CGF lost both MI compressors (1805 and 1855) due to low ambient temperatures ( -38F). "GE PLC cold temperature shut down" was the initial shut down trigger. Either one or both of the machines were down intermittently from 01:00 until 14:43. Multiple restarts were attempted during this time. Liquid fall out from the inter - coolers into the suction drums (due to low ambients} repeated shut downs, and trouble restarting and loadin es. Total flare time while attempting to bring the machines b on line was 11 hdurs and 7 minutes. Total flared volume due to this eve was 65.7 MMSCF. GPB Prod Optimization Team Leader An extended flaring event occurred on January 11, 2007. CGF Booster compressors 1801 and 1802 tripped offline due to a faulty high pressure discharge switch. As a result, the transit gas pressure rose to the facility flare pressure limit. In order to reduce /maintain the transit gas pressure, flaring was initiated at FS1 and GC2. FS1 flared for 50 minutes and the total volume flared was 8333 MSCF. GC2 flared for 44 minutes and the total volume flared was 6111 MSCF. Even though the event lasted less than 1 hr, I felt an explanation would be useful given the volumes flared. If you require additional information, please don't hesitate to call me. The event occurred at CGF on May 31. Power interruption caused ESD in NGL divert module 4935 which resulted in stabilizer section upset, shutting both MI compressors down. Flaring occurred from 0349 to 0448 (59 minutes), total volume flared was 7125 MSCF. Intermittent black smoke events also occurred at CGF on May 31. The first event was caused when T/C 1855 shutdown due to control /instrumentation failure that was associated with 1st stage anti -surge controller 55F85AV. The LTS 1 &2 bottoms temperatures were raised to reduce MI make and stop flaring. Flaring occurred from 1652 to 1715 (23 minutes), total volume flared was 4749 MSCF. The second intermitted black smoke event occurred at CGF on May 31 also. This event was cause when T/C 1855 was depressured to clear instrumentation fault. 1855 TIC completed depressuring to end the event. Flaring occurred from 1845 to 1855 (10 min), total volume flared was 387 MSCF. On June 1st and additional event occurred at CGF. TIC 1855 shutdown due to a problem associate with the power interruption in the stabilizer section that happened on May 31st. The equipment that malfunction was repaired and T/C 1855 was restarted to return facility to normal operation. Flaring occurred from 0940 to 1124 (104 minutes), total volume flared was 635 MSCF If you require additional information, please don't hesitate to call me. This event was initiated by a vibration monitor malfunction Which ultimately resulted in turbine /compressor 1805 shutting down and then cascaded into a full plant upset. The actual extended flaring event occurred during the restart process. Intermittent flaring occurred over a 5 hour time frame while operations dealt with plant wide problems. Flaring stopped at 21:40 when 1805 was restarted and successfully loaded. Intermittent flaring occurred from 16:30 to 21:40 (310 minutes), total volume flared for the extended event was 8400 MSCF. The original email is attached for your reference. CGF completed their planned maintenance activity to replace a 48" and a 60" valve on June 19. As part of the depressurization and safe -out of the portion of the plant being worked on, several machines were taken down and de- pressured to 0 psi. For the duration of the maintenance activity, a double block and bleed was set up as part of the safe out for worker protection. The bleed was open to atmosphere continuously until approximately 06:00 on June 19 when the bleed line was closed during the safe in process. Four days into the event, additional work was performed on several valves that were part of the safe out. This resulted in vented gas volumes being reduced from approximately 1000 MSCFD to 300 MSCFD. The following summary is for flaring and venting relating to the planned event, only. Other flaring that occurred during this event, but was not related to it, has been reported separately if it exceeded one hour in duration, or 5000 MSCF in volume. If the events unrelated to the planned maintenance did not meet either the one hour or the 5000 MSCF thresholds, they will be reported separately on the monthly gas disposition report. 6/8 depressure for safe out, flare duration 11 hours intermittent, volume 3767 MSCF 6/8 INITIATE double block and bleed for worker protection, vent to atmosphere, duration 9 hours, volume 333 MSCF 6/9 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/10 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/11 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/11 depressure LTS3 for repairs, flare duration 22 minutes, volume 675 MSCF 6/12 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/12 complete depressure of LTS3 for repairs, flare duration 85 minutes, volume 1575 MSCF 6/13 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 1 of 4 6/25/2007 8:08 AM 6/14 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/14 depressure turbine compressor 1855 to 180 psi for repairs, flare duration 6 minutes, volume 328 MSCF 6/15 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/15 complete depressure of turbine compressor 1855 to 0 psi for repairs, flare duration 5 minutes, volume 59 MSCF 6/16 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/17 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/18 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/19 depressure of booster 1857 to 0 psi for new valve installation, flare duration 60 minutes, volume 700 MSCF 6/19 END double block and bleed during safe in process at approximately 06:00, vent to atmosphere, duration 6 hours, volume 75 MSCF - EVENT ENDED Tot #1 duration of the planned event 11 days and 3 hours; total volume flared, 7104 MSCt; total volume vented. 6208 MSCF. Flaring occurred when the entire plant unexpectedly shut down due to a power interruption. The power interruption appears to have been related to a ground fault problem associated with CPS. During a full plant shut down at CGF, flaring off the propane system is required to stabilize the refrigeration system vessel level before a restart can be initiated. CGF flared intermittently for 750 minutes, with a total volume of 6,077 MSCF. If you require additional information, please don't hesitate to call me. A power substation serving CCP went down, causing most of CCP and CGF to shut down. The gas transit line pressured up and all facilities feeding CCP and CGF went to flare (LPC was not affected). After being restored, the substation went down again. Here is a breakdown of flare volumes for each facility. Duration is total duration over both substation failures.
