GC3's K-5500 wet gas compressor is experiencing high vibrations,
and will have to be shutdown to repair/replace the compressor sometime in
the next two weeks. During this upcoming event, we plan to SI most of the
high pressure producing wells and cycle wells with high watercut to
prevent flow line freezing. Operationally, at this time of year, we have
chosen not to shut the entire plant down due to the substantial risks of
freezing (potential cracked lines resulting in spills, heat for personnel
safety, etc). It is expected that the repairs will last 24-48 hrs. This
complies with the SOP procedure for this machine. Once we have taken the
above steps to minimize flaring, the total flare rate will be roughly 2 -
2.5 MMSCFPD while the compressor is being repaired. I will follow up
with an email after the work is completed detailing the actual events.

GC3's K5500 wet gas compressor was replaced on January 7. The operation
began at 1600 on January 6 and was completed at 0500 on January 8 when
the machine was loaded up and the flare valve closed. Total duration of
the flaring event was 36 hours and 55 minutes. 3,209 MSCF was flared
during the event.
Production was cut to minimize flaring per our procedure, with a minimal
amount of HP production remaining on to prevent flowline freezing. At the
24 hour threshold, it appeared that K5500 would be restarted within the
next several hours and, since the ambient temperature was still well
below 0, the decision was made to leave GC3 on line. K5500 restart was
delayed by 5 hours due to slide valve calibration problems. At 0424 on
January 8 the first K5500 restart was unsuccessfully attempted, with the
second and successful attempt occurring at 0451. K5500 was loaded up and
the flare valve closed at 0455 on January 8.

Slope and one will not be available before we have to shut the
compressor down, we plan on rebuilding the existing compressor
on site. The job is expected to take 3-4 days to complete.
Operationally, at this time of year, we have chosen not to shut the
plant down due to the substantial risks of freezing (potential
cracked lines resulting in spills, heat for personnel safety, etc), but
we will make every attempt to minimize flaring while still complying
to the Title V air quality permit requirements. This complies with
the SOP procedure for this machine. I will follow up with an email
after the work is completed detailing the actual events.

RE: GC3 K-5500 flaring event
We have completed the rebuild on the K-5500 compressor and the machine is back online. The
operation began at 1418 hrs on February 22 and was completed at 1640 on February 24. Total
duration of the flaring event was 50 hours and 22 minutes. 24,833 MSCF was flared during the
event.
Production was cut to minimize flaring per our procedure, with a minimal amount of HP
production remaining on to prevent flowline freezing. We left the high water cut production
online to prevent freezing. Also, we added the minimum amount of assist gas to ensure
compliance with our Title V air quality permit.

An extended flare event occurred beginning at 19:05 on April 25, 2004 at
GC3. The K5500 compressor bundle was replaced with a newly rebuilt
bundle due to excessive and increasing vibrations on the old bundle.
Production was cut per our procedure to minimize flaring. Assist gas was
added as necessary to ensure compliance with our Title V air quality
permit. Total volume flared was 2,763 MSCF, over a 33 hour and 37 minute
duration.

Gas Release And Venting
Steve,
Thanks for calling me back this morning, sorry I wasn't in the office when you called.
When pressuring up our EWE Mlline yesterday to verify recent repairs, we had a stem seal leak on a
shutdown valve at W-pad. We haven't finished volume calculations yet, but don't feel that the stem seal
leak came anywhere near the 1 OOOmscf threshold that requires reporting under 20 MC 25.205. In order to
repair the stem seal, we've begun venting the system. There is some potential that we could reach the
1 OOOmscf threshold before the venting operation is complete.
Venting of the system doesn't seem to fit the category of "uncontrolled release" that requires notification,
but I wanted to inform you of the work we're doing and see what your thoughts are.
We are always happy to communicate with your folks and make you aware of our activities, but I would be
interested in knowing whether you think this falls into the category of uncontrolled release per 20 Me
25.205.

