In response to your question regarding June 2007 flaring from Kuparuk's CPF 2, please find the explanation
below from the CPF2 Production Superintendent.

(Here is a write -up regarding the flaring volumes at CPF2 during the month of June. Hopefully, I have explained
them in enough detail to help illustrate the issues. Please feel free to comment or ask for more or less info. You
would have a better feel for the type of information that Steve is looking for and what he understands about our
operation.)
Steve asks a good question below, and is correct about the increased flaring volumes during June and that they
are much higher than in past Junes. The daily flare rates were much higher in June due to 2 separate but related
events; the pigging of the 24 ", 28 mile long, DS 2P production line, and the restart of the line and related drill sites
after the maintenance and smart pigging were completed.
In early to mid May, 3 Drill Sites in the CPF2 area had the majority of their wells shut in while we pigged the 24 ",
28 mile long, production pipeline from DS 2P to CPF2. The wells had to be shut in to maintain the maximum
operating velocity for the cleaning pigs. The pigs were pushed with DS 2P, 3 phase production, as well as,
supplemental injection gas, which was needed to fine tune the velocity /speed of the pig. Therefore, as the pigs
pushed slugs of liquid in front of them followed by gas slugs, each of the 20+ cleaning pig runs had a short flare
event, lasting much less than an hour, associated with it, in order to bring the pig into the receiver at the plant.
These flaring events were minimized to the extent they could be, by shutting in high gas welts closer to CPF2, as
the pig approached the facility. The majority, of these maintenance pig runs occurred at the end of May and
through the first and 2nd week of June. Following the 20+ cleaning pig runs, the wells at DS 2P were also shut in
and the 28 mi. long line was evacuated of liquids using 2 more pigs to accomplish this. The line was then filled
with gas so that a smart pig could be run in this line to evaluate it for any possible corrosion damage. The smart
pig run was completed on June it.
The 2 major event which resulted in the most significant flaring volumes was the restarting of the production
flow from the 4 drill sites, 3 of which had been shut in for more than a month, and the refilling of the 28 mile
pipeline. The flush production and the restart of the line produced significant slugging flow in this pipeline. The
slugging flow created many flaring events, with only one event resulting in a flare of over 1 hour. This event was

the result of loosing 3 of 4 gas lift compressors and all 3 gas injection compressors the evening of June 18 and
the morning of June 19"'. Throughout the restart of the drill sites and the 24" production line, the operators shut in
wells and tried various combinations of gas lift rates and wells in an attempt to minimize the slugging flow in the
line and the subsequent flaring. It took more than a week for the wells to settle down and the slugging to become
more manageable.
Normally, during the warmer summer months, the compressors will have more difficulty handling the gas slugs
into the plant and flare volumes will be higher, but the flaring during the month of June was significantly increased
by the maintenance pigging of the production line and the restart of the drill sites which had been shut in for over
a month.
Hopefully, I have explained the additional flaring volumes adequately. Future pigging scenarios for this line should
be manageable within a much shorter time frame of 2 -3 days, now that the line has been thoroughly cleaned.

