May 2004 Gas Disposition Report for PBU FS-3
Facility Phone 1-907-659-5592
Sept 29,2004:
I talked to Randy, a supervisor at FS-3, about how the flaring events were
worded on the May 2004 monthly report. All events listed for the month,
the wording used to describe the event referenced prior conservation orders
as a rate allowable for gas flared for each month. Each event has the
following statement, 'in excess of the permitted gas volume'. Revised
conservation orders removed the flare amount for each facility. Randy said
he would pass the information on to others.
October 12, 2004
After reviewing the flaring events, Jim Regg didn't understand the wording
in reference to the amount of flared gas. He asked me to contact Randy
again to confirm that the amount listed on the monthly report was the correct
volume. Someone could misunderstand the flared volume with that phrase
at the end of each event about permitted gas volume authorized by the
conservation orders. Randy said he would make sure that the reports are
reviewed and he would pass along the word to other crewmembers.

From:
Hal Tucker, GPB Prod Optim Team Leader,

Several extended flare events occurred in the past few
weeks at GPB. This is a note giving you a courtesy "heads up" on the
greater than one hour flare events you will be seeing in the monthly gas
disposition reports prepared by the Anchorage Volume Accounting Team.
* GC3 experienced three flare events on June 24, 25 and 26 due to
K5500 shutting down on high lube oil temperature. Temperature probes,
RTD's and switches were changed out during the three days in attempts to
eliminate that root cause of the shut downs. K5500 procedures were
followed to minimize flaring. Total volume for the three events was
1,261 MSCF, total duration for the three events was 7 hours and 17
minutes.
* FS1 experienced one extended flare event beginning at 10:00 June
17 and ending at 02:45 June 18 when the 1801 STV/IP compressor shut down
due to high ambients. Several attempts were made to restart and reload
the machine. Total flare volume for the event was 8,491 MSCF over 16
hours and 45 minutes.
* GC2 experienced two flare events on May 30 and 31 due to PLC
malfunction in the produced water section of the plant. The production
cuts resulting from the water section upset caused the skid 18, IP and
LP compressors to surge intermittently due to the low GC oil rate. The
compressors loaded up as GC2 oil rates returned to normal. Total volume
for the two events was 920 MSCF, total duration was 5 hours and 31
minutes.
* CGF experienced two flare events on June 17 and 18. The first
event occurred when the 1884 tandem shut down 3 times due to high
ambient temperatures over a 2 hour period. Each shut down resulted in 15
minutes of flaring. This event should have been captured as three
separate flaring events and should not be considered as a greater than
one hour event. The second event occurred when the 1805 MI compressor
shut down a recycle trip while loading the boosters. Flaring stopped
when 1805 was restarted. Total duration for the 1805 event was 1 hour
and 14 minutes, total volume was 8,677 MSCF.
* LPC experienced one flare event on June 17 when the 1808 gas
reinjection turbine shut down. Flaring stopped when 1808 was restarted.

GPB Flaring Incidents
~Gas was cut during the event to reduce flare volume. Total duration for
the event was 1 hour and 16 minutes, total volume was 5,804 MSCF.
* ~ experienced two flare events on June 17 and June 20. The
first event occurred when the 1801 STV/IP compressor shut down due to
high ambients and plant upsets. After three failed restart attempts, the
spare machine (1802) was started, ending the flare event. Total duration
for this event was 1 hour and 10 minutes, total volume was 466 MSCF. The
second event occurred when the 1806 gas lift machine shut down due to
instrumentation problems. 1806 was secured and depressured, ending the
flare event. Total duration of the event was 6 hours of intermittent
flaring totaling 685 MSCF.

From: Michael Bolkovatz, GPB Prod Optim Team Leader, 907-659-4472/5566
An extended flaring event occurred 9/26 at FS-3. Turbine Compressor 1806 was shutdown to
repair the starter motor on 9/25. The starter motor was replaced and the machine was
restarted the next day. Several start attempts were made before the machine restarted. The
machine would not start due to hydraulic oil pressure problems. Intermittent flaring occurred
over 2 hrs, 43 mins and a total volume of 1200 MSCF was flared.
If you require additional information, please don't hesitate to call me.

First Determination of Cause:
1. 1804 TIC shut down for unknown cause.
2. Seven attempted starts on 18Ø4 TIC. Instrumentation group trouble shooting start up failure
problems.
Action Taken to Stop Flaring:
1. 7C/15C shut in on high pressure immediately. This common line has more gas through it than what
1804 TIC compresses; so there was no flaring other than the shut down depressurization.
2. Removed a timer and reset on the 1804 T/C start-up sequence. Started 1804 T/C.