Several extended flare events occurred in the past few
weeks at GPB. This is a note giving you a courtesy "heads up" on the
greater than one hour flare events you will be seeing in the monthly gas
disposition reports prepared by the Anchorage Volume Accounting Team.
* ~experienced three flare events on June 24, 25 and 26 due to
K5500 ~ng down on high lube oil temperature. Temperature probes,
RTD's and switches were changed out during the three days in attempts to
eliminate that root cause of the shut downs. K5500 procedures were
followed to minimize flaring. Total volume for the three events was
1,261 MSCF, total duration for the three events was 7 hours and 17
minutes.
* FS1 experienced one extended flare event beginning at 10:00 June
17 and ending at 02:45 June 18 when the 1801 STV/IP compressor shut down
due to high ambients. Several attempts were made to restart and reload
the machine. Total flare volume for the event was 8,491 MSCF over 16
hours and 45 minutes.
* GC2 experienced two flare events on May 30 and 31 due to PLC
malfunction in the produced water section of the plant. The production
cuts resulting from the water section upset caused the skid 18, IP and
LP compressors to surge intermittently due to the low GC oil rate. The
compressors loaded up as GC2 oil rates returned to normal. Total volume
for the two events was 920 MSCF, total duration was 5 hours and 31
minutes.
* CGF experienced two flare events on June 17 and 18. The first
event occurred when the 1884 tandem shut down 3 times due to high
ambient temperatures over a 2 hour period. Each shut down resulted in 15
minutes of flaring. This event should have been captured as three
separate flaring events and should not be considered as a greater than
one hour event. The second event occurred when the 1805 MI compressor
shut down a recycle trip while loading the boosters. Flaring stopped
when 1805 was restarted. Total duration for the 1805 event was 1 hour
and 14 minutes, total volume was 8,677 MSCF.
* LPC experienced one flare event on June 17 when the 1808 gas
reinjection turbine shut down. Flaring stopped when 1808 was restarted.

GPB Flaring Incidents
Gas was cut during the event to reduce flare volume. Total duration for
the event was 1 hour and 16 minutes, total volume was 5,804 MSCF.
* FS3 experienced two flare events on JUDe 17 and June 20. The
first event occurred when the 1801 STV/IP compressor shut down due to
high ambients and plant upsets. After three failed restart attempts, the
spare machine (1802) was started, ending the flare event. Total duration
for this event was 1 hour and 10 minutes, total volume was 466 MSCF. The
second event occurred when the 1806 gas lift machine shut down due to
instrumentation problems. 1806 was secured and depressured, ending the
flare event. Total duration of the event was 6 hours of intermittent
flaring totaling 685 MSCF.

* GC3 experienced an extended flaring event on July 18 due to
K5500 shutting down on low suction pressure. The "slide valve" was found
to be out of position and was re-calibrated. K5500 procedures were
followed to minimize flaring. Total flared volume was 1,743 MSCF1 total
duration for the event was 2 hours and 44 minutes.
* GC2 experienced an extended flaring event on July 19, when K7000
was shut upon discovery of a lube oil leak. 66 wells were choked back
and/or shut in to get out of flare. Total flared volume was 3/250 MSCF,
total duration was 1 hour and 57 minutes.

*PBU GC-3 for August 2004* - On Aug 9th, LPS compressor Shut down because of a
problem associated with UPS power. He would like more detail to explain what
happen, associated with UPS power?
*GPMA Facility Oct 2000 thru Aug 2004* - Oct 2000, Dec 2001, Jan 2003 and Aug 2004
the facility had a sharp spike in the pilot-purge volume, from less than 15,000 mcf
to over 40,000 mcf just for those four months. Could you provide an explanation
why these sharp spike took place in pilot-purge volumes. This is the only facility
that has shown these spikes for pilot-purge volumes.

The incident in question was initiated at 0220 on 8/9/2004 when the UPS
monitoring system for the LPS sections (skids 460 & 461) of GC3 "died
completely". Under normal conditions, a fault in the UPS would be
detected [by the monitoring system] and the plant power supply would be
seamlessly failed over from UPS to CPS line power. Due to the complete
failure of the UPS monitoring system the fail over did not occur and the
LPS sections lost power resulting in a plant shut down. Restart of the
plant began at 0600 but, wasn't successfully restarted until after 1600.
During the several restart attempts it took to get K7000 and K7001 (LPS
turbine/compressors) up and running at least 3 blown power supply cards
had to be replaced in the turbine controls systems.

66,667 mcf of gas reported vented. On the monthly report submitted to
AOGCC, the event stated, "LPS compressor K-7000 and K-7001 shut down

depth on what is met by, "problem associated with UPS power"?
I have tried several times for an explanation and haven't received an
explanation yet, six months, so could you please respond by the 6th of
