP production will be cut to reduce the
amount of process gas which is flared. A follow-up email will be sent
once FS2 returns to normal operation.

An extended flaring event occurred 9/24 at FS2. STVIIP compressor 1801 shutdown due to a high
discharge temperature switch failure. The shutdown was used as an opportunity to accelerate the
1500 hr inspection on the machine. The backup compressor 1802 took 3 hrs and 58 minutes to start
due to various operations/controls issues. A total of 992 MSCF was flared during the event.
