We only had 1 flare event that lasted greater than 1 hour during this time period: Date - 11/26/03 Time - 4:42pm to 5:47pm, 65 minutes Volume - 87.43 Mscfs Description: The Prudhoe Bay NGL pipeline was shutdown resulting in an unplanned shutdown and subsequent restart of the CPF2 NGL pump. During the restart, any NGLs that have flashed in the pump case must be bled off prior to starting the pump. The 314-inch bleed valve did not get closed tightly after the pump case was bled off. This led to a very small amount of gas/ngls bleeding off through this valve to the flare via our sump. The operations personnel identified the source of the flare, reseated the valve, and thus eliminated any further leakage. «November Flare Events Nov 15-26.xls» «Causes of Flaring at CPF2-1-04.doc» You will notice that one of the causes for flaring is rapid change in ambient temperature. During the Nov 15th to Nov 26th time frame, the ambient temperatures ranged from negative 30 degrees F to 30 degrees F with much fluctuation in between. 10f2 1/26/20047:22 AM RE: CPF-2 Flaring Data for November Let us know if you would like to discuss this further. We lost the Frame 6 last night and the load shed resulted in a flaring event at CPF2. The event lasted 95 minutes and flared 4.6 MMscf. See explanation below. Jeff At approximately 9:00 pm on Feb 2, 2004, the Frame 6 Power Generator shut down unexpectedly on a high vibration alarm. The unit remains out of service and the causes are being investigated. As per design, the unplanned shutdown of this generator initiated an extensive field wide load shed event. This resulted in the automatic shutdown of vi considerable electric driven equipment at CPF2, including all 3 gas injection compressors, the D gas lift compressor, the NGL injection pump, and the A Stock Tank Vapor (STV) compressor. Also, the Gas Turbine driven B Gas Lift compressor shutdown as a result of the process upset. An event of this magnitude requires considerable time and effort by operations personnel to safely restart equipment, and reduce inlet gas rates adequately to stabilize the plant operations and eliminate any flaring. As a result of this event, the plant flared 4593 MSFC over a period of 95 minutes as per the attched report. 1 of 1 2/4/2004 10:48 AM RE: GPB Flaring Incident Subject: RE: GPB Flaring Incident From: "GPB, Prod Opt TL" <GPBProdOptTL@BP.com> Date: Wed, 25 Feb 2004 14:39:07 -0900 To: steve _ mcmains@admin.state.ak.us CC: "Fiedler, Anne M" <Fied1eAM@BP.com>, "Benson, Gary A" <BensonGA@BP.com>, "Pfeiffer, Jim A" <PfeifiJA@BP.com>, "GPB, Environ Advisor West" <GPBEnvironAdvisorWest@BP.com>, "GPB, Environ TL" <GPBEnvironTL@BP.com>, "GPB, Environ Advisor East" <GPBEnvironAdvisorEast@BP.com> To: Steve McMains, AOGCC steve_mcmains@admin.state.ak.us 907-793-1241, fax 907-276-7542 From: Michael Bolkovatz, GPB Prod Optim Team Leader, 907-659-5566 An extended flare event occurred on February 25,2004. GC2 LPS compressor K-7000 shutdown due to low seal oil differential pressure. The compressor was shutdown at 06:07 and 49 wells totaling 275 MM gas were shutin starting at 06:35. Flaring occurred for 4 hrs, 7 mins until the reduction in rate response was enough to close the flare valve. Total volume flared was 6,475 MSCF. The seal oil problem was repaired and the compressor was restarted at 13:17 hrs and we are in the process of bringing the wells back online. This is a note giving you a courtesy "heads up" on the greater than one hour flare events you will be seeing in the monthly gas disposition reports prepared by the Anchorage Volume Accounting Team. * GC3 experienced three flare events on June 24, 25 and 26 due to K5500 shutting down on high lube oil temperature. Temperature probes, RTD's and switches were changed out during the three days in attempts to eliminate that root cause of the shut downs. K5500 procedures were followed to minimize flaring. Total volume for the three events was 1,261 MSCF, total duration for the three events was 7 hours and 17 minutes. * FS1 experienced one extended flare event beginning at 10:00 June 17 and ending at 02:45 June 18 when the 1801 STV/IP compressor shut down due to high ambients. Several attempts were made to restart and reload the machine. Total flare volume for the event was 8,491 MSCF over 16 hours and 45 minutes, * ~experienced two flare events on May 30 and 31 due to PLC malfunctlo in the produced water section of the plant. The production cuts resulting from the water section upset caused the skid 18, IP and LP compressors to surge intermittently due to the low GC oil rate. The compressors loaded up as GC2 oil rates returned to normal. Total volume for the two events was 920 MSCF, total duration was 5 hours and 31 minutes. * CGF experienced two flare events on June 17 and 18. The first event occurred when the 1884 tandem shut down 3 times due to high ambient temperatures over a 2 hour period. Each shut down resulted in 15 minutes of flaring. This event should have been captured as three separate flaring events and should not be considered as a greater than one hour event. The second event occurred when the 1805 MI compressor shut down a recycle trip while loading the boosters. Flaring stopped when 1805 was restarted. Total duration for the 1805 event was 1 hour and 14 minutes, total volume was 8,677 MSCF. * LPC experienced one flare event on June 17 when the 1808 gas reinjection turbine shut down. Flaring stopped when 1808 was restarted. 10f2 6/28/2004 7:02 AM GPB Flaring Incidents 'Gas was cut during the event to reduce flare volume. Total duration for the event was 1 hour and 16 minutes, total volume was 5,804 MSCF. * FS3 experienced two flare events on June 17 and June 20. The first event occurred when the 1801 STV/IP compressor shut down due to high ambients and plant upsets. After three failed restart attempts, the spare machine (1802) was started, ending the flare event. Total duration for this event was 1 hour and 10 minutes, total volume was 466 MSCF. The second event occurred when the 1806 gas lift machine shut down due to instrumentation problems. 1806 was secured and depressured, ending the flare event. Total duration of the event was 6 hours of intermittent flaring totaling 685 MSCF. If you require additional information, please do not hesitate to call me.