I will not discuss June flare volumes since they were covered in the note below.
The three primary factors that led to the higher then normal flaring were high ambients, dusty conditions and
construction/maintenance projects that were performed during the two months in question.
In July, a major water injection line replacement/upgrade was performed (2T), as well as various repairs related to corrosion. As
a result, wells were being shut -down and restarted. The combination of high ambient days and wells being brought on or shut-
down contributed to the higher flare volumes.
In August, the periodic high ambient days continued as well as the maintenance /repair work. The most significant projects were
the CPF1 ESD test and the CPF1 coalescer overhaul. During this time CPF2 functioned as the final oil processing facility for the
entire Kuparuk field. The facility handled rates of greater then 190,000 BOPD (average minute values). Some of this oil was
heavier and more difficult to process (West Sak) than the normal stream that is produced in the CPF2 area . This challenge was
recognized before the projects started and extensive work was done at CPF1, 2 and 3 to maximize plant processing capacity
and chemical treatments. Wells across the Kuparuk field were sorted to best match the facility capacity that was available.
Despite these efforts. there was instability in the facility that contributed to the flare volume. In these cases. production was shut -
in until the problem had been addressed. It is important to understand that even though we are primarily talking about increased
liquid volumes, instability in the liquid phase can adversely affect our ability to compress gas for short periods. The plant
instability occurs so quickly that we do not always shut in production quickly enough to prevent flaring.
As mentioned below in Maria's note. during the warmer summer months, we have more difficulties handling gas slugs and flare
volumes will be higher. The higher liquids rates made us even more susceptible to difficulties with gas handling. This situation is
exacerbated when turbine performance is reduced due to blade fouling because of dusty conditions. The normal response to
this condition is to cold water wash the turbine, which was done several times during these months.
Hopefully this explains the higher flare volumes for July and August. Please let me know if additional info is required.

(Here is a write -up regarding the flaring volumes at CPF2 during the month of June. Hopefully. I have explained them in enough
detail to help illustrate the issues. Please feel free to comment or ask for more or less info. You would have a better feel for the
type of information that Steve is looking for and what he understands about our operation.)
Steve asks a good question below, and is correct about the increased flaring volumes during June and that they are much
higher than in past Junes. The daily flare rates were much higher in June due to 2 separate but related events; the pigging of the
24 ", 28 mile long, DS 2P production line, and the restart of the line and related drill sites after the maintenance and smart
pigging were completed.
In early to mid May, 3 Drill Sites in the CPF2 area had the majority of their wells shut in while we pigged the 24 ", 28 mile long.
production pipeline from DS 2P to CPF2. The wells had to be shut in to maintain the maximum operating velocity for the
cleaning pigs. The pigs were pushed with DS 2P, 3 phase production, as well as, supplemental injection gas, which was needed
to fine tune the velocity/speed of the pig. Therefore, as the pigs pushed slugs of liquid in front of them followed by gas slugs,
each of the 20+ cleaning pig runs had a short flare event, lasting much less than an hour, associated with it, in order to bring the
pig into the receiver at the plant. These flaring events were minimized to the extent they could be, by shutting in high gas wells
closer to CPF2, as the pig approached the facility. The majority, of these maintenance pig runs occurred at the end of May and
through the first and 2nd week of June. Following the 20+ cleaning pig runs, the wells at DS 2P were also shut in and the 28 mi.
long line was evacuated of liquids using 2 more pigs to accomplish this. The line was then filled with gas so that a smart pig
could be run in this line to evaluate it for any possible corrosion damage. The smart pig run was completed on June 16th.
The 2nd major event which resulted in the most significant flaring volumes was the restarting of the production flow from the 4
drill sites, 3 of which had been shut in for more than a month, and the refilling of the 28 mile pipeline. The flush production and
the restart of the line produced significant slugging flow in this pipeline. The slugging flow created many flaring events, with only
one event resulting in a flare of over 1 hour. This event was the result of loosing 3 of 4 gas lift compressors and all 3 gas
injection compressors the evening of June 18th, and the morning of June 19th. Throughout the restart of the drill sites and the 24"
production line, the operators shut in wells and tried various combinations of gas lift rates and wells in an attempt to minimize the
slugging flow in the line and the subsequent flaring. It took more than a week for the wells to settle down and the slugging to
become more manageable.
Normally, during the warmer summer months, the compressors will have more difficulty handling the gas slugs into the plant and
flare volumes will be higher, but the flaring during the month of June was significantly increased by the maintenance pigging of
the production line and the restart of the drill sites which had been shut in for over a month.
Hopefully, 1 have explained the additional flaring volumes adequately. Future pigging scenarios for this line should be
manageable within a much shorter time frame of 2 -3 days, now that the line has been thoroughly cleaned.
